Adjournment M E M O R A N D U M TO: HPC Members FROM: Lori Dixon, Director RE: Appropriation DATE: May 16, 1991 { At our meeting Monday, I will -be requesting permission to ask the County. for an appropriation to our account. This appropriation would cover only money which we will receive from the. federal.government, i.e. it would be fully, reimbursed to the county. The figures are as follows: We have remaining in.this grant, unclaimed, $13';964,:00 in federal funds. ($.6292.00 for the survey and $ 7,672 for the CLG grant) Our next grant will be for $26,600.00 in federal funds. This gives us a.total of $40,564 in federal funds which will go back to.the County when we claim them. In addition, we have $10';827.52 in CDBG monies from the city which will also be turned over to the County General account when claimed. That gives us a grand total of $ 51,392.00 in federal funds yet to be expended between now and June 30, 1992. The;:ex�enditure:of these funds will be reim- bursed by the government and quietused into the County General account, so the County would not be out any additional money over their allocation to us in the budget (and they have even received some of that back already). So, here's the bottom line: we need $51,392 in appropriations from the County which will be fully reimbursed to them by the federal government. We can break it down to meet the budget deadline if necessary, as follows: 1991:$15:;964_to be expended by June 30, 1991 (reimbursed by Sept. or Oct.) $13,300 to he expended by December 31, 1991 (reimb. by April, 1992) $10,828 �o be expended by December 31, 1991 (reimb. by Feb. 1992) 1992:$13,300 to be expended by June 30, 1992 (reimb. by Sept./Oct. 1992) $51,392 total appropriation request Thank you for your consideration of this matter. 11 MINUTES OF THE HISTORIC PRESERVATION COMMISSION Fourth Floor Conference Room County/City Building .County Council Room (411) 7:30 p.m. 20 May 1991 I. Call to Order The meeting was called to order at 7:34 p.m. II. Roll Call Members Present: Mr. John Oxian, Mrs. Joann Sporleder, Mrs. Martha Choitz, Mr. Odell Newburn, Mr. Bill Welsheimer, Mrs. Jean Dennen, Mr. Jed Eide, Ms. Aladean DeRose - City Attorney, Mrs. Lori Dixon - Director, Mr. James Pastor - Survey Manager. III. Public Hearing A. Certificates of Appropriateness 713 Cushing Staff approval of "in-kind" maintenance, replacement of sidewalks in front of property. 5450 Miami Road Replacement of wind -damaged front porch and roof. Also replacement of gutters that were damaged. 536 River Ave. Approval of an asphalt driveway along with the "in-kind" replacements of porch rails, fence and aluminum storms. 1059 Riverside "In-kind" replacement of the copper flashing. AL_ 1210 E. Wayne Removal of a tree. 1021 Riverside Drive Renewal of a C.of A. approved on 10/90. Owners wish to remove the synthetic siding from their home to expose the wood clap- board. 1118 E. Wayne Approval of addition as submitted. 1028 E. Wayne Partial approval, pending on "in-kind" replacement of all materials on the porch. 1209 E. Wayne Approval of a pre -fabricated shed with the recommendation that a custom built shed be erected. 1045 Riverside Approval to erect a gothic/picket fence along the rear portion of the property including 12 feet of the front to side portion. IV. Regular Business A. Minutes - April 18, 1991 Mr. Pastor made corrections to the minutes as follows: 1028 E. Wayne - owner submitted proposal to replace porch floor with different materials. 618 Leland - owner submitted proposal to change roofing material from cedar shake to asphalt. Mrs. Choitz motioned for approval of the minutes as corrected, Mr. Welsheimer seconded; motion approved. B. Treasurer's Report - April 1991 Mr. Newburn motioned for approval, Mr. Welsheimer seconded; motion approved. C. Correspondence Mrs. Dixon submitted correspondence for review by the Commission. �i— D. Committee Reports 1. Certificate of Appropriateness a. 1313 E. Wayne - LHD Mr. Pastor reported he spoke with the developer, Mr. Hawper, who proposed to build a one- story addition at the rear of the structure. Mr. Pastor feels that upon reading the standards, the plans as submitted were not appropriate. The porch wing should remain unaffected and unaltered by the addition. The rear porch trellis should be incorporated. The developer should design an addition that would retain as much of the /1 ori i $1 Structure as possible. The tabled until new site plans could be submitted. Mrs. Sporleder and Mr. Eide will assist. -.2. Budget & Finance a. Staff Payroll Mrs. Dixon stated that she feels the Survey Manager and the Secretary should be on the County/City Payroll. She has requested the Personnel Committee to speak with the County about hiring. John Oxian stated the Committee would meet this month. b. State Review Board Meeting - 4/17/91 Mrs. Dixon reported the State did fund the survey grant in the amount of $26,600.00 but did not fund the CLG grant which will be discussed at the Personnel Meeting. Lori would like to request an appropriation of additional funds from the County until reimbursements are received from the government. The monies will be refunded to the county in full upon claiming the grant funds. Mrs. Dennen motioned 'for approval, Mr. Welsheimer seconded; motion approved. 2 JC. Enforcement 1. 805 Arch Ave. Mr. Oxian mailed correspondence to the address. The owner replaced the gravel driveway with a "beautiful" new concrete driveway. An addendum was included to be discussed at the next C. of A. Meeting. A letter of violation is also being sent to the above address. cc: Aladeari DeRose and the Building Department. 2. 302 Sunnyside Correspondence was mailed to Dr. Gergesha. He in -turn called and requested a C. of A. application for an "in-kind" replacement of steps. Mr. Oxian suggested a phone call followed by a letter. d. Maintenance Standards 1. 1248 L.W., Mr. Pastor attended a Dept. of Code Enforcement Hearing and prior to the Hearing mailed the owner correspondence in support of Code Enforcement's actions. The owner has not responded. Code Enforcement has filed a Civil Forfeiture Action against the owner. 2. Second County Courthouse Karen Kiemnec of H.L.F.I. informed Mr. Pastor of a committee being formed as the St. Joseph County Courthouse Restoration/Preservation Society. This committee will be doing feasibility studies for restoration. Ms. Kiemnec offered a presentation to the Commission if desired. 3. Legal No Report 4. Historical District a. St. Joseph St - Potential Historical District Mrs. Dixon and Mr. Oxian, along with Mr. Zeiger have been working on setting up a Historic District in this area with preliminary boundaries included. This proposal has been discussed with John Hunt of Redevelopement and Carter Wolfe of Center City Associates and both persons are in full support. An update will be forth- coming. 5. Historic Landmarks a. 609 Portage - Second Reading Owners were present to elaborate. The property is ranked a "12" and is architecturally significant. It was built and originally owned by Keller of the "Whitcomb and Keller" fame. In 1972 was known as the South Bend Conservatory of Music. Mr. Oxian requested more in-depth histories of houses being presented for possible landmarks. The property was presented to the City Council for approval. Mr. Newburn motioned for approval, Mr. Welsheimer seconded; motion approved. b. Witter Cemetery This cemetery is maintained by the German Township Trustee. Mr. Oxian spoke with the township trustee and read correspondence in support of preserving the cemetery. Toni Cook of the South Bend Area Geneological Society was present to elaborate. Mrs. Choitz motioned for approval, Mr. Welsheimer seconded; motion approved. c. 58666 Ireland - WPA House Karen Kiemnec of H.L.F.I. was present and spoke briefly about the structure and architectural design of the house. Mrs. Sporleder motioned for approval, Mr. Newburn seconded; motion approved. The motion was ammended to include the barn, significant landscape features, the caretaker's house and outbuildings. 6. Public Relations and Community Education No Report 7. Personnel A committee meeting -to review the staff contracts will be scheduled. 8. Staff Report a. Growth Management Conference - 5/1 Mr. Oxian reported the conference was excellent, but the attendence of the Commission Members was poor. John reminded the Commission Members that they must attend a "recognized conference" every year in order to continue with the qualifications of the Commission according to state and federal law. There were 34 registered persons in attendance along with several walk-ins. A tour of Union Station was provided. And the Mayor's Assistant, who was also in attendance, complimented the organization and success of the conference. V. Old Business A. Midwest Regional Trust Conference 4/91 Mr. Pastor provided a report on the conference. Mr. Oxian reminded Mr. Pastor that the -Commission needs to set-up maintainance standards for Landmarks. B. West Washington District Mks. Dixon is currently working on the National Register extension for the West Washington District. She will also mail notifications to the neighborhood organizations. C. Dardeh Road Bridge Mrs. Dixon mailed correspondence to the County Commissioners who as of this date have not replied. Mrs. Sporleder spoke about the reconstruction of Douglas Road which will include the removal of several giant Oak Trees located in the Notre Dame Woods. t VI. New Business No Report. VII.
