Dear Commissioner:
Due to a lack of matters requiring a public hearing, ie, no C of A applications
or similar agenda items, John has suggested that the regular monthly meeting of
the HPC scheduled for Monday evening , January 17 be cancelled. Any objections
to this cancellation should be registered over the telephone by 12 o'clock noon
on Friday, January 14, 1994. If there are no such objections the HPC will resume
its regular schedule in February.
I have enclosed the minutes from the December meeting as well as an unsigned
memo from Ed Talley regarding the RD-LHD streetlighting issue.

of the Historic Preservation Commission of South Bend and St. Joseph County has
been cancelled. We will resume our regularily scheduled meetings in February.

The residents of the Riverside Drive Local Historic
District (RDLHD) have two goals we wish to achive through
this proposal:
1. That all street lights in the district
have a consistant historical
appearance.
2. That the overall light level be
increased.

1. City of South Bend agrees to replace all
non -historic street lighting posts and
luminaries along Riverside Drive, between
Lafayette Boulevard and Hudson Avenue with
Hollowspun Posts and Octogonal Junior
luminaries.
2. Indiana & Michigan Power Company
(I & M) gives to the Historic
Preservation Commission of South Bend
and St. Joseph County (HPC), the street lighting
system as is (per section 21-117.2 of
Chapter 21 of the City Zoning Code).
3. City of South Bend makes payments to HPC equal
to the cost of the electric service in
accordance with Tariff SLS. This amount equals
21 street lighting units 9 $6.60/month each:
or $1,663.20 annually.
4. City of South Bend authorizes installation of
electrical meters for street lighting circuits,
as required, to enable Tariff SLCM to be applied,
in lieu of Tariff SLS-. This is expected to
result in the following'annual savings:
$ 1,663.20 City pays to HPC annually
$ 340.00 HPC Pays to. I & M
$ 1,323.20 Annual savings
5. The annual savings shallbe placed into a
non -reverting fund for the RDLHD street
lighting system only. Funds from this account
shall be used to pay for additional lights,
posts, repairs, and reimbursement to the City
of South Bend for previous meter installations.
6. Liability for the street light system shall be
assumed by the City of South Bend. Maintenance
of the system shall be in accordance with the

Preservation Guidelines for the Riverside
Drive Historic Preservation District, and shall
be the responsibility of the Signal & Lighting
Department of the City of South Bend.
7. Residents shall pay for and install new lens
and refractors in each OctogoanI Junior luminary.
Field tests have shown that this will
significantly increase the lighting output,
while retaining the exsisting incandescent
source.
8. Residents may authorize future disbursements
from the non -reverting fund for additional
luminary installations, repairs and/or
upgrades. to more efficient lighting
sources (eg. metal halide).

Dear RD-LHD Liasion Committee Member:
Your proposal for changes concerning the Standards for the Riverside Drive Local
Historic District is still being considered by the Historic Districts Committee
of the HPC as well as the legal counsel to the Commission. This review has taken
somewhat longer than anticipated because an employee shortage in the office of
the City Attorney.
We hope to discuss these matters with the Liasion Committee as soon as possible.
