Pietrzak DESIGNATION -- Edgewater Place LHD STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT The house at 537 Edgewater Drive is located in the Edgewater Place LHD and was assigned a rating of C/10 on the Indiana Historic Sites and Structures Survey. The house was built c. 1921 by Whitcomb and Keller. It is a Colonial Revival residence that has been significantly altered by the addition of aluminum siding, aluminum storm windows and doors. PROPOSED CHANGE The applicant proposes the replacement of wood storm windows with white aluminum double track storm screens. He also wants to replace the existing aluminum cross - buck storm door with one of solid glass. The application also includes routine chimney repair (tuckpointing) and the reroofing of the entire house, the last of which has been postponed by the owner. • STANDARDS The district standards state (II.C.1.) "Existing or original windows and doors ... shall be retained, or when deteriorated beyond repair, replaced with duplicates of the existing or original." and (II.C.2.) When metal storm windows are used they should be painted ... to match the existing." and (II.C.3.) "Existing or original windows, doors ... shall not be discarded when they can be restored and reused in place." RECOMMENDATION The staff recommends against the replacement of the wood storm windows opting instead for the repair of the windows allowing for proper fit. The staff supports the other aspects of the applicants proposal. C. This Colonial Revival was designed by H.R. Stapp and built by local developers Whitcomb and Keller in 1928. The house is largely unaltered with the minor addition of an aluminum storm door. PROPOSED CHANGE The project consists of the following: 1) the installation of a new driveway to replace the existing deteriorated driveway. 2) the construction of a free-standing garage at the end of the existing driveway. 3) the conversion of the existing single car attatched garage to a family room which will include a 4' by 12' addition to the north (rear) facade. STANDARDS • The district standards state (I.B.2.) "New site work should also be appropriate to existing surrounding site elements in scale, type and appearance." and (III.A.1.) "Additions to existing buildings shall be related in height and proportion to the existing structure." and (III.B.1.)"Exterior materials used on a new structure shall be compatible in scale, texture and color with adjacent structures." and (III.C.2.) "Accessory building designs should be compatible in character and mood to the residences and the neighborhood." RECOMMENDATION The staff recommends for the proposal as presented. It was designed by H.R. Stapp and built by the local developers Whitcomb and Keller in 1929. The house is largely unaltered with the minor exception of metal awnings. PROPOSED CHANGE The project consists of the removal of the existing shrubbery in front of the house and replacement with the plantings as shown in the applicant's landscape plan. The applicant also requests approval for the eventual replacement of the existing concrete sidewalk with a paver brick walkway as seen also in the land- scape plan. The landscaping is to be installed in phases beginning closest to the house and moving out toward the street. • STANDARDS District standards state (I.A.1.) " Major landscaping items, ... shall be com- patible with the character of the neighborhood in size, scale, material and color." and (I.A.2.) " ... major landscaping elements that must be removed for one reason or another should be immediately replaced by suitable flora." and (I.B.) "Driveway and sidewalk materials include concrete, asphalt and brick." RECOMMENDATION be The staff recommends that this proposalA accepted in part. In light of the report filed by Katrina Laflin (HPC landscape consultant) the staff suggests modification of the proposed tree lawn treatment in consultation with the applicants. C. Frederick 9-8-93 • 9 • • • To: Historic Preservation Commission of South Bend and St. Joseph County From: Katrina Laflin, Landscape Consultant, 1993 DNR Urban Forestry Grant Date: September 7, 1993 Subject: 1425 East Wayne C of A application After reviewing the proposed landscape plans for 1425 East Wayne and the character of the landscape elements in the East Wayne Local Historic District I would maintain that the plantings in the tree lawn are innappropriate. The tree lawns in the district do not, and should not, include shrub plantings. The proposed plan would compromise the existing historic character of the district as a whole. The plantings near the sidewalk are questionable due to the presence of thorn - bearing barberry shrubs. The historic landscape of the district remains well intact with large tree lawns. If installed, the proposed plan would compromise the visual continuity of a historically significant element. In short, the tree lawn is meant for shade trees rather than shrubs. In the East Wayne Local Historic District this concept helps to maintain the character and historic integrity of the landscape. • • 0 -N 7 � •;� r. CERTIFICATE OF APPROPRIATENESS STAFF REPORT PROPERTY -- 630 West Washington South Bend, IN 46601 OWNER -- Lisa Maguire DESIGNATION -- Local Landmark; West Washington NRHD STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT The house at 630 West Washington is located in the West Washington National Register Historic District and was assigned a rating of 0/13 on the Indiana Historic Sites and Structures Inventory. A rating of 0/13 is the highest possible and indicates that the property is already listed or should be con- sidered for listing in the National Register of Historic Places. This large Queen Anne style house was constructed for Dr. Lewis Pagin circa 1880. It was originally a somewha-t smaller and simpler white frame house surrounded by large shade trees. In 1886 James Oliver purchased the property and had the home remodeled and enlarged to its present size. In 1887 James Oliver deeded the property to his daughter Josephine and her husband George Ford. George Ford was a prominent local attorney who rose to the rank of County Prosecutor. He also served as the Congressman from the 13th District. Ford served as legal counsel to his father-in-law's business, the Oliver Chilled Plow Works, and also as Vice President of the Indiana Northern Railway Co. He was one of the original members of the Northern Indiana Historical Society and was made a judge of the Superior Court in 1912. He died in 1917, his wife preceded him in death in 1913. The property was then passed to James Oliver's granddaughter Gertrude Oliver and her husband Frederick C. Cunningham. The Cunningham's had the house remodeled by local architects Austin and Shambleau in 1911 (?) and again in 1927 by another local architect, Ernest W. Young. Mrs. Cunningham continued to live in the home until her death in 1988. The house is largely unaltered and in excellent condition. Among its notable features are molded cornice boards, flower/vine motif in the front gable, turned spindles and balustrade on the front porches, a porte cochere on the west side and a conical tower at the northwest corner. Also important are the slate shingles, decorated metal ridgework and the eave details. The house is an outstanding early_ example of the Queen Anne style which flourished in South Bend circa 1890-1910. PROPOSED CHANGE The project consists of re -roofing the entire house; replacing the existing slate with synthetic shingles. Copper valleys will be installed. The metal roof over the front porch will be scraped and re -coated. The decorative metal ridgework will be removed, repainted and re -installed as was. The gutters will be patched and one downspout will be replaced. Existing shade trees will be trimmed away from the roof. The childrens playhouse will be re -roofed. r� L • STANDARDS Concerning maintenance the standards state (Group B A. " The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and upkeep of the landmark." Concerning treatment the standards state (Group B B.) " Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re -roofing ... " Concerning materials the standards state (Group B C.3.) " Additions and improve- ments involving any new material in the landmark should be of the same material as the original. It should be the same size and texture." RECOMMENDATION The staff supports this proposal with one reservation. I made a site visit to the property on September 9 after which I agreed with the need for a new roof. I am not convinced however that the proposed roofing material is either appro- priate nor the Absolute best choice in terms of aesthetics, because of this reservation, I believe that more alternatives to the proposed material need be explored. Certificates of Appropriateness 1. 537 Edgewater Drive -Edgewater Place-LHD Mr. Frederick read the staff report. Mr. Oxian recommended that the HPC send the C of A application to the Historic District Committee for consideration. Mrs. Sporleder asked whether the HDC would have the final right of approval. Mr. • Oxian answered in the affirmative. Mrs. Choitz asked whether the replacement was for windows or storm windows. Mr. Frederick responded that the replacement was for storm windows only. Discussion ensued about the nature of the C of A application. Mrs. Choitz suggested a partial approval of the C of A. Mrs. Sporleder moved that the HPC approve the chimney repair and the replacement of the wood storm windows with double track, white, aluminum storm windows. Mr. Eide seconded the motion. Mr. Oxian asked if the applicant would be required to store the original wood storm windows. Mrs. Sporleder replied that the matter of storage was not included in her motion. Discussion ensued. Mr. Eide asked if there was an assumption of obsolescence concerning the storm windows. Mr. Oxian replied that the disposal of the windows was a pertinent issue in terms of precedent. Counsel responded that the motion should not be left open as regards either the storage or disposal of the storm windows. Mrs. Sporleder replied that she chose to leave the issue of storage out of her motion. She added that her motion only addressed the language of the applicant's proposal, which did not mention storage or disposal of the storm windows. Mr. Oxian responded that the motion was invalid. Counsel instructed the HPC to address the motion as made. Mrs. Petrass asked for a total number of storm window replacements. Mr. Frederick responded in the negative. Mrs. Choitz called the question. The results were as follows; 1 in favor, 6 opposed. The motion was defeated. Mr. Eide moved to approve the chimney repair and the replacement of the wood storm windows provided that the applicant store the originals. The results were as follows; 6 in favor, 1 opposed. The motion passed. 2. 1233 East Wayne (N)- East Wayne-LHD Mr. Frederick read the staff report. Mrs. Sporleder asked about the extension of the family room to the rear. Mrs. Collins responded. Discussion ensued concerning the salvage of window trim and decorative elements for the new garage. Mrs. Collins responded. Mr. Wiener asked about the moving of the garage door windows to the top panel. Mr. Collins replied that the door would not have i windows. Mrs. Choitz moved to approve the C of A as submitted. Mrs. Sporleder • seconded. Mrs. Choitz called the question. The motion to approve the install-, ation of a new driveway, the construction of a free standing garage and the con- version of the existing garage into a family room passed unanimously. 3; 1425 ;Eaat >Wayne = East Wayne-LHD Mr. Frederick read the staff report including the report made by Ms. Katrina Laflin, HPC landscape consultant. Mr. Oxian asked the applicant if there were any questions concerning the reports. Mrs. Hasse responded in the negative. She stated that the immediate concern were the foundation plantings and the paver brick walkway. Mrs. Hostetler stated that there were Municipal Codes that governed the use of the tree lawn. Discussion ensued concerning the goals of the proposed plan. Mrs. Sporleder asked about the condition of the existing shrubbery. Mrs. Hasse repied that the shrubbery was quite old and somewhat out of control. Mrs. Sporleder moved to approve the foundation plantings and the walkway'-1rom house to street as Mr. Oxian had suggested subject to approval from relevant city agencies. The motion passed unanimously. Mr. Oxian asked about the Indiana Historic Sites and Structures Inventory house ranking system as applied to the two applicant's houses on East Wayne. Discussion ensued concerning the rating system. 4. 630 West Washington - LL Mr. Frederick read the staff report. Mr. Oxian asked if the HPC would grant partial approval, members of the commission replied that the proposal should be considered as a whole. Mrs. Hostetler asked if Landmark Standards mandated the replacement of slate with slate. She then asked about financial considerations and alternative materials. Mr. Oxian asked that the C of A be assigned to committee. Mrs. Sporleder urged caution in any potential treatment because of the • implications for listing on the National Register. Mrs. Choitz suggested finding alternatives to the applicant's proposal and slate as well. Mr. Eide stated that the applicant's proposed replacement medium was innappropriate. Mrs. Hostetler moved that the C of A application be placed with the Maintenance Committee where Committee members would meet with the applicant to discuss alternative solutions. Mrs. Petrass seconded the motion. Mr. Oxian asked if the Committee would have the final say. The motion passed unanimously with the recommendation that the Committee finding be subject to HPC approval. Mrs. Sporleder asked about possible tax benefits and NRHP listing. Mr. Frederick replied that those options had been explored with a resulting negative response from the owner/applicant. IV. Regular Business A. Approval of Minutes -August 16, 1993 Mr. Oxian discussed the minutes with Mr. Frederick prior to the meeting. Mrs. Choitz moved to accept the minutes as submitted. Mrs. Hostetler seconded. The motion passed without dissent. B. Treasurer's Report Mr. Frederick announced he had submitted the printing bill for the summary report. Mr. Eide asked about a potential windfall regarding the Director's salary. Mr. Oxian responded detailing the IRS ruling, the county position and the position of the HPC regarding those funds. C. Correspondence No report • D. Committee Reports Mr. Frederick provided the details of the staff approved C of A 's - -k • • • • • E. Budget and Finance No report F. Legal Mr. Oxian announced that counsel had corrected the demolition ordinance and that it was ready for submission. G. Historic Districts Mr. Frederick read the results of the Riverbend-LHD Standards ballotting. They were as follows; 14 in favor, 4 opposed and 24 unreturned. The Standards were passed into effect. Mr. Oxian spoke about the production of a Riverbend Standards booklet. Discussion ensued. Mr. Oxian spoke about the next DNR Urban Forestry grant cycle with Mrs. Sporleder. Mr. Frederick indicated Ms. Laflin's future plans. H. Standards and Maintenance No report I. Personnel Mr. Oxian announced that interviews for the directorship would be held during the folowing week. J. Staff Reports Mr. Frederick announced the completion of the new Summary Report. Mr. Oxian voiced his objection to it's placement in the South Bend Middle Schools. Mrs. Sporleder asked about the possibility of press coverage. Mr. Frederick announced the completion of the Landscape Survey by Ms. Katrina Laflin. Mrs. Sporleder asked about press coverage for this event. Mr. Oxian requested copies of the Landscape Survey for each commissioner. K. Old Business L. New Business Mr. Oxian asked about the Shetterley Park fountain. Mr. Frederick responded with the message from Betsy Harriman. Mr. Ed Talley then recounted the fountain details and new developments. M. Hearing of Visitors Mr. Talley , Mr. Oxian and Mrs. Choitz engaged in a discussion of the various boundaries as relates LHD's and Leeper Park. Mr. Talley detailed the results of his current research into Leeper Park. Mr. Oxian suggested the gathering of a petition to support the inclusion of Leeper Park areas into LHD's. Mr. Talley asked about the status of the resevoir. Mrs. Choitz replied that it was not in a Local Historic District. Mr. Talley requested copies of the Summary Report and the Landscape Survey. Mr. Oxian suggested signing the Summary Report out of the office on loan. Mrs. Choitz objected to that proposal. Mr. Oxian responded that the loaning of the Summary Report was to be Mr. Frederick's perogative. Mr. Talley reported on the streetlights in the RD-LHD. Mrs. Choitz asked Mr. Talley what he desired in regard to the drinking fountains. Mr. Oxian stated that the designation of an LHD in Leeper Park would preclude the removal of the fountain. Discussion ensued. Mrs. Choitz described the setting of the LHD boundaries as they effected Leeper Park. Mr. Talley stated that Leeper Park should become an LHD. Ms. Anne Price asked for a clarification on Mr. Oxian's previous statement concerning the house rating system. Mr. Oxian and Mrs. Choitz replied that ratings may effect the regulatory attitude of the HPC as in the instance of major alterations such as synthetic siding. Ms. Price asked about the upgrading of a house rating.
