Adjournment MINUTES OF THE HISTORIC PRESERVATION COMMISSION Fourth Floor Conference Room County Council Caucus Room (411) 17 June 1991 i County/City Building 7:30 p.m. I. Call to Order The meeting was called.to order at 7:40 p.m. II.. Roll Call Members Present: Mr. John Oxian, Mr. Bill Welsheimer, Mrs. Janeanne Petrass, Mrs. Martha Choitz, Mr. Jed Eide, Mrs. Jean Dennen, Mr. Odell Newburn, Mr. Herb Herendeen, Ms. Aladean DeRose - City Attorney, Mrs. Lori Dixon - Director, Mr. Jim Pastor - Survey Manager, Mrs. Tina Comer - Secretary. Members Absent: Mrs. Joann Sporleder III. Public Hearing A. West Washington Historic District Mrs. Dixon presented the nomination for a boundary increase to the West Washington National Register District. She stated that,.in response to her notification of the public officials, the mayor replied that, while the City does not object to the nomination, they requested that the issue be tabled until a member of the HPC Staff could meet with members of the Neighborhood Organization. Mrs. Dixon suggested that the Commission might approve the nomination pending the public meeting. Mr. Newburn moved to approve the nomination with the stipulation that Mrs. Dixon meet with the Neighborhood Organization at the earliest convenience; Mr. Herendeen seconded; motion approved. B. Certificates of Appropriateness 1. 1224 Lincolnway East Mr. Pastor presented a proposal by the owner to install (1) shadow box cedar fencing at different points throughout the property, (2) a concrete apron at the driveway with roll curbing.. A proposal to re -excavate the center of the drive slab to plant grass was also submitted. Mr. Herendeen made a motion to approve the submitted proposal; Mr. Newburn seconded;_ motion approved. i IV. Regular Business A. Minutes - May 20,.-1991 Mr. Oxian requested that the minutes should be more informative, -specifically item (III. A.) descriptions of actions taken.Other changes were also requested as well. Mr. Newburn moved to accept the minutes as corrected; Mr. Herendeen seconded; motion approved. B. Treasurer's Report - May 1991 Mr. Newburn moved to accept the treasurer's report as submitted; Mr. Herendeen seconded; motion approved. C. Correspondence Mrs. Dixon submitted the correspondence for review by the Commission. D. Committee Reports 1.. Certificates of Appropriateness Mr."Pastor"reported on -four staff approved C. of A's. a. 710 Park Ave. = LL, Removal of dead tree. b. 805 Arch Ave. - LHD In-kind replacement of asphalt shingle on porch rooves. Reconstruct entry porch pending approval -of design by HPC Staff and Commission. C. 302 Sunnyside - LHD In-kind repair and.replacement of brick front walk and steps. d. 517 Edgewater - LHD. In-kind replacement of asphalt shingle on garage and house. In-kind replace ment of concrete walk and steps. e. Enforcement f. Maintenance Standards 1. Second County Courthouse Mr. Oxian requested that the HPC . Staff ask Karen Kiemnec of H.L.F.I. to keep.the Commission abreast of developments concerning the courthouse. 2. Budget & Finance Mrs. Dixon attempted to explain the current situation with the 1991 .budget and the requested appropriation to it. i She stated that John Lentz, Deputy County Auditor', explained that the County could not grant the entire amount requested. At the request of some of the Commission members, Mrs. Dixon stated that she would provide a written explanation and graphs showing the sources and amounts of revenues. 3. Legal Ms. DeRose reported that she is in the process of reviewing information on maintenance standards provided her by Mr. Oxian and Mr. Pastor. 4. Historic Districts The Commission discussed the potential boundaries of the district. The Staff mentioned that Todd Zeiger of Historic Landmarks Foundation and a resident of 'the.neighborhood, suggested a larger _district than the one originally pro- posed-. When asked Mr. Zeiger's motives, Mrs. Dixon reported that there was a great deal of.poor quality redevelopment work being performed or stated to be done, in that area. The Commission discussed the potential to get involved in "new design" review were. the area declared a district. The Commission requested that.two seperate maps be drawn - one indicating the original proposed boundary and one depicting the proposed larger boundary area.. These maps are to be mailed to members prior to the next meeting. The Commission 'discussed the '.iintent of the Near Northwest Neighborhood (as reported in the South Bend Tribune) to make the area bounded by Lincolnway West, William, Portage, California and Harrison Streets, a local Historic District- No action was taken at that time. 5. Historic Landmarks a. Colfax Theatre The HPC Staff -reported, that the City is considering the demolition of the Colfax Theatre. After some discussion of the matter, Mr..Welsheimer moved that a committee be established to look into the matter further; Mr. Newburn seconded; motion approved. The Committee consists of, Mrs. Choitz - Chairperson, Mr. Welsheimer, and Mrs. Dennen, with Mr. Herendeen serving as alternate. b. Darden Bridge. The Commission discussed the plight of the bridge and the possibility that the County might tear it down. The Commission would like to find money to conduct a preliminary study for (uses) and (rehabilitation) of the structure. Mrs. Dixon stated that she would talk to the state office. 6. Public Relations and Community Education No Report. 7. Personnel" Mrs. Dixon reported on the budget pinch as it effects the staff. 8. Staff Reports a. Mrs. Dixon reported that she would attend a meeting at the State Museum in.Indianapolis to discuss the Certified Local Government Program and the federal Grant administration on June 18th. b. Comer 7,800 (25 hrs. @ 6.00/hr.--cut in hours) HPC BIMONTHLY REPORT JUNE 1991 * A city ordinance declaring 609 Portage Avenue a local historic landmark passed in July. * A county ordinance declaring the Cripe/Witter Cemetery a local historic landmark passed in August. * After talking with and meeting with city officials in Mishawaka, the proposed ordinance to declare the WPA House on Ireland trail_a local_histor_ic landmaTA<--was_r_epealed- • Phase U of the city resurvey is complete. Maps, lists, and surveys of significant properties in the project area were sent to the state office. * Preparation of budgetary information. * First draft of the West Washington Extention/National Register Nomination completed and sent; the work was returned for revisions which are currently in progress. • Updating of historic districts brochure. * Research underway on the Rohrer Cemetery. * Tina Comer resigned from the secretarial position. • Suzanne Booker did not renew her contract as an Architectural Surveyor. * Local Conservation District status reviewed and discussed with residents for northeastern corner of the Chapin Park National Register District. • Review of the Monroe Park Area potential for Local Historic District status.
