Mr. Nimtz made a motion that the order of business be changed to accommodate the visitors; Mrs. Choitz seconded. Motion passed. 6. -Committee Reports �~- a. Budget & Finance 2 Ms. Kiemnec stated that the County budget and the Community Development budget have been submitted and that we are awaiting a. response. b. Historic Districts 1) Riverside Historic District Mrs. Violet Rohrer announced that a meeting regarding streetlights with Mr. Oxian wi l l be held at 6:30 on ,Jule 30. A general meeting of the entire Riverside Historic District t,.li 1 1 be held tentat i vel y on Sunday, October 15. This 11 possibly include a potluck dinner. Mrs. Rohrer requested that the way of electing � the Liaison Committee members be changed to allow for the staggering of terms. Mrs. C:hoitz recommended again that the matter regarding staggered terms be referred to the historic district committee. 2) East 14ayne Street Mrs. C:hoitz, Chairperson of the Historic District Committee, indicated that the district steering committee is nearing • completion of their standards. She also indicated that the steering committee has completed its straw poll which indicated minimal opposition to seeking historic district status. C. Historic Landmarks No Report d. Legal No report e. Public Relations & Community Education No Report f. Environmental Impact Statement 1) 107 W. North Shore Mr. Frank Cousseras, Jr. of this address has requested permission to remove two large pine trees at the front of the house. Staff report is included as Appendix A. heir. P•limtz made a motion to Approve the removal of the trees; Mrs. Petr•ass seconded. Mr. Oxian, Mr. Hayes, and Mrs. Choi tz Noted .against, with two for and one abstention. Motion !,.ia.=_• denied because removal of the trees would destroy the historic landscaping char•ac ter of the lawn (see standards, p. 16, LAvins" ) . 3 0 2) 1010 Riverside Drive Ms. Kiemnec reported that she has approved the removal of two flower boxes (not original to the house) and the installation of a window air conditioner in a side staircase window not visible to the street. 3) 1216 Lincolnway East Mr. Jerry Hubner of this address has requested approval of an addendum to his original Certificate of Appropriateness in regard to changes in the garage as indicated in the staff report (Appendix B). Mr. Nimtz moved to approve the addendum as indicated; Mr. Hayes seconded, motion carried. Mr. Hubner was reminded that he needs to obtain zoning approval. 4) 1093 Riverside Drive Ms. Kiemnec reported that she approved the installation of the outdoor unit to a central air conditioning system at the rear of the house so that it would not be visible to the street. 5) 619 Edgewater Place Ms. Kiemnec reported that Kevin Smith of this address had constructed a planter at the top of the retaining wall in place of the railing, but has not installed the railing to the stairway as indicated in the original plan. He estimated that the stairway rai)ing will be installed by the August 18 Commission meeting. Installation of the railing will be in compliance with safety regulations of the building department. 6) 705 Lincolnway East Ms. Kiemnec reported to the Commission that Code Enforcement will demolish the garage and charge the demolition costs to the owner and that the issue of the railing has been referred to the city legal department. 7) 815 Arch Mr. Chapleau reported his investigations into whether the Commission has any jurisdiction over the seawall as a result of an inquiry from the June Commission meeting. Mr. Nimtz moved that the Commission bring to the attention of the Department of Natural Resources the condition of the seawall and request DNR to recommend a measure to correct the deterioration and bulging of the seawall. Mr. Oxian seconded; motion passed. ' 8) 1075 Riverside Ms. Kiemnec reported that complaints have been received from the Liaison Committee in regard to deterioration of the soffit 4 boards, lattice work, and porch boards at 1075 Riverside Drive. Also, there are some pigeon nests. Mr. Oxian made a motion that Code Enforcement be contacted in order to enforce all appropriate codes, including health codes and historic district standards. Mrs. Choitz seconded; motion passed. 9) 736 Bronson Ms. Kiemnec reported that the owner has not complied with the removal of the boards from the w}ndows as requested in a letter from the Commission dated December 17, 1985. Mr. Oxian moved to send another letter and to refer the matter to Code Enforcement. A time limit of 30 days would be given in which the owner could respond before referral to Code Enforcement. Mrs. Choitz seconded; motion passed. Mrs. Choitz made a motion to return to the original order of the agenda. Mrs. Petrass seconded; motion passed. g. Staff Report 1) City Cemetery Gatehouse Mr. Poland proposed to the Commission that the rating of the City Cemetery Gatehouse be raised from a C/10 to an S/12 as 40 per Appendix C. Mr. Oxian moved to accept the proposal as indicated. Mrs. Petrass seconded; motion carried. Ms. Kiemnec reported that the Park Department requested advice on repairs to the Gatehouse. 2) County Brochure Ms. Kiemnec reported that the county brochures are now completed and copies are available in the office. 7. Old Business a. Protection of trees Mr. Oxian made a motion that the Commission send a letter to the Area Plan Commission stating to them that they should recommend to all developers and others if at all possible to save the trees on their property. Mrs. Petrass seconded; motion passed. 8. New Business a. Proposal from David Barncord, Landscape Architect Mr. Barncord outlined his proposal to provide landscape architect services for property owners in the local historic districts and local landmarks as per Appendix D. Action on the proposal was tabled pending review of the applicability of state procedures -- for bidding of services. b. Main Street Designation 5 • Ms. Kiemnec indicated that. South Bend has been designated as a Main Street city and as such is eligible for grant assistance. The proposed project is a retail market study of the dot,.intok,,in. Since the downtown town area isa Multiple Resource Area, the project is eligible for a matching grant from the US Department of the Interior• through the Indiana Division of Historic Preservation and Archaeology. Such a grant has been applied for. C. Commission Member --Michael Beatty Ms. Ki emnec informed the Commission that she has received the resignation of Commission Member Michael Beatty. She indicated that several names for replacement have been suggested. The Commission was reminded that the nova vacant position is a. Democratic appointment from the Common C:ounc i 1 . d. Survey Update Pilot Program Ms. Sporleder requested the current status on the survey update project. Ms. Ki emnec indicated that the project. is nearing completion and that. Mr. Poland has spent time at the architect's office assisting i n the final organiza.tion of the material. Ms. Sporl eller• requested that the Commission rev i et,,i representative copies of the survey material before it is sent to the state • historic preservation office. e. Environmental Impact Statement Procedure Mr. Hayes requested that the Commission rev i evt the procedures relating to the Environmental Impact Statements and the excessive time required to properly r•ev i et,,i the statements. The meeting uias adjourned at 9:40 p.m. 6 • 0 CJ Appendix A 7/86 July 18, 1986 David Gibney Preservation Consultant 747 North Scott South Bend, IPJ 46616 Karen Kiemnec Historic Preservation Commission 11th floor County/City Building South Bend, IN 46601 Dear Karen: An inspection was made of the property at 107 North Shore Drive concerning the two pine trees in front of the house. The trees are not the cause of the collapsing;.front brick piers on the front porch, because there are no signs of up -rooting problems* ;)'.The trees are causing some deterioration of the two upper .porch roofs and balustrades. . Pine needles when mixed with rainwater give off chemicals which will cause damage to the metal roofing materials. Also the needles are forming piles on the roof which are retaining moisture that is causing damage to the roof materials and balustrade. The house is also blocked out of any daylight sun which slows up the drying time of standing water. Our main concern is with the historic building which,in this damaged by the trees. Would like to construct garage similar to garage on attached sheet (24'..x 34' as opposed to 24' x 27' of earlier plan). 1. New Construction, Height & Proportion -.Required The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the District. 2. Height & Proportion - Recommended Contemporary designs should be compatible in height, proportion, character and mood of the building or neighborhood. 3. Building Materials - Required Exterior materials used on a new structure shall be compatible in type, scale, texture and color with adjacent structures. Recommendation: Allow construction of garage with these changes to attached plan: 1. Use of 1/1 double hung windows. 2. No chimney. 3. Simple, paneled, rectangular garage doors. 4. Main entry door to match rear door of house. 5. Wood siding to be same width as that of house. 6. The Administration Building is a unique example of architecture in South Bend. The structure combines architectural elements from various styles including Shingle and Classical Revival. Site inspections 2. Oral and written recommendations 3. Conceptual plans and sketches • The fee for such services shall be $35.00 per hour. The Landscape Design Company, Inc. agrees to contribute $10.00 of this fee back to the Historic Preservation Commission for an actual total fee of $25.00 per hour.
