For immediate release JOHN DUGGER TO SPEAK AT HISTORIC PRESERVATION MEETING On November 17, 1986, John Dugger will be a guest and speaker at the Historic Preservation meeting. Mr. Dugger has been awarded an Indiana Heritage Research Grant from the Governor's Hoosier Heritage Foundation to research Indiana sculptor, Rudolph Schwarz. The sculptor was responsible for the War and Peace sculptural groups on the Indiana Soldiers' and Sailors' Monuments including the ones in Indianapolis, South Bend and five other Hoosier communities. Once the research has been completed, Mr. Dugger will do a National Register application for the seven monuments. John Dugger, the Project Director, is the Properties Manager for Historic Landmarks Foundation of Indiana. He was also the consultant who did the restoration of the Little Liberty statue in front of the St. Joseph County Courthouse. He is coming to South Bend to explain his project and to research the St. Joseph County Soldier/Sailor Monument. He will make a brief presentation and answer questions at the Historic Preservation Commission November 17 meeting, which is held at 7:30 p.m. in the 3rd floor conference room of the County/City Building. The public is invited, however, please notify the Commission office at 284-9798 if you intend to come because of space considerations. historic reservation commissi commission of south bend and st. joseph county • ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219) 284-9798 November 10, 1986 STAFF REPORT RE: 1021 Riverside Drive Riverside Drive Historic Preservation District Owner proposes to aluminum side the house over the current asbestos shingles. 1. Building Materials - Recommended Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used when it is the only feasible alternative to maintaining or replacing the original surface material. When used over wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to retain the original trim around windows, doors, cornices, gables, eaves, and other architectural features. Ample ventilation must be afforded the structure when aluminum or vinyl siding has been installed • in order to prevent increased deterioration of the structure from moisture and/or insects. Recommendation: I recommend that enough of the asbestos shingle be removed to determine its condition. If, upon inspection by the staff and consultant, David Gibney, the clapboard is determined to be in poor condition and econonically infeasible to repair, I suggest allowing the aluminum siding with the following conditions: 1. The siding should be the same width as the original clapboard. 2. Original details should not be removed or covered,over. KLK/11/10/86 01" historicpreservation commission of south bend and st. joseph county ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219) 284-9798 November 10, 1986 STAFF REPORT RE: 1346 Lincolnway East Lincolnway East Historic District Owner would like to remove catalpa tree just northwest of house because pods stain sidewalk, garden materials, etc.,:and it is hampering the growth of the red maple just north of it. 1. Building Site and Landscaping - Required Existing plants, trees, fencing, walkways, streetlights, signs and benches which reflect the property's history and development shall be retained. 2. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. is 3. No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Recommendation: Mr. Barncord, the Commission's consultant on landscape architecture, inspected the site and indicated that the catalpa is an "undesirable" tree because of its messiness and that it is crowding the red maple in front of it. i recommend allowing the owner to remove the catalpa tree. Treatment Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include reroofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. The Commission should review the proposed treatment for character and style consistency with the • original surfaces. Recommendation: The treatment does not alter the character of the historic house or site so I recommend approval with the following conditions: 1. That additional landscaping be added north of the fence and south of the proposed parking lot to further screen it from the road. 2. That none of the trees or shrubbery currently existing be removed. Approval of Minutes Mrs. Choitz made a motion that the October 20, 1988 minutes be approved as sent; Mr. Nimtz seconded; motion passed. 4. Treasurer's Report Mr. Nimtz made a motion to approve the treasurer's report as sent; Mrs. Choitz seconded; motion passed. Environmental Impact Statement 1) 2119 Portage Ms. Kiemnec requested a formal motion to approve the demolition of a chimney that Mr. Cira had already taken down. Mr. Oxian made the motion to approve the request. Mrs. Petrass seconded. Motion passed. is 2) 16327 Cleveland Road Mr. Shea, owner of the property, requested approval of the installation of an asphalt parking lot as per plans submitted. The staff recommended approval with the condition that landscaping be added along the southern edge of the lot to November 17, 1986 PAGE 2 _ ��_ screen it. Mr. Oxian made a motion to approve. Mrs. Choitz seconded. Motion passed. 3) 1346 Lincolnway East The owner, Mr. Bourthoumieu, requested permission to remove a catalpa tree from this property. Ms. Kiemnec recommended approval based on findings by Mr. David Barncord that the tree is messy and is crowding a red maple in front of it. Mr. Oxian made a motion to allow removal of the tree. Mr. Nimtz seconded. Mrs. Sporleder voted no. Motion passed. 4) 1021 Riverside Drive - Tabled 5) 65014 U.S. 31 South Ms. Kiemnec reported she sent letters to both Mr. and Mrs. Rumph reminding them of the landmark standards which states that only one sign and no flashing signs are permitted on the property. The owners presently have five signs on their property. Mrs. Rumph stated that the free standing sign is in litigation at the present time. Since the owners have failed to respond, Mr. Oxian made a motion to turn the matter over to the Commission's attorney and that action be taken to fulfill the requirements of the standards as a landmark. Mrs. Petrass seconded. Motion passed. 6) 1035 Riverside Drive Ms. Kiemenc approved the installation of an oval piece 22" x 28" beveled glass into the top portion of the existing wooden door. 7) 814 Arch Ms. Kiemnec approved the owners request to clean, tuckpoint, and repair brick at this address. 8) 1007 Riverside Drive Ms. Kiemnec approved the replacing of the roof over the back porch to match the existing one. 9) 736 E. Bronson Ms. Kiemnec reported that the owners have not unboarded the windows as they had been directed to do as a result of the Code Enforcement Hearing and have installed storm windows over the boards. Ms. Kiemnec stated that she would seek further action through Code Enforcement. b. Budget & Finance November 17, 1986 PAGE 3 0 Ms. Kiemnec announced that grant proposals to the Indiana Division of Historic Preservation for projects such as survey updates, salaries, and research are due Dec. 15, 1986. C. Historic Districts 1) Riverside Drive Annual Meeting The annual meeting was a potluck dinner attended by 40 to 50 people on October 23, 1986, and held in the YWCA dining room. Mr. Dick Bennett, Riverside Drive Liaison Committee Chairperson gave a report on street lights. Ms. Kiemnec, director of the HPC gave a report on the standards and showed a film entitled "A Place in Time". d. Historic Landmarks No Report e. Legal No Report f. Public Relations & Community Education No Report g. Staff Report 1) Indiana Main Street Conference Ms. Kiemnec stated that the city requested she represent them at the First Annual Indiana Main Street Conference and that she will prepare a report which will be sent with the November minutes. 2) Main Street Project Manager for South Bend Ms. Kiemnec announced that the Main Street Project Manager for South Bend is Pat Sizer and that there will be a small reception at the Northern Indiana Historical Society sponsored by all the historical organizations on the 25th of November, from 5 to 7 p.m., to familiarize Ms. Sizer with the various organizations and what we do. 3) Survey Records Management - (Survey Update) Ms. Kiemnec, with the approval of the Personnel Committee,announced the hiring of Mary Suter, as our new Research Assistant who will be working with the Survey Update. Ms. Kiemnec also announced that Chris Nagy, who is finishing up his master's program at Ball State in Preservation, will begin with us in January. He will be part-time in January and November 17, 1986 PAGE 4 0 February and become full-time in March and work with us for several months. 7. Old Business a. National Trust for Historic Preservation Annual Meeting Mr. Oxian reported that he thought the Historic Preservation Commission would benefit by purchasing two tapes from the conference: One concerning landscape architecture and the other legal matters. 8. New Business a. John Dugger - Project Director for project entitled "Rudolph Schwarz: Sculptor of Indiana Civil War Commemorative Monuments." Ms. Kiemnec introduced Mr. John Dugger, who was awarded an Indiana Heritage Research Grant from the Governor's Hoosier Heritage Foundation to research the life and work of Rudolph Schwarz, sculptor of Indiana Civil War Commemorative Monuments. Mr. Dugger attended Indiana University with concentration on anthropology and received a degree in Architectural Technology. His experience includes architectural surveys, National Register nominations and various research projects. He was consulted on several monument conservation projects including restoration of Little Liberty in South Bend. Mr. Dugger introduced Rudolph Schwarz as being born in Vienna, Austria in 1866, and attending the Vienna Academy of Art, where his talents were highly respected. Mr. Schwarz emigrated to America to help one of his friends, Bruno Schmitz, work on sculptures for the Soldiers and Sailors Monument in Indianapolis. While in Indianapolis, Schwarz created the statue of Oliver P. Morton, who was governor of Indiana during the Civil War years. It still stands on the east side of the Statehouse. South Bend, Terre Haute, Vincennes, Mount Vernon, and Princeton commissioned Schwarz to do the sculptures for their Civil War soldiers and sailors monuments. Schwarz was credited with doing the first bronze -casting in Indiana when he did a large statue of Gov. Pingree of Michigan in 1902. Before that, any bronze castings had been done in studios outside the state. After the Pingree work, Schwarz cast the figures for the South Bend monument, which stands on the lawn of the St. Joseph County Courthouse. They became the second through sixth bronze sculptures actually cast in Indiana. Mr. Schwarz was not much of a businessman, usually having more expenses than he allowed for. In Indianapolis, he felf isolated November 17, 1986 PAGE 5 • from the artistic world, ;ret he couldn't afford the expense of moving his family to another area. He was too proud to ask for help from his old friend, Karl Bitter from Austria, who was more financially successful as a sculptor. Rudolph Schwarz was 46 when he died of an asthmatic condition. When Mr. Dugger finishes his research,, he intends to do a National Register nomination for the seven monuments. b. Programs for 1987 Mrs. Sporleder reminded the Commission to review any ideas the;• may have regarding the planning of the programs for 1987 and to present them at the December commission meeting. C. Nominating Committee Project Mrs. Sporleder appointed Mr. Nimtz chairman for the nominating committee. Mr. Hayes and Mr. Oxian volunteered to serve on the nominating committee. d. 1987 Appointments Ms. Kiemnec announced that the Common Council appointees to the HPC, Mr. Herendeen and Mrs. Petrass, terms are up on January 23, 1987 and that Mrs. Choitz's term as a County Commissioner's appointee is up on January 10, 1987. Mrs. Sporleder reminded the Commission members to submit their resumes if they were interested in being reappointed. ' Ms. Kiemnec reported to the Commission that in conversation with Mr. Alan'Goebes of the Indiana Division of Historic Preservation, he stated that Certified Local Government regulations indicate that the appointing bodies attempt to appoint various professionals to the Commission including people in the fields of archaeology, architecture, architectural history, history, and preservation planning. Ms.. Kiemnec reported that in her conversation with Mr. Goebes, she suggested that when there is a vacancy, i.e. when someone does not wish to serve again, that an attempt be made to fill the position with those types of professions. 9. Hearing of Visitors No report 10. Announcements & Miscellaneous Matters Ms. Kiemnec announced that Mr. Nimtz has been appointed to the Indiana State Professional Review Board. • Mr. Nimtz made a motion to adjourn; Mr. Oxian seconded.
