The meeting was called to order at 7:38 p.m.

3. Approval of Minutes
Mr. Nimtz made a motion that the April 21, 1985 minutes and all
actions of that meeting be ratified, approved and confirmed; Mr.
Newburn seconded; motion passed.
4. Treasurer's Report
Mr. Nimtz made a motion to approve the treasurer's report as
given; Mr. Newburn seconded; motion passed.
Mr. John Oxian suggested that the order of business be changed to
accommodate visitors.

1) East Wayne Street
Mrs. Choitz, Chairperson of the Historic District Committee,
submitted the application of the proposed East Wayne Street
Historic District. Mrs. Choitz introduced Robin Sullivan and
Dorothy Berger, representatives of the East Wayne Street
Steering Committee. Mr. Nimtz made a motion to accept the
application; Mr. Newburn seconded; motion passed.
2) Riverside Drive
Mr. Richard Bennett extended an invitation to the Comm\ssion
for the Dedication of the Riverside Drive Historic District on
June 1, 1986 at 2:30 p.m. A report was given by Mr. Bennett
concerning work the various committees are doing within the
neighborhood.
3) Riverside Drive Historic Lighting
Mr. John Oxian reported to the Commission the results of the
meeting on historic district lighting (see Appendix A). The
meeting was attended by Joann Sporleder, Joe Pluta, Karen
Kiemnec, John Oxian and a representative from I & M. At this
meeting, l & M agreed to replace two of the four fiberglass
lights on Riverside Drive and the one on West North Shore with
the older older style streetlights. It was suggested that the
` Commission adopt one uniform old style streetlight which I & M
could purchase in quantity and then install into historic
districts as the need arises. There will be meetings in the
future to discuss this proposal.
C. Historic Landmarks
1) Darden Bridge
Ms. Kiemnec reported that she had received the final report on
the Engineering Feasibility Study done by Mr. Lichtenstein.
In the report, Mr. Lichtenstein indicated that the bridge
could be restored for pedestrian use only for a cost of
approximately $465,080.
2) Oliver School
Mr. Oxian reported that Crumlish and Sporleder has been
awarded a contract to do the Feasibility Study on this
building; and the Department of Economic Development of the
City of South Bend has assigned two individuals to coordinate
the marketing study.

f. Environmental Impact Statement
1) 1216 Lincolnway East
Mr. Jerry Hubner of this address requested approval for a
frame garage in the rear of the property, a lattice fence to
be erected on the west property line, and landscaping for the
property. Ms. Kiemnec recommended approval of the changes;
Mr. Hayes made motion to that effect; Mrs. Choitz seconded,
motion carried.
2) 705 Lincolnway East
Ms. Kiemnec reported to the Commission that the railing around
the balcony at this address has not been replaced. The home
owner, Mr. Freidline, has been notified of a Code Enforcement
hearing set for May 29, 1986 concerning this issue.
g. Staff Report
1) Administrative Assistant's Position
This position has been filled by Brian Poland who will start
on June 2, 1986.
2) Mayor's Conference

Ms. Kiemnec reported that the Regional Conference on
Neighborhood Business Development and the Fourth Annual
Mayor's Conference will be held May 21-23, 1986 at Century
Center.
3) 1986/87 Grants
Ms. Kiemnec announced that the Historic Preservation
Commission has received their 1986/87 Grant funds from the
Department of Interior. Ms. Kiemnec reported that $11,300.00
was awarded to partially fund the Administrative Assistant's
position and part-time secretarial help. In addition,
$25,000, which will be matched by $2,340 from Community
Development funds, was awarded for Phase I of the Survey
Update.
4) Preservation Consultant Project
Ms. Kiemnec reported that fliers have been sent out to al] the
historic districts regarding the preservation consultants
services project with eleven responses to date. She further
reported that notices will be sent this week to all landmark
owners.
5) Library Catalogue Project
Ms. Kiemnec reported that the catalogue project has been
0completed and that all data has been recorded on the computer.
6) Attendance Report
Mrs. Sporleder requested at the April 21, 1986 meeting that
Ms. Kiemnec do an attendance report on the Commission Members.
A report has been completed for meetings in 1985/86 and was
passed out to each member (see Appendix B). Ms. Kiemnec
requested that members be in attendance to review Certificates
of Appropriateness.

8. New Business
a. Aurora Preservation Conference
Ms. Kiemnec told the Commission that there will be a conference in
Aurora, Illinois on June 6-8, 1986 sponsored by the Landmarks
Preservation Council of Illinois. She requested permission for
Mrs. Sporleder and herself to attend this conference. Mr. Newburn
made a motion for staff and Commission president to attend this
conference, Mr. Nimtz, seconded, motion passed.
b. Riverside Standards Book
Mrs. Choitz suggested that funds from the Commission's budget be
sought to pay for the Riverside Standards Book (see Minutes,
October, 1985, 1985, page 3, for motion on $1.00 fee for Standards
Book).

Mr. Newburn made a motion to adjourn; Mr. Nimtz seconded; the meeting
was adjourned at 8:37 p.m.

ATTENDEES: Joe Pluta, City Engineer's Office; Barry Wiard, Energy Services
Engineer, I & M; Joann Sporleder; John Oxian; and Karen L. Kiemnec.
Mr. Wiard agreed that I & M would try to replace the fiberglass light on West
North Shore in front of 221 & 229 'within a few weeks. He stated that I & M
currently has three historic lights available (taken down from Angela Blvd.) and
one of those will be used on West North Shore. It was agreed that the other two
will be used in the Riverside Drive District, one at the southwest corner of
Riverside and Park Avenue and the other on the north side of Riverside across from
1025.' Mr Oxian stated that concrete poles were also taken down from Angela that
are more contemporary but would be suitable as replacements. Mr. Wiard was not
aware of.them but will check to see if he can locate them.
Mr. Wiard requested that the Commission get him maps of the local districts with a
listing of the types of streetlights currently in each district. The Commission
will also provide maps of pending districts. Mr. Wiard agreed that when a light
is damaged in one of the areas, I & M will not take action (unless there is risk
of personal injury) until they receive word from the Commission.
Mr. Wiard suggested that the Commission propose one type of streetlight that would
be acceptable as a replacement in historic districts and then present it to I & M
with the suggestion that several be purchased for replacements.
Mr. Wiard agreed that if I & M removes any historic streetlights from areas which
are not districts, the lights will be stored to be used as replacements. Mr. Pluta
indicated that the City has agreed to provide storage for such replacements.

RE: HISTORIC STREETLIGHTS ALONG RIVERSIDE DRIVE
Dear Ms. Luecke:
I have reviewed your letter of May 5th, with regards to
the streetlights on Riverside Dr.
As I have explained to the Historic Preservation
Commission, at the time of the knockdown of these lights there
were no old style lights available. I & M was within their
rights to install the fiberglass poles. Now that there are a
few old style lights available, I & M is not out of line in
asking for reimbursement to replace these poles.
Since this incident, the City has come to an
understanding with I & M that if an old style'light is knocked
down and there is no replacement available, not to install any
lights until they receive orders from us.
As far as the streetlights In City storage, this consists
of three (3) lights and poles. Once these are used up, we
have no more.
If you have any further questions regarding this matter,
please do not hesitate to contact me.

Dear Mr. Pluta:
We of the Near Northwest Neighborhood Association support the
position of the Historic Preservation Commission regarding the
replacement of several historic streetlights along Riverside
Drive within our boundaries. The fiberglass replacements are
inappropriate to the historic character of that area in partic—
ular.
It is our contention that I&M should replace these fiberglass
poles with the historic streetlights presently in City storage.
Furthermore, this should be done at I&M's expense, not the City's,
since I&M was well aware of the pending historic district status
along that section of Riverside Drive before they replaced the
lights.
Please inform us of what steps the City has taken or plans to
take to rectify this situation. Thank you.

WHY - To dedicate and celebrate the formation
of the Riverside Historic District
In 1985, we, the Riverside Drive residents, saw the successful completion
of our long hours of hard work when our neighborhood was designated a local
historic district by the South Bend Common Council. We had reached one of
our primary goals - that of preserving the historical, architectural and
aesthetic qualities of our neighborhood. The Drive, from Leeper Park to the
Angela Bridge, is an early twentieth century residential street, made up of a
variety of architectural styles in a lovely setting along the St. Joseph River.
Now, with the paperwork and surveys
completed, it is time to dedicate the district
and to enjoy meeting with one another in
a social setting. On June 1, 1986, we will
celebrate our designation with neighbors,
city officals, the Historic Preservation
Commission, former residents and friends.
The standards book governing the district
will be available that afternoon.

DEDICATION & PRESS CONFERENCE FOR RIVERSIDE DRIVE HISTORIC DISTRICT
On Sunday, June 1, 1986 at 2:30 p.m., the residents of Riverside Drive, City
Officials of South Bend, the Historic Preservation Commission, and friends will
gather to officially dedicate the Riverside Drive Historic Preservation District
and to celebrate the history of the area. The event will take place in front
of 1007 Riverside Drive, near the intersection of that street with California and Leland
Avenues. The 1890 Queen Anne style house, one of the oldest in the district, was
and members of preservation organizations will be with us to dedicate this, the fourth
local historic district in South Bend.
The Riverside district which includes all buildings facing Riverside Drive from
Angela Blvd. to Lafayette Street is an excellent example of a cohesive early twentieth
century suburban neighborhood. Architectural styles represented include Queen Anne,
Period Revival, American Foursquare, Bungalow, and Prairie designed by local architectural
firms such as Austin (also lived in the neighborhood) & Shambleau, Ernest Young, and
W. W. Schneider. The homes have been consistently well-maintained over the years
indicating the residents' pride in their neighborhood.
The Dedication will also be the occasion for the Historic Preservation Com-
mission to present to the neighborhood its just -published standards. The standards,
which were tailor-made for the area with input from the residents and the Commission,
offer guidelines for renovation and new construction and give a brief history of the
neighborhood.

The district is the fourth local historic district to be designated. The
district designations indicate'efforts by the local neighborhoods and the Historic
Preservation Commission to retain the special qualities and cohesiveness of some
of South Bend's early residentj&l areas. These efforts involve full cooperation with
several other governmental and private agencies. Together these groups work to keep
the city's wealth of historic buildings and neighborhoods intact, preserve our
architectural and cultural heritage, and thus, add to the area's quality of life.
Other groups who have made a significant positive impact on the city's historic
architecture will be represented at the Dedication. They include South Bend Heritage,
a local non-profit organization involved in inner-city neighborhood revitalization;
Southhold Restoration, also a local non-profit organization whose activities include
public education, advocacy, and restoration of key historic structures; Historic
Landmarks Foundation of Indiana, a statewide foundation with a regional office in
South Bend dedicated to preservation and restoration; Neighborhood Housing Services,
a national group with a local office which works to revitalize South Bend neighborhoods;
as well as several public agencies (Bureau of Housing, Department of Code Enforcement,
Department of Redevelopment, etc.) who work to keep housing up to code, revitalize
older buildings and neighborhoods, and encourage reinvestment into historic areas.
