Adjournment I;tHTIVICATE UN APPROPRIATENESS STAFF REPORT PROPERTY -- 1207 Riverside Drive South Bend, Indiana OWNER -- Edward & Jeanette Slaby DESIGNATION -- Riverside Drive - Local Historic District STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT This two story brick dwelling was constructed before 1912. It is rated as a Significant /112 in the Indiana Historic Sites and Structures Survey. It is designed with free classic and Prairie style influences. The major exterior finish is stucco. The first resident was John D. Campbell, the secretary of the Campbell paper Box Co. & L.D. Tel(ephone) Co. PROPOSED CHANGE The Owners propose to replace existing slate shingle with new synthetic shingle designed to replicate the appearance of slate. STANDARDS The treatment level established for Riverside Drive LHD is rehabilitation. The design Guidelines state: 1) "Recommended - Whenever possible, the original shape and materials of the roof should be restored. Particular effort should be made to retain materials such as slate, tile,and other unique materials not commonly found in new construction. Roof covering which is deteriorated beyond repair should be replaced with material that matches as closely as possible the original in composition,size, shape,color, and texture." RECOMMENDATION The existing slate roof is clearly extensively deteriorated and damaged, with many missing and broken pieces. The owners have endeavored for several years to maintain this roofing with piecemeal repairs. This approach has become unduly burdensome at this time. The proposed new replacement roofing material is manufactured for application where the appearance of slate is desired. The Staff recommends approval of this application. David B. Grand Manor ?end., A lifetime limited 1'� r Er - In UZK11rIUAlt Ur AVeRUY1lINTErNElSS STAFF REPORT PROPERTY -- 317 West Washington South Bend, Indiana OWNER -- Central High Associates DESIGNATION -- Local Landmark STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT This former public school is rated Outstanding /13 in the Indiana Historic Sites and Structures Inventory. It was constructed between 1911 & 193 in the Free Classic style. The portion of the structure under consideration in this application is the Boiler house which was ,I believe, constructed in association with the Vocational addition in 1923. This structure is constructed in the 20th Century functional style and is not separately considered in the Indiana Historic Sites & Structures Survey. PROPOSED CHANGE The Owner proposes to demolish the Boiler House structure and its associated smokestack. STANDARDS The treatment level for this Local Landmark is the "B" standard. Landmark guidelines indicate that: 1) "Historic Landmarks shall not be demolished. When a landmark poses a threat to the public safety, and demolition is the only alternative, documentation by way of photographs, measured drawings, or other descriptive methods should be made of both the exterior and interior of the landmark. The person or agency responsible for the demolition of the landmark shall be responsible for the documentation." This standard was further expanded upon by the commission on 3 -16-92 as follows: "Demolition of a historic landmark or significant building in a historic district is disfavored and requires a certificate of appropriateness. Such a certificate of appropriateness shall be granted only if the owner demonstrates by submission of substantial competent evidence that: a) The property in its current condition is uneconomical or in substantial state of disrepair, deterioration, or structural instability not caused by the owner. b)Historically appropriate renovation or rehabilitation is either technically or economically impractical; and c) The owner has investigated and considered all reasonable alternatives to demolition, not simply the least expensive alternatives, and that all such alternatives such as sale, rental, or lease, of the__proper_ty_ have failed or _ - - -__. with - reasonable likelihood - will fail or will not earn a fair economic return on value." RECOMMENDATION This proposed demolition is part of a comprehensive plan, already substantially executed to rehabilitate the entire Central High School complex for multi - family residential use. The approved by the Indiana SHPO and the Preservation investment tax credits. The Staff therefore recommends that the commission approve the demolition of the boiler house and its smokestack only with the provision that documentation of this structure be prepared submitted by the developer prior to demolition. The scope of this documentation should be guided by the standards Set forth for the Historic American Buildings Survey (NABS). David B. Duvall 8/10/94 Page 2 CERTIFICATE OF APPROPRIATENESS STAFF REPORT PROPERTY -- 1097 Riverside Drive South Bend, Indiana OWNER -- Mike Murphy DESIGsdA ON -- Riverside Drive - Local Historic District STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT This dwelling was constructed circa 1906. It is an American Foursquare, rated non - contributing in the Indiana Historic Sites and Structures Survey. The exterior has been extensively modified by application of aluminum siding which abscures virtually all original surface features. A one car detached garage is located at the rear of the site. This garage is the subject of this application PROPOSED CHANGE The Owners propose to remove the existing overhead garage door and replace it with a new overhead door. STANDARDS The treatment level established for Riverside Drive LHD is rehabilitation. The design Guidelines state: 1) "Required - Original windows and doors ....shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. RECOMMENDATION This proposed alteration is associated with a broader rehabilitation of this garage structure which was approved as in -kind replacement on 8- 14 -94. As work progressed on that project, the owner determined that the overhead door would best be replaced. Although the construction date of the garage is not known, it was most probably built before World War II. It highly improbable that the wood panel overhead door which is proposed for removal was original. The proposed replacement door is similar in appearance, but composed of metal with insulated core, embossed to replicate recessed panels. The Staff recommends approval of this application. David B. It is an American Foursquare with Prairie style influences, rated Contributing /10 in the Indiana Historic Sites and Structures Survey. The major exterior finish is stucco. THe first residents were Otto E. Gelbrich, a foreman at Oliver and his wife, Ada. PROPOSED CHANGE The Owners propose to enclose the rear yard with privacy fence along the alley between the garage and the east side property line and between the south rear corner of the house and the east property line. They also propose to alter the rear yard surface by removing stone patio pavers and installing new brick patio pavement. Some stone pavers are to be reused as path pavers. remaining disturbed yard area is to be regraded and reseeded in grass. An additional item regarding the siding of the garage was withdrawn by letter August 8. STANDARDS The treatment level established for Riverside Drive LHD is rehabilitation. The design Guidelines state: 1) "Recommended - New Site work shall be based upon actual knowledge of the past appearance of the property..... New Site work should also be appropriate to existing surrounding site elements.in scale, type, and appearance." RECOMMENDATION The proposed new fence material conforms to the existing similar material in place on the property lines. Placement of the new fencing is in locations which are traditional to the pattern of this neighborhood. The stone pavement which is proposed to be removed is not of primary historical interest with regard to the integrity of the site or structure. Its removal and partial re -use is acceptable. The new brick pavement is likewise. The proposed configuration will yield less paved are and greater landscaping in a more useful configuration. The Staff recommends approval of this application. David B. Duvall 8- 110 -94 as p. 2 I. FENCES Reasons for undertaking this Aro We are told that fences used to exist where we want to build them. They should be rebuilt for reasons of privacy and security. Having only just moved in on the Fourth of July, we have already seen cars in the alley with their windows smashed, and have heard kids at night running through the yard setting off firecrackers between our house and the neighbor's. Almost everyone on our block has some sort of fence on the alley limiting access to their yard. We looked at fences that are common in our area and have found a design that we like and which is comparable to those of our neighbors (see pp. 3, 4). Another reason for the alley fence is purely visual and aesthetic. We would rather not look at garbage cans as they sit out on the alley waiting to be emptied, or piles of house remodeling debris that have to sit alongside the garbage cans. It would also be nice not to have to look at the backsides of the garages across the alley if they happen not to be well maintained. Materials and clans Both fences would be of a standard picket type design. The material would be unpainted wood; the posts and supports pressure - treated. Posts would be set in concrete. Hinges and latches would be standard steel hardware. Photos on p. 4 and plan on p. 10 show where on the lot fences are to be located. p. 1 CLARK / GRAUMAN PROPOSAL FOR ALTERATIONS AT 1069 RIVERSIDE DRIVE SOUTH BEND This document is an application for a Certificate of Appropriateness for changes we wish to make on our property. There are three separate issues included in this application: (1) Fences on alley and at south corner of house to secure the property; (2) Replace aluminum siding on garage with wood siding or shingles; (3) Revise patio area extensively, removing about half of the existing fieldstone and building a new brick patio. We have grouped these projects together partly for convenience but also because they will affect each other. PATIO REVISION Reasons for undertakinq this oroiect The current patio is in serious need of attention (see p. 8). Its surface is very uneven, broken up and buckled badly by tree roots, many stones loose or broken or submerged under the soil. This area takes up roughly half the yard, extending all the way from the house to the garage. The view from the house is of a seemingly endless expanse of ugly, disorganized fieldstone. Walking to the garage is potentially hazardous because the surface is uneven and unreliable. The unbroken line of the edge of the patio, consistent with the edge of the garage, is visually harsh because there is no relief from it, and it is echoed by the uninterrupted line of the brick -edged garden. (See plan, p. 9) Descriotion of oroiect Our plan (compare pp. 9 & 10) is to remove most of the fieldstone under the tree whose roots are making it buckle and return that area to grass or ground cover or garden. Low places could be filled with topsoil and the grade sloped up to the retainer around the trunk of the tree. This would cover many of the exposed roots, and plantings could hide the rest. A new patio of brick set in sand and edged with wood, twelve by sixteen feet, would exist in the area close to the house. This rectangle would be oriented perpendicular to the rectangle of the lot, and its SE edge would extend beyond the existing line, thereby softening it. Running from the patio to the garage would be a line of stepping stones, salvaged from among the largest and nicest of the current fieldstones. 'This walkway would have no hard -edged side boundaries. Fieldstone would be retained on the NW side of the patio, running to within about two feet of the neighbor's fence. Isolated patches of fieldstone paving that currently exist at each end of the brick -edged garden on the SE side of the lot would be retained, and two areas on the sides of the house which are currently unpaved would receive fieldstone removed from the original patio. Materials and Plans The new patio would be of reddish clay brick, similar to the color of the chimney (see verso of title page), preferably of used old street or sidewalk pavers, if we can find them. The edging would be pressure- treated wood. Everything else would be recycled from existing fieldstone. O a CLARK ! '�• �} �' '•J �'i S �•1�ti 5 `r f i 'v garden f IT s CERTIFICATE OF , APPROPRIATENE SS STAFF REPORT PROPERTY -- 1130 East Jefferson Blvd. South Bend, Indiana OWNER -- Michael Englert DESIGNATION -- East Wayne - Local Historic District STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT This dwelling was constructed in 1939 for Robert and Isabel Bon Durant. The structure is a brick dwelling of the Colonial Revival (Georgian) style. The main body of the house is a rectangular 2 story block with one story wings at each rear corner. An existing patio is situated in the recess which is defined by these two wings and the rear wall of the main block. It is rated Significant /12 in the Indiana Historic Sites and Structures Survey and was considered in excellent condition when last surveyed in 1990. PROPOSED CHANGE The Owners propose to enclose the existing patio with a roof and screen mesh wall facing the rear yard. The only documentation received to date is an artists rendering of the appearance of the proposed addition. This rendering also shows a second story addition to the west wing which is not included in this proposal. A letter which accompanied this drawing describes the nature of the construction method to some extent. STANDARDS The treatment level established for East Wayne -LHD is rehabilitation. The design Guidelines state: 1) "Required - The height of a new structure and its height to width proportion shall be consistent with adjacent buildings in the district....." 2) "Recommended - Contemporary Designs should be compatible in character and mood to the building or the neighborhood." 3) "Required - Exterior materials shall be compatible in scale, texture & color with adjacent structures. Material used on an addition to' an existing structure shall relate to the existing or original materials of the structure. Also, as much of the original structure as possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building." RECOMMENDATION The proposed screen porch enclosure as illustrated, is in conformance with the guidelines for compatibility. The specific structural information submitted to this date is not sufficient to assure conformance with standard #3 listed above. For instance, the gutter lines on the east and west wings are not at the same elevation, the east wing being higher, making the continuous string cornice effect shown in the illustration impossible to achieve. Staff also anticipates some difficulties with roof drainage as the west wing presently drains into this patio at an elevation considerably below the top of its parapet (see photo) which is shown as the roof line of the proposed flat porch roof. The difficulty in resolving these elements is exacerbated by the presence of an architecturally significant cove soffit built into the wall of the east wing. Staff recommends a conceptual approval of the patio enclosure. Staff further recommends that the application be referred to committee for review of final construction documents when they become available to assure resolution of the issues discussed above. Walker, Owner October 25, 1993 We will construct a porch on the West elevation of your home as follows: 2. We will install three 6 ' x 6 ' wood posts and frame the front wall and the side return wall for brick to be installed to a height to match what you have on the adjacent sun room. There will be five sets of storm windows and screen with a wood screen and storm door near the house. 3. The rest of the exterior will match the house as it is now and I will use all redwood trim. I have not included the cost of the sheet metal work that will be required for the gutters and the downspouts. 4. We will install a single ply rubber roof with all of the flashings necessary to meet the manfacturer "s specifications. The finished height of the porch will be the same as the sun room. 5. We will install electric outlets on the inside in the new walls and a switch and a box on the outside above the door for your light fixture. Let me know if you think that you might want a fan installed in the ceiling so that we can wire for that also. There will not be any new electric on the present brick walls included in this proposal. Construction Design Corporation 52339 Shenandoah Drive South Bend, IN 46635 6. The interior will be finished with the same pine boards that you showed me in the sun room. We will install the new pine on the ceiling and the new walls only. The total cost for the materials and the labor for this room is As I mentioned, I have not included any cost for the gutters and I have not included any costs for the quarry tile on the floor. I was told by my tile man that you can have a nice tile installed for between $6.00 and $8.00 per square foot. My employees are covered by workman's compensation and I have liability insurance under an Umbrella policy with Taylor Moyer Insurance Co.. I can furnish references on request. I know that I can get the concrete work completed within the next four weeks. After that is completed I should be able to do the rest of the work during colder weather or we could put the porch off until the spring. I will work with your schedule. Materials have increased some since last October and I would like the opportunity to review my costs before we start. Any increases would be on material only and should not be great. Certificates of Appropriateness Commissioner Eide, Vice - President of the HPC presided over the meeting in Commissioner Oxian's temporary absence. 1. 615/617 Riverside Drive -- RB -LHD Mr. Duvall read the staff report for the C of A application marked "addendum ". Commissioner Sporleder moved' accept the application as proposed. Commissioner Petrass seconded the motion. Commissioner Sporleder opened discussion by recommending the rejection of the proposal because the applicant had not provided information that would turn the Commission from its original ruling on the matter in July 1993. Commissioner Eide asked Mr. Laskowski if he had such information to-present to the Commission. Mr. Laskowski replied in the positive. Mr. Laskowski then demonstrated the "customary practice" of vinyl soffit installation ie. at "right angles to the roof edge ". Mr. Laskowski indicated that the stucco soffits had been removed. Commissioner Sporleder asked if the soffit plan was regular or irregular. The applicant responded that it was• on four sides. Commissioner Eide asked if Mr. Laskowski if he had considered aluminum soffits. Mr. Laskowski replied he had but their application presented the same problems as vinyl. Commissioner Sporleder asked the width of the soffits. The applicant responded that they were 28" wide. Commissioner Eide called the question. The motion was defeated 7 against; L abstention. The motion to allow the installation of vinyl soffits was defeated. 2. 615/617 Riverside Drive -- RB -LHD Mr. Duvall read the staff report. Commissioner Sporleder moved to accept the application as submitted. Commissioner Wiener seconded the motion. Commissioner Sporleder asked for details of the proposed aluminum wrap of the windows. Mr. Laskowski and Commissioner Sporleder engaged in a dialogue of explanation regarding that proposal. Commissioner Sporleder asked whether approval was necessary for the second proposal; the widening of the sidewalks. Mr. Duvall read the applicable language fromthe RB -LHD Standards Book. Commissioner Hostetler asked the applicant about drainage between lots. Commissioner Hostetler asked the distance remaining between lots if the widening was approved. Mr. Laskowski stated that his lot was subject to survey but he estimated the distance at 3 -4 inches. Mr. Duvall asked Mr. Laskowski if a sistern was present on the property. Commissioner Sporleder and the applicant discussed the drainage patterns of the property. Commissioner Sporleder asked the reason for the application of vinyl bead board to the front porch ceiling. Mr. Laskowski cited insect damage and water damage to the porch ceiling. Commissioner Sporleder asked the staff for a condition report. Mr. Duvall replied that there was no significant damage to the porch ceiling and that repair was possible. Commissioner Oxian asked about the current type of porch ceiling. Mr. Duvall replied that the material was tongue and groove. Mr. Laskowski requested a decision on all parts of his proposal tonight. Commissioner Eide asked if the applicant had any additional material concerning proposal #4. Mr. Laskowski responded that the concrete block he had removed from the front porch was no longer manufactured. He produced a letter to that effect from a company in Mooresville, IN. Discussion continued concerning the porch and its repair. Mr. Duvall stated the presence of a staff approved C of A for a in -kind replacement of the concrete front steps. Commissioner Eide then called the question. On proposal # #,the wrapping of the window trim in aluminum,the Commission denied the application 7 -1. Commissioner Sproleder abstaining. On proposal #2, the increase in the width of the sideyard sidewalks, the Commission approved the application-.4 On proposal #3, to install vinyl bead board on the front porch ceiling, the Commission denied the proposal 7 -1. Commissioner Sporleder abstaining. On proposal #4, the replacement of original porch materials with wood balasters and railings, the Commission denied the application 6 -2. Commissioners Oxian and Sporleder abstaining. 3. 1067 Riverside Drive -- RD -LHD Mr. Duvall read the staff report. Mr. Talley spoke for the applicant. Commissioner Hostetler moved to accept the application as submitted. Commissioner Choitz seconded the motion. Commissioners Eide and Sporleder asked if the installation of a ramp had been considered. Mr. Talley replied. The motion to allow the installation of a:riser and a three step set of stairs at the rear entry was approved unanimously. 4. 61191 US 31 South -- Local Landmark Mr. Duvall read the staff report. Commissioner Choitz asked if the applicant had planned for all of the eventualities involved in significant earth moving. Commissioner Oxian stated that the application should be tabled. He also wanted a rationale for the removal of the tree. He further directed the staff to review the previous applications for C of A's by this applicant and to note their effect on the property. Finally, Commissioner Oxian said that he did not view this application as complete. Discussion ensued about the nature of noise problem and its source, "berming" as a landscape strategy, ill- advised attempts at same, the need for drawings /plans for the landscaping and the current use of the property: The Commission denied the application for the creation of the _berm unanimously. Commissioner Oxian moved to send application back to staff for more information, discovery of a rationale for the tree removal and investigation of previous C of A's at this address. Commissioner Petrass seconded the motion. The motion passed unanimously. Commissioner Choitz and Eide commented on the lack of supporting materials in recent C of A applications. Mr. Duvall referred to counsel's judgement regarding a complete application in the case of Dr. Ulrich Klopfer, owner 1244 Lincolnway East. (Due to a malfunction in the recording equipment the author of the original motion and its second were unrecorded.) 5. 1220 East Wayne Street -- EW -LHD Mr. Duvall read the staff report. Commissioner Choitz moved to approve the application as submitted. Commissioner Sporleder seconded the motion. Commissioner Choitz asked about the presence of adequate ventilation in the soffit. Commissioner Sporleder asked about the type of material• be installed. Mr. Duvall indicated that the material was vinyl. Commissioner Oxian questioned the disimilar recommendations for similar applications, ie. 615/617 Riverside Drive. Commissioner Oxian asked about the application of standards by those with liberal inclinations toward preservation versus those with conservative inclinations. Mr. Duvall replied that the application was for a procedure which was completely reversible. He also stated that given the passage of time all structures by virtue of age may become contributing structures in a district. Commissioner Oxian suggested that evidence of peeling paint would have provided a more compelling case for material change in the effected area. Further, he stated, that once replacement materials have been applied they are rarely, if ever, removed. Commissioner Eide called the question. The Commission voted 8 -0 to deny the application to cover the soffits in vinyl. IV: Regular Business A. Approval of Minutes - The minutes for June 20, 1994 were approved as submitted. Commissioner Choitz made the motion, it was seconded by Commissioner Hostetler. The vote was unanimous. B. Treasurer's Report Commissioner Oxian recounted he held with County Auditor Beverley Crone and Asst. Auditor John Lentz.in which HPC finances were discussed. Growing out of this discussion was the possibility of freeing the HPC budget from its dependence on the St. Joseph County Commissioners and their budget in the coming year. Commissioner Oxian also briefly covered information regarding the awarding of grant money to the HPC. Mr. Talley spoke about his concern for the HPC as regards the larger budgetary picture for the whole of St. Joseph County government. Mr. Talley has been a participant in the ongoing discussion of fiscal matters via the Zappia Commission. C. Correspondence Mr. Duvall reviewed this reporting period's correspondence. D. Legal - Commissioner Oxian moved and Commissioner Choitz seconded the approval of a form developed by counsel to inform subsequent homeowners of an outstanding C of A on their property. The Commission voted unanimously in favor of the motion. 4. Historic Districts a. the RB -LHD book'was distributed b. the Historic Trees Pilot Survey was published and is awaiting a distribution plan 5. Historic Landmarks a. 1st reading for Probst House in Common Council was announced b. 2nd reading for streetlight at Niles and Leeper; Commissioner Oxian moved to send a favorable recommendation to the Common Council for a LL designation. Commissioner Petrass seconded the motion. Commission voted to do so unanimously. For information regarding the history of this streetlight Mr. Talley suggested the Annual Report for the City of South Bend (1917) c. 310 West Monroe, historic Olivet A.M.E. Zion Church; 2nd reading Mr. Eddington requested tha Commission table the 2nd reading for 30 days. Commissioner Oxian moved to table until August meeting. Commissioner Hostetler seconded the motion. Motion approved without dissent. �. Historic Districts a. note was made of two meetings e. Central High School Committee Commissioner Sporleder reported on the windows for C.H.S. and the Vo =Tech Bldg. It was noted that a C of A for demolition of the power plant and chimney will be heard next month. There was brief discussion of tha landscape plan. 6. Standards and Maintenance - no report 7. Personnel Mr. Frederick thanked the members of the HPC. They,.in turn, thanked him. Mr. Duvall thanked Mr. Frederick and then spoke briefly about the process for hiring a new administrative assistant. 8. Staff Reports - The staff reported on a litany of subjects including: 801 N. New Business VII. Hearing of Visitors Mr. Eric E. Eckert addressed the Commission regarding the Thelma Lawrence house at 14603 Brick Road. It is Mr. Eckert's contention that this is the last Sears house purchased or built in the United States. Mr. Talley closed the meeting with information regarding a streetlight in Harter Heights.
