November 15, 1993 I. Call to Order The meeting was called to order at 7:35 p.m. II. Roll Call Members present: Mrs. Martha Choitz, Mr. Jed Eide, Mrs. Catherine Hostetler, Mr. John Oxian, Mrs. Janeanne Petrass, Ms. Lora Spaulding, Mrs. Joann Sporleder, Ms. Jewel Van Dalsen, Mr. Jerry Wiener Staff present: Chip Frederick Also present: Ms. Aladean DeRose, Mr. Paul Hayden, Ms. Violet Rohrer, Ms. Marsha Stevenson, Ms. Patti Tarbet, Mr. Ed Talley III. Public Hearing Commissioner Choitz moved to hear Ms.Rohrer prior to the C of A's. Commissioner Petrass seconded the motion. The motion passed unanimously. Commissioner Choitz moved to hear C of A #2 in the first agenda position. Commissioner Petrass seconded. The motion passed unanimously. Commissioner Oxian recognized Ms. Rohrer, who then allowed Ms. Stevenson to read her statement. The four major points of the statement were as follows: 1) The _ proposed Woodward Avenue LHD is a good idea, 2) the RD-LHD standards are particular to that district, 3) there are 69 houses in the RD-LHD by contrast there are between 160-200 houses in the proposed LHD many with absentee landlords, multiple unit dwellings and a great deal of architectural change on the facades, and 4) the newly proposed Woodward Avenue LHD should have it's own standards. At the conclusion of the statement Mr. Talley suggested that it should have been forwarded to the RD-LHD liasion committee. Commissioner Oxian supported Ms. Rohrer's participation in the process. A. Certificates of Appropriateness 1. 723 Park Avenue; Local Landmark -Chapin Park NRHD Mr. Frederick read the staff report. Ms. Tarbet corrected the survey card information concerning aluminum windows. Commissioner Sporleder asked about the finish of the fence. Commissioner Choitz asked the owner about the fence's proximity to the sidewalk. Ms. Tarbet replied that the fence would remain 15-18 feet from the sidewalk. Commissioner Sporleder asked about the orientation of the fence to the front of the house. The owner replied that the fence would enclose the bay window. Commissioner Sporleder then asked about the house to the north and it's setback. Ms. Tarbet replied that the fence would not be in front of that setback. Commissioner Wiener moved for approval of the C of A. Commissioner Choitz seconded the motion. Commissioner Sporleder asked about the neighbor's feelings toward the project, which the owner had alluded to earlier. Ms. Tarbet replied that her neighbors encroached on her property. The motion passed unanimously. Ms. Tarbet made several statements concerning the possible renovation of her porch. 0 A, • A. C of A's continued 2. 803 North Notre Dame Avenue; Firehouse #7 Local Landmark Mr. Frederick read the staff report. Mr. Hayden, construction manager for South Bend Heritage made a brief presentation concerning the project. The major points of which were as follows: the bid by HG Roofing for a complete slate replacement was approximately J that of the bid for similar work by Midland Engineering and the bid by HG Roofing was still less than Midland's bid for premium asphalt. Secondly, the HG Roofing bid included the complete repair/replacement of the interior storm gutter system. Thirdly, the proposed change to the overhead door had been withdrawn, instead the door would be repaired, caulked and weather stripped as is. Mr. Hayden then detailed the other aspects of the rehab which consisted of routine maintenance and landscaping. Commissioner Oxian asked if the trees were included in the C of A. Mr. Hayden answered using the photos of the site. Mr. Frederick read the work specs relevant to landscaping. Commissioner Oxian asked about tree replacement. Mr. Hayden replied that two of the trees would be replaced in-kind. Commissioner Sporleder asked about the bid process. Mr. Hayden answered that both contractors bid off of identical job descriptions and that each had made a site visit. Commissioner Eide asked about the total square footage of the roof. Mr. Hayden replied that it was 25 squares (2500 square feet). Commissioner Sporleder asked about the cost of built in gutters from Midland. Mr. Hayden said the cost was approximately 25,000 dollars. Mr. Hayden indicated that he was checking the job references of HG Roofing. Commissioner Choitz moved to approve the C of A. Commissioner Sporleder seconded the motion. The motion passed unanimously. IV. Regular Business A. Approval of Minutes -October 18, 1993 Commissioner Sporleder moved to approve the minutes as submitted. Commissioner Choitz seconded the motion. The motion passed unanimously. C of A staff approvals A. 971-973 Riverside Drive--RD-LHD; reroofing B. 1083 Riverside Drive--RD-LHD; reroofing There were no questions. E. Legal Commissioner Oxian noted that we are awaiting word from Code Enforcement concerning maintenance standards. F. Historic Districts Committee Commissioner Choitz announced that the HDC would meet next week. G. Landmarks no report H. Standards and Maintenance 9 no report I. Personel Commissioner Oxian requested that the Personel Committee meet immediately following this meeting. 0 • J. Staff Report Mr. Frederick announced that the annual CLG report had been submitted to the state. V. Old Business Commissioner Choitz stated that she would be in touch with the YWCA board. VI. New Business Commissioner Petrass spoke about the condition of Tippecanoe Place and the need for repairs to the exterior. Commissioners Petrass and Wiener had inspected the site and formulated a list of repairs needed prior to the release of the Southhold concern. Commissioner Oxian stated that at some point the HPC would draft a letter to the owners but that it would follow notification from Southhold Restorations. Commissioner Sporleder stated that she had written a letter of support on behalf of the HPC for a landscape study grant applied for by a Ball State faculty member and several others. Commissioner Sporleder moved to investigate the cost of reprinting the landscape survey. Commissioner Petrass seconded the motion. The motion passed unanimously. VII. Hearing of Visitors Mr. Talley asked if the HPC had given permission to change out the streetlight at Riverside Drive and Forest. Commissioner Oxian replied in the negative. Mr. Talley also indicated that the light had been changed at Golden Avenue and the alley. Mr. Talley stated he had been to a grant workshop in Angola, IN. He stated his interest in the grant(IN. Hist. Society & IN. Humanities Council) to redo the RD-LHD standards book. Commissioner Choitz doubted that the amount ($2500) would be sufficient for the task. Commissioner Oxian asked for the figures for reprint of the Summary Report. Mr. Frederick responded. Mr. Talley then commented on the RD-LHD streetlights special taxing district, the Leeper Park Duck Pond and the creation of a new "super" neighborhood association. He then repeated his concerns about several maintenance problems in the RD-LHD. Commissioner Choitz stated the limitations of the staff and grant restrictions. Mr. Talley asked if he should withdraw his suggestion. Commissioner Choitz replied that suggestions "were always welcome." Commissioner Sporleder asked Mr. Talley to identify the match for the grant. Mr. Talley said he would copy the application and send it to the HPC. VIII. Announcements none IX. Adjournment The meeting was adjourned at 9:27 p.m. 9 CERTIFICATE OF APPROPRIATENESS STAFF REPORT 0 PROPERTY -- 803 North Notre Dame Avenue; Firehouse 417 South Bend, IN 46617 OWNER -- City of South Bend DESIGNATION -- Local Landmark (group B standards) STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT Firehouse 417 is in plan an irregular rectangle of two stories plus attic and basement. The first story is of red brick the second of wooden shingles. The building has bracketed wood eaves with wide wood fascia below. At the base is a cut stone water table approximately ten inches in height. The roof line features a front gable, two side gables, a rear gable dormer and a firehose tower. The front door is sheltered by a sheet metal canopy supported by ornate metal brackets. The front facade has a single arched pediment, false balcony and a projecting bay with dentil course. The windows are 1/1 double hung with stone sills and flat lintels. There are also round head double hung, oval and semi-oval decorative openings on the main facade. The building received a rating of S/12 on the Indiana Historic Sites and Structures Survey. In 1987 when the site was resurveyed the building was considered in good condition at this time it is in less than good condition. Firehouse 417 was built in 1903. The building was designed by Charles Brehmer, a local architect who was trained at Notre Dame. Brehmer lived across the street from the Firehouse at 804 N. Notre Dame Ave. He designed numerous homes in South • Bend and also designed Firehouse 413 at 219 Hill Street. The building was retired as a fire station in 1968. It is now the home of numerous social service agencies, including Neighborhood Housing Services. PROPOSED CHANGE Please read through the extensive description and documentation provided by the applicant for this proposal. These materials are attached to this report. STANDARDS The Group B Landmark Standards state; A. Maintenance, "The Commission shall encourage the proper maintenance of all structures or sites." B. Treatment, "Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include reroofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark." C. Renovation and Additions, "Renovation is the modification of a structure which does not alter the general massing while an addition is a change in mass." RECOMMENDATION The HPC staff recommends for this proposal. The applicant's proposal is in keeping with the Landmark Standards and the proposed work seeks to ensure the viability of the structure for years to come. In addition this project is a model of adaptive use for a historic structure. The project is to be guided by an individual well • acquainted with the Secretary of the Interior's Standards for Rehabilitation. It is the opinion of the staff that this type of project, relative to the building's function,should be encouraged. SUNCtinter unci! 803 North Notre Daxne South Benda IN 4661? (21.9)239-9675 TO: HISTORIC PRESERVATION COMMISSION FROM: NORTHEAST NEIGHBORHOOD COUNCIL DATE: NOVEMBER 15, 1993 SUBJECT: REQUEST FOR APPROVAL OF RENOVATION OF COMMUNITY CENTER 803 N. NOTRE DAME AVENUE The Northeast Neighborhood Council in association with the City of South Bend, Neighborhood Housing Services of South Bend, and South Bend Heritage Foundation, is beginning and renovation effort on the local historic landmark at 803 N. Notre Dame Avenue. The first phase of improvements will be aimed at exterior stabilization and reconstruction of portions of the building. The building has lasted for 100 years, we want to repair and reconstruct areas so that we can get a good start on lasting another 100 years. On the exterior we intend to replace broken or damaged • material in the same style and with the same type of materials as are on the building today. There are 3 exceptions to this. 1. We are receiving bids for repair and replacement of the slate roof. Slate is sloughing off onto the ground, there are leaks into the interior of the building. The building roof needs substantial work. Due to cost concerns, we would like to be able to replace the slate roof with an attractive, appropriate asphalt shingle such as Certainteed Grand Manner. Attached as an appendix to this document are bids received for this work. One of the bids received for the slate roof is lower than the asphalt roof bids from Midland. We have not had time to examine the work of this company. If the work appears well done, we propose to go ahead with this company's bid and complete the roof in slate. However, we cannot guarantee this Until a later date, which is why we are asking for the waiver. 2. We are also receiving bids for repair and replacement of gutters. The existing built in gutters are a problem in terms of maintenance and cost of repair (as evidenced by the bid received from Midland). We request approval to deck them over and replace with half round attached gutters. These gutters would be of the period of the firestation, but would be a change from what exists today. 3. We are also requesting approval to change slightly the built-in garage door. We would like to replace the door with a wooden wall which would increase the amount of glass area. Instead of two rows of glass squares, we would like 3. We would also like to weatherize the wall, however this would be interior work and would not show up on the exterior. 0 • Other necessary improvements fall into the following categories: 1. Masonry. There are missing and damaged bricks on corners and in areas of the second storey which need to be replaced. In several places there is tuckpointing that needs to be done. 2. The trim is in poor condition. Soffits, fascia, crown, bed moule & corbels need to be replaced in areas. These items would simply be replaced with materials of the same type and style. There are damaged overhangs and damaged trim on windows, as well as missing trim between the transom and the brick on the North door. There are miscellaneous obsolete or broken metal brackets and hardware missing on the north side. 3. Shingles on the second story need replacing on lower rows, and others need to be repaired. 4. The existing porch roof needs the rafters repaired and a new porch ceiling installed with a black rubber membrane roof. 5. Broken windows or missing glass needs to be repaired or replaced on existing windows. 6. The building need a good coat of paint. 7. Some trees need to be replaced that are dead. Other trees need to be trimmed and shaped. *Attached are. the specifications prepared by South Bend Heritage Foundation to describe the scope of work in a more specific manner. • *Also attached are bids for slate roof repair from two firms, and bids for built in storm gutter repair from Midland Engineering. The house received the highest rating on the Indiana Historic Sites and Structures Inventory, that being 0/13. The house is in excellent condition with minor alter- ations such as the installation of several aluminum storm windows on a side facade. The structure is notable for its architecture as well as its association with local history. The first story is covered in narrow clapboard that gives way to rounded and diamond shaped shingles on the second story. The stories are divided by a belt course of vertical siding which is elaborately trimmed. In 1987 the surveyor characterized the plan as "extremely elaborate" and "irregular". The house has a hip roof with gabled dormers, a tower and several bays with a mansard wrapping around a rear corner. The property was originally part of the Horatio Chapin estate. George T. Hodson bought the property between the years 1884 and 1887. His deed stipulated that a house be built no later than three years after the land purchase and cost no less .than $1,000. Hodson apprenticed as a carpenter and settled in South Bend with his wife Fannie Hillier in 1856. He began a carpentry contracting business with his brother that built St. Patrick's Church on Division Street as well as several buildings •on the campuses of Notre Dame and St. Mary's. The brothers bought into Eagle Mfg. Co. specializing in doors, sashes and blinds, later changing the name of the company to G.T. Hodson and Co. The interior of the home at 723 Park Avenue reflects Hodson's expertise as a woodworker. George T. Hodson retired in 1901 and died seven years later in 1908. PROPOSED CHANGE The applicant proposes the removal of an existing chain link fence on the south and north sides of her property to be replaced with a four (4) foot tall, wooden, French Gothic picket fence as shown in the illustration. She also proposes the installation of the same fence type on the west side of her property, running parallel to her neighbor's garage and adjoining two existing courses of fence at the SW and NW corners of her property. Two gates (36" width by 48" height) will be installed, one at the SW corner of the house and the other in the center of the NE course of the fence. After removal of the existing fence at the NE point, the new fence will be installed approximately 45' further east than its predecessor and joined by another new course of fence along the north property line. STANDARDS Landmark Standards state under B. Treatment: "Treatment shall be defined as any change of surface materials that will not alter the style or original form in any way. Such improvements include . . . landscaping lawns. . . " •Under C. Renovation and Additions: "Additions must not detract from the original form and unity of the landmark. . " and "Additions to landmarks should be added in a manner that does not disrupt the visible unity or overall appearance of the site. The proportions, materials and ratios of the existing structures should be carried through in the additions." RECOMMENDATION The HPC staff recommends for this proposal. The applicant's proposal calls for the removal of an inappropriate fence type to be replaced with a fence that is more in keeping with the character of the property and the neighborhood as a whole. The applicant's proposal does not conflict with the expressed goals of Group A Landmark Standards.
