STATEMENTOF_S_IGNIFICANCE/H_ISTOR_IC CONTEXT,
The house at 726 Arch Ave. is located in the Edgewater Place LHD
and has been given the rating of C/9 on the Indiana Historic
Sites and Structures Inventory. This Dutch Colonial style house
was built in 1923. The house is largely unaltered with the
exceptions of wrought iron porch supports and aluminum storm
windows and door. The exterior of the house is clad in wood
( cedar) shingles.
PROPOSED_ CHANGE.
The project consists of wrapping the exterior of the house in
double 4 (four) inch vinyl siding. Windows and other detail will
be left uncovered.
STANDARDS.
District standards state (II.A.1.) "Existing exterior building
materials shall be retained." (II.A.2.) "...vinyl siding may be
used when it is the only feasible alternative to maintaining the
original surface material." (II.A.3.) "Wood siding shall not be
resurfaced with new material which is inappropriate or was
unavailable when the building was constructed..."
RECOMMENDATIONS.
The staff recommends that this proposal be denied. The district
standards clearly state a preference for the maintenance of
original construction materials. It is the opinion of the staff
that this house is in very good condition and that the existing
exterior is worthy of preservation.

209 Hammond Court is located in the River Bend Local Historic
District. The house is a non-contributing (NC) structure.
PROPOSED___CHANGE.
The applicant wishes to build a three foot high railing around
the porch. The applicant also recognizes the possibility of
wheelchair access in the future and wishes to provide for that
eventuality. The applicant also wishes to lay a 3 foot wide and
24 foot long paver brick walkway at the rear of the house.
STANDARDS.
Presently there are no district standards in place for the River
Bend Local Historic District.
RECOMMENDAT_I_QNS.
The staff recommends that the HPC approve this proposal. The
changes suggested by the owner are not permanent and do not
significantly alter the fabric of the house.

1067 Riverside Dr. is in the Riverside Drive Local Historic District. 1067 was rated as a
non-contributing structure on the Indiana Historic Sites and% Structures Inventory. This
American Foursquare house was built in 1908, and its first resident was attorney Louis M.
Hammerschmidt of Deahl and Hammerschmidt Attys. Mr. Roman Sysyn has been the owner of 1067
Riverside Dr. since 1973.

STANDARDS.
District standards (1,A,1) state that " New ...streetlights... shall be compatible with
the character of the neighborhood in size, scale, material and color... lamp fixtures and
supporting posts must be similar in proportion., scale, and detail to the existing historic
lamps... Streetlights should be placed so that adequate illumination is afforded all
sections of public sidewalks." Standard I -A-3 adds that "[S]treelights... which are out of
scale or inappropriate to the neighborhood may.not be used."
RECOMMENDATIONS,
It is the staff's recommendation that this proposal be denied for the following reasons.
1. This plan would disrupt the historic placement of streetlights
along this section of the street.
2. This plan would disrupt the intended rhythm and create a lack of balance in the
streetscape lighting arrangement.
3. The introduction of such a large streetlight in such a shallow front lawn is
inappropriate to the scale of the house.
(For further clarification of these points please make reference to COA staff reports for
three following properties, 1081, 1093 and 1121 Riverside Drive, April, 1993).
While the staff recommends denial of the petition it should be noted that HPC has given
approval for the installation of similar streetlights in this district.

Staff Report:
Mk Proposed Designation of 1027 & 1029 East Wayne and 231 South Eddy
Mr
The properties at 1027 & 1029 East Wayne and the adjoining structure at 231
South Eddy in South Bend were nominated for Local Historic Landmark
designation by their owner, Mr. Phillip Schatz. Mr. Schatz has signed a
consent form and has approved classification of the properties under "B"
standards. 1027 East Wayne is one of the city's best intact examples of
Prairie architecture designed by the notable South Bend architect Norman
Roy Shambleau. 231 East Eddy is a Dutch Colonial Revival, also intact,
attributable to the firm of Austin and Shambleau. Both residences are rated
as Significant (S\12) on the Indiana Historic Sites and Structures
Inventory. 1029 East Wayne was built as a garage adjoining 231 South Eddy;
it was converted into a residence in 1985. It is rated a Contributing
(C\10) on the inventory.
The Architect
Among the approximately five—hundred structures designed and constructed by
Norman Roy Shambleau and various associates in Mich -lana during the first
half of the twentieth century are the collection of buildings at 1.027 and
1029 East Wayne and 231 South Eddy.[1] Shambleau was born on November 28,
1884 in Wallaceburg, Ontario and lived in South Bend from 1905 till his
death in 1975.[2] He was working as a draftsman for Studebaker designing
subdivisions when A. R. Erskine, the president of the corporation
commissioned him to design his private residence. The home--Twyckenham
Manor --later became St. Marys Academy and is now the South Bend Hebrew
chool.[3] This early experience led Shambleau into a long and successful
areer as an architect. He was a partner with other prominent South Bend
architects Ernest. Young and later Ennis Austin.
Austin and Shambleau collaborated on commercial and public buildings but
worked individually as designers and builders of private homes. Examples of
their commercial and public buildings include the Healthwin Hospital on
Darden Road, the YWCA at 802 North Lafayette and the downtown Tower
Building. They also designed many schools in South Bend, among them Madison
Elementary at 832 North Lafayette, Riley High School at 405 East Ewing
Avenue and Perley Elementary at 740 North Eddy.
Shambleau's home designs reflected the increased stylistic vocabulary
available to architects of his time. He worked in a variety of revival
styles as can be seen in the Tudor Revival "Stephenson House" at 1329 East
Washington Avenue, the Colonial Revival "Lippincott House" at 1.03 South
Eddy Street and the "Mailfort House" at 1718 East Jefferson Boulevard, a
Mediterranean Revival residence.
While comfortable in these styles, Shambleau also worked in the midwestern,
American—born Prairie style of Frank Lloyd Wright. The collection of
buildings at the corner of East: Wayne and Eddy streets illustrates
Shambleau's versatility.

ARCHITECTURAL DESCRIPTION
he house at 1027 East Wayne is a classic Prairie design. Among its
characteristic features are a low—pitched hipped roof with wide overhangs,
bands of windows between corner piers, a low massive chimney and exterior

n;. white stucco walls with horizontal trim.[4]
The home and garage (now an apartment) at 231 South Eddy are examples of
Dutch Colonial Revival architecture. Identifying characteristics of this
style include a central gambrel roof with two crossing gambrels, each of
which possess a short, flattened upper slope.[5] The home has an
English -influenced front entry that post-dates the typical earlier "Dutch
doors", becoming a common feature of later Dutch colonials. The roofing
material is slate and it is highlighted by the presence of copper flashing.
The windows are six -over -six and six -over -one double -hung sashes.[6]
The garage maintains Dutch Colonial Revival features in a modified
utilitarian style. The gambrel roof is replaced by a cross -gable roof with
shed dormers. The slate roof is maintained, as is the copper flashing. The
windows continue the six -over -one double -hung sashes seen on the house.
Each of the three buildings has been extremely well maintained and exhibits
the classic characteristics of its particular architectural style, as well
as illustrating the finesse of a local architect and builders skilled in a
number of different styles.
HISTORIC DEVELOPMENT
The house at 231 South Eddy was built in 1921 for William C. Sibley. The
property was purchased in 1892 by Sibley's father, but never built. upon.
William C. Sibley worked for several businesses until 1916 when he became
president and treasurer of the South Bend Foundry Company. He was a
socially prominent business man who was known as an active outdoorsman. He
was a member of the Masonic Lodge, the South Bend Country Club and the
Indiana Club.[7]
Sibley died in 1957, his wife and daughter resided in the house until 1961.
During the ensuing twenty-five years the property was occupied by a variety
of professional offices as well as being vacant for brief periods. The home
is now a rental property owned by the petitioners.
1029 East Wayne is the address of the garage that served the Sibley
household. In 1985 it was converted to a residence and is now a rental
property owned by the petitioners.
The home at 1.027 East Wayne was originally located at 728 East Jefferson
next to N. Roy Shambleau's home at 722 East Jefferson. It was designed for
Merrit J. Kei_ghtly, a local dentist, and built in 1912. In 1930 the house
was moved to its present location for Allen and Clara Frame. The Frames
raised two children in the home. After the children were grown the
residence was converted to two units and from 1941 until 1964 the second
floor was a rental.[8]
In 1960, Mr. Frame moved to Florida and rented both units until his death
in 1964. Subsequently the house was owned and occupied by Associates
Bankcorp Inc. In 1980 Philip Schatz purchased the property and opened a
business, "Erasmus Books," on the site.
RECOMMENDATION
•Based on HPC criteria [9], it is the staffs recommendation that the
Historic Preservation Commission recommend these properties to the South
Bend Common Council for designation by ordinance as Local Historic

„.Landmarks. The properties meet. the criteria in at least four areas:
I. [Their] ... value as part of the development, heritage, or culture of
... St. Joseph County ...;
a- it embodiment of elements of architectural design, details, materials, or
craftsmanship which represents an architectural characteristic •”
3. "educational value, and; 11
4. "suitability for preservation."
The properties are intact: examples of the work of an important local
architect, Shambleau, and a notable architectural firm, Austin and
Shambleau. Shambleau and company were personally responsible for much of
the areas notable architecture. Protection of intact examples of their
work such as these ensures that at least a fraction of their contribution
to the local built -environment will be available for the enjoyment and
education of future generations.
These buildings fulfill the second criteria as significant examples of
specific architectural styles --Prairie and Dutch Colonial Revival --and the
"design, details, materials, and craftsmanship's of the time. These
structures are representative examples of historic architecture that are
elsewhere being altered beyond recognition. As such, the buildings have
educational value as examples of the culture of past residents of the city.
The owner has made every effort to preserve and maintain these structures.
It is in the interest of the community as a whole to assist this effort by
designating the properties as landmarks.

Mr. Frederick read the staff report. Mr. Farr stated the case for the
proposal. Mr. Oxian read the report from Ms. Van Dalsen which recommended denial
of the petition. Discussion between Mr. Oxian and Mr. Farr ensued. Ms. DeRose
suggested the withdrawal of the COA application pending the introduction of
new information.
2. 209 Hammond Court-Riverbend-LHD
Mr. Frederick read the staff report. Discussion ensued. Mrs. Choitz
moved for approval of the motion. Mr. Wiener seconded. Motion passed
unanimously. Ms. Hostetler abstained.
3. 1067 Riverside Drive -Riverside Drive-LHD
Mr. Frederick read the staff report. Mr. Murphy spoke in favor of the
petition. Mr. Eide and Mr. Talley discussed:the placement of the streetlights
in a conforming pattern. Mr. Eide moved for approval. Mrs. Choitz seconded.
Motion passed unanimously.
4. 708 N. St. Joseph St.-Riverbend-LHD
Mr. Frederick read the staff report. Mrs. Choitz moved for approval.
Mr. Eide seconded the motion. Motion passed unanimously. Ms. Hostetler
abstained.
5. 1318 East Wayne (N) -East Wayne-LHD
Mr. Frederick read the staff report. Bill Lamie spoke for the applicants.
He detailed the condition of the existing windows and supported the rational
for replacement. The Lennon's spoke for their stewardship of the property and
gave historical background concerning it's design. Discussion ensued between
the commissioners and the owners.
Mr. Eide gave report concerning aesthetic consoderations of the project.
Discussion ensued concerning point 3 of the proposal. Mr. Eide moved to
approve points 1 and 2 and to turn point 3 over to Standards and Maintenance
Committee. Motion passed unanimously. Ms. DeRose asked that the Lennons sign
the 30 day waiver.

Mr. Oxian read excerpts of the staff report. Mrs. Choitz moved for approval.
Ms. Hostetler seconded the motion. Motion passed unanimously.

Discussion of temporary sign in Lincolnway East-LHD. Announcement of meeting
with Code Enforcement concerning 1244 Lincolnway East. Reintrodution of 5 year
delay in demolition was discussed.
VI. New Business
Mr. Laskowski speaks briefly about his situation concerning 615/617 Riverside
Drive. Mr. Adrian presents Mr. Laskowski's concerns; 1) a "faithful restoration
of house type" 2) safety and security 3) maintenance 4) cost.
Mr. Oxian requests that Mr. Laskowski come in for a COA and addresses Mr. Laskowski's
concerns. He states that he will refer the proposal to the Historic Districts Committee.
Mr. Oxian also read into the record a letter written by HPC landscape consultant,
Katrina Laflin, concerning the removal of trees at Potawatomi Park.
