You will see on the agenda that we have two COAs for your consideration this month: 1081 Riverside is the usual; 535 Riverside has been submitted by an owner in the newest district, River Bend, as a courtesy even though there are no formal standards in place as of this time. Martha Choitz'has asked me to announce that she extends an invitation to all HPG members, staff, spouses, etc. to an informal holiday get-together at her home after the meeting this month. The address is 19110 Summers Drive located just north of the Notre Dame campus. (Take Juniper Road north from the campus; Summers Drive is the first street after the Toll Road viaduct; left on Summers Drive; the Choitz home is on the left.) South Bend, IN 4660:1 01.NER5 -- Dr. Mike Keen DESIGNATION -- River Bend LHD STATEMENT OF SIC,f,IIFICANCE/HISTORIC CONTEXT 535 -Riverside Drive is located in the River Bend Local Historic District. This American Foursquare residence is rated C/10 on the Indiana Historic Sites and Structures Inventory and was built in 1910. The current owner is Dr. Mike Keen, a 01-ofessor of Sociology at I.U.S.B. PJR.QPOSF D CHAN( ( The construction of a 18' X 20' garage at the rear of the property with access from the alley. The walls are to be of 4" overlapping cedar clapboards, and the roof is to be hipped with a 6" eave overhang and asphalt shingles as the sheathing material. As part of this project an existing 6' dogeared fence with 3" slats will be removed and two new sections of similar fencing will be installed on either side of the new garage. STANDARDS. Presently there are no district standards in place for the River Bend Local Historic District. The district was only recently designated and standards are currently being developed. Dr. Keen, however, would like to complete the C of A process as a good faith measure. RECOMMENDAT_I.ONS. The staff recommends that the HPC approve this proposal. The proposed garage is compatible in size, form, and materials with other existing and historic outbuildings in the neighborhood, and the proposed fencing will match that of the existing in dimensions and materials. A. Call to Order The meeting was called to order at 7:33 p.m. II. Roll Call Members Present: Mrs. Martha Choitz, Ms. Jewel Van Dalsen, Mrs. Jean Dennen, Mr. Herb Herendeen, Mr. John Oxian, Mrs. Joann Sporleder Members Absent: Mr. Jed Eide, Mrs. Janeanne Petrass, Mr. William Welsheimer Staff Present: Fred Holycross--Director, Amy Kotzbauer--Administrative Assistant Also Present: Mr. Eric Cruz --South Bend Tribune, Ms. Aladean DeRose--Deputy City Attorney, Mr. Rollin Ferrand-- South Bend School Corporation, Ms. Lola Frye, Mrs. Catherine Hostetler, Mr. Mike Keen, Mr. & Mrs. Skowronek. III. Public Hearing A. Certificates of Appropriateness. 1. 1067 Riverside Dr. - Riverside Drive LHD Ms. Kotzbauer described the project; Mr. Holycross distributed photographs. The property owner, Mr. Roman Sysyn, was not present. The owner proposed to construct a concrete retaining wall at the northwest corner of the property's front yard. Dimensions: 8'x 4'x 8' in length, approximately 18" in height, and approximately 6" in width. Ms. Kotzbauer related District standards stating that new site elements, such as a retaining wall, shall be compatible in size, scale, material, and color. Ms. Kotzbauer stated that the proposed retaining wall matched (size, scale, material, and color) an already existing retaining wall that borders the remainder of the front yard area. Ms. Kotzbauer recommended that the HPC approve the proposal because of the aforementioned reason. Mr. Holycross stated that the project was begun without a COA and stated that staff has been in touch with the owner, informed him of COA procedures and that the owner was cooperative and willing to rectify the problem. 1 Mrs Sporleder then asked the age of the existing retaining walls. Mr. Holycross answered that the staff did not know when the existing wall was built; Mr.Oxian related that the wall was quite old. Mrs. Sporleder moved to approve the construction of the concrete retaining wall as submitted. Mr. Herendeen seconded the motion. No further discussion. Motion approved unanimously. B. Local Historic Landmark 1. 1606 W. Ewing Avenue -- Second Reading Mr. Holycross read from the staff report submitted to the HPC. He stated that it was the staff's opinion that the structure did not meet HPC criteria for Local Landmark status. He stated that the reasons for such a recommendation included: 1. the structure is a simple, significantly altered Foursquare form, failing to meet architectural significance criteria; 2. the structure fails to meet historical criteria in that it is not associated with a historically significant event or persons; 3. it is not a significant representation of the area's development, culture, or heritage; 4. its educational value is minimal; 5. and the house was rated as a C/10 on the Indiana Sites and Structures Inventory; HPC policy required a rating of S/11 or above. Mr. Holycross stated that the staff considered the house worthy of preservation: it is a lovely house, owned by people who obviously care for it who should be encouraged to continue restoring the structure as they were currently doing. The owners, Mr. and Mrs. Skowronek, were asked if they wanted to speak on behalf of their proposal. Mr. Skowronek stated that he felt it was a beautiful house and that he was currently refurbishing many exterior elements; the process was long and would take time. Mrs. Sporleder then asked how recently they acquired the property and if they intended to undo many of the alterations. Mr. Skowronek confirmed the fact that they had owned the house a short time and were intending to do further work but could not state for sure how long the work would take. Mrs. Skowronek asked the commissioners if they had seen the house; most responded that they had. Mrs. Choitz said that she knew the house well and was ✓i surprised at how many alterations had taken place over the last few years. She stated that a Landmark in that area was very important but that the staff was correct in recommending against a Landmark designation at this time. Mrs. Skowronek reiterated the fact that the alterations were done by previous owners. Discussion followed concerning the alterations. Mr. Oxian stated that it has been the practice of the HPC in the past to make such a house a Landmark by Resolution. Such Landmarks honor the house but do not place restrictions on the owners. He emphasized that this would allow the owners to reapply for Landmark status after the house has been further refurbished. Discussion continued concerning the types of changes needed to restore the historic integrity of the house. Mrs. Sporleder asked about the surrounding neighborhood's significance and environment. Mrs. Choitz and Mr. Oxian described the surrounding environment and building types. Mr. Herendeen asked for clarification of the Landmark by Resolution designation. Mr. Herendeen moved to approval the designation of 1606 West Ewing Avenue as a Landmark by Resolution. Mrs. Sporleder seconded the motion. No further discussion. Motion approved unanimouslv. 2. James Madison School -- Second Reading Mr. Holycross read from the staff report submitted to the HPC. He highlighted the history and architectural significance of the structure and recommended that the HPC approve and send on to the Common Council a recommendation for Local Historic Landmark designation by ordinance. Rolland Ferrand spoke on behalf of the South Bend School Corporation in opposition to the designation. His remarks included: the school might become overcrowded and need to be replaced or expanded; the designation would limit potential use of the site including expansion or possible demolition to make room for a bigger structure; Madison is currently at maximum capacity; one grade is housed in another facility. He further stated that the SBSC was in the process of hiring an architectural firm to do a feasibility study for the structure. Mrs. Sporleder asked Mr. Ferrand for the current population 3 of the school and classroom size requirements mandated by the State. Discussion ensued among Mrs. Sporleder, Mr. Ferrand, and Lola Frye, a resident of the neighborhood, about the current population of the school. Mr. Oxian stated that the HPC has been talking to the SBSC about landmarking these schools for ten years. Mr. Herendeen stated that the HPC's responsibility was to preserve buildings that met designation criteria; population figures weren't relevant in determining the historical or architectural significance of a building; Madison School should be recognized accordingly. Mrs. Choitz moved that the HPC send a favorable recommendation to the South Bend Common Council to designate the James Madison School a Local Historic Landmark. Mrs. Dennen seconded the motion. Mrs. Dennan asked Mr. Ferrand when the SBSC intended to hire the architectural firm and when they planned to complete the feasibility study. Mr. Ferrand responded that the architects were to be hired at the December SBSC meeting and that the completed study would come back to them around the first of the year. Mrs. Hostetler spoke on behalf of Madison's importance and function as a neighborhood school. She pointed out that the school is in an area containing two (2) Local Historic Districts and one (1) National Register Historic District. Mr. Eric Cruz then asked about HPC restrictions on expansion or addition to landmarks. HPC members responded that the HPC might allow additions to historically designated buildings and had done so in the past when appropriate. Mrs. Sporleder asked that it be stipulated in the motion and ordinance that the school be regulated under "B standards." Mrs. Choitz and Mrs. Dennen agreed that this be contained in their motion to recommend James Madison School to the Common Council for desienation by ordinance as a Local Historic Landmark. Motion approved unanimously. IV. Regular Business A. Approval of Minutes Mr. Holycross asked that the October 1992 minutes be approved as submitted. 4 Mr. Oxian asked about an item on page 5 and whether Mr. Holycross had spoken to the state historic preservation office (SHPO) about the possibility of funding a survey of woodlands or wetlands. Mr. Holycross replied that he had spoken with the SHPO. He was informed that this type of project would likely not be funded since it did not fall within state preservation responsibilities; at this time they did not have a need for these types of surveys. Mrs. Sporleder mentioned that there were possible grant monies available for urban forestry surveys. Mr. Oxian asked that Mr. Holycross look into that possibility. Mr. Herendeen moved that the October 1992 minutes be approved as submitted. Mrs. Choitz seconded the motion. No further discussion Motion approved unanimously. B. Treasurer's Report Mr. Holycross asked that the Treasurer's Report for October 1992 be approved as submitted. Mrs. Choitz moved to approve the Treasurer's Report as submitted. Mrs. Dennen seconded the motion. No discussion. Motion approved unanimously. C. Correspondence No discussion. D. Committee Reports 1. C of A (Staff Approvals) a. 549 Edgewater Drive -- Edgewater Place LHD No discussion. 2. Budget and Finance No discussion. 3. Legal Mr. Holycross updated the HPC concerning 802 Arch Ave; staff had met with the owner who stated that he would comply with HPC directives; staff will follow up and monitor. 5 4. Historic Districts Mr. Holycross stated that the River Bend Local Historic District was approved by the Common Council on November 9, 1992. He distributed a map and inventory of the finalized district. Mrs. Hostetler and Mr. Mike Keen spoke on behalf of the district and discussed possibilities for future meeting dates and times to meet with staff and the Historic Districts Committee in order to set up their district standards. 5. Historic Landmarks Mr. Holycross announced that the proposal to designate Centre Township Cemetery as a Local Historic Landmark was scheduled to be heard by the County Council on December 8, 1992, with a zoning committee meeting on November 19, 1992. Mrs. Sporleder suggested that Mr. Holycross call the Centre Township Trustee, who was supportive of cemetery designation in the past, and ask for a letter of support. 6. Standards and Maintenance a. Riverside Drive LHD Mr. Oxian announced that a proposal to change Riverside Drive LHD guidelines had been submitted to the HPC. Mr. Oxian assigned the matter to the Historic District Committee for review. Mr. Oxian then presented a memo from Eugenia Schwarz, former HPC legal counsel, concerning Liaison Committee member eligibility. Mr. Holycross added that he had spoken to the Riverside Drive Liaison Committee who had recently completed the election of new committee members. He asked that several HPC members be in attendance at 4:00 pm the following day at the HPC offices in order that the ballots could be opened in the presence of the HPC as District guidelines mandated. Ms. Van Dalsen and Mrs. Dennen stated that they could be in attendance. b. 1716 E. Wayne -- East Wayne LHD Mr. Holycross stated that this case was closed; the gate had been taken down by the new owners. 7. Personnel No discussion. 8. Staff Reports No discussion. R V. Old Business Mr. Herendeen asked if there had been any further developments or reaction from the SBSC about the maintenance issues at Oliver and Central schools. Mr. Holycross replied in the negative and said he was waiting for direction from the HPC. Mrs. Choitz asked whether there was any sign that the SBSC was marketing the buildings. Mr. Holycross and Ms. DeRose stated that the Department of Economic Development was in contact with a party interested in Central. Mr. Oxian read a letter he received from H. Dean Evans, Superintendent of Public Instruction, in response to his letter regarding maintenance problems in Central and Oliver schools and the SBSC lack of upkeep or willingness to do so. VI. New Business No report. VII. Hearing of Visitors Ms. Lola Frye asked about the survey rating system and how a property could have its rating "raised." She also wanted to know about her property, 1217 N. Blaine, and if the HPC had information about it on file. She also asked when the survey was completed. Mr. Oxian and Mrs. Sporleder explained the ratings in brief and the staff offered to meet with her about her property and send her any information the HPC had on file. VIII. Announcements/Miscellaneous Matters No discussion. IX. Adjournment Mr. Herendeen moved to ad.iourn. Mrs. Dennen seconded the motion. Motion approved unanimously.
