Hoffman Eugenia Schwartz WHEW: WE'VE HAD A BUSY YEAR:: HISTORIC PRESERVATION.0 OW ISSION STAFF REPORT SUBJECT: Architectural Drawings owned by H.P.C. The Historic Preservation Commission has 10 sets of architectural drawings in their office that date from the early 1900's (see attached list). Recently the office has received a request to make duplicates of all the drawings. The staff beleives that a formal policy should be established for the use and/or future of these drawings. First the Commission should seriously consider donating these drawings to an archival institution that can properly care for these important historical drawings. The drawings are currently stored in a cardboard box in a manner that is harmful to their future well being, some of the drawings are beginning to deteriorate and are very fragile. The staff does not have the expertise to care for these documents in the manner in which they should be, nor is there adequate space for storage or research use. Donation poli bilities include the Indiana State Library, Architectural Drawing Collection; Ball State University, College of Architectural and Planning Archive; and the University of Notre Dame's Archive. Placing the documents in one of these repositories, after photo doucumentation by the staff, will insure that the drawings can be properly stored and conserved for future research use. It should be noted that there has been no call or reason to use these documents in the last five years. If the Commission decides to keep the documents, a policy for use should be adopted. Attached is a suggested Policy and Research Request Application. Notre Dame • Ms. Kiemnec reported that the City proposed to install a steel grill on the window on the north facade, rear, first f1oor at 803 N. Notre Dame a local landmark. I t will match the other window grills on the first floor. They also proposed boarding up the two first floor windows on the rear (west) facade for security. Mr. Nimtz made a motion to approve the request; Mr. Newburn seconded; both withdrew their motions. Mr. Nimtz made a motion to approve the grill and to have the two rear windows approved by the Certificate of Appropriateness Committee after Ms. Harriman of the Community Development staff explores other possibilities for the windows; Mr. Newburn seconded; motion carried. 2} 1154 Lincolnway East Ms. Kiemnec reported that she had approved the demolition of an exterior enclosed stairway on the rear of the house at 1154 Lincolnway East. Staff Report 1) IAHDC Meeting Ms. Kiemnec reported that the Indiana Alliance of Historic District Commissions met with the HLFI Affiliate Council and discussed the proposed Historic Preservation Grant Program legislation. She distributed a copy of the proposed bill (see Appendix A). 2) Annual Report Ms. Kiemnec distributed the Annual Report for 1985 (see Appendix B). 3) CLG Grant Ms. Kiemnec distributed a report on the CLO projects which will be starting this month. The grant was awarded January 10, 1986. h. Election The nominees are: Joann Sporleder, president; John Oxian, vice president; Odell Newburn, treasurer; and Charlie Hayesv secretary. Mr. Newburn made a motion that the secretary cast a unanimous ballot for all nominees; Mrs. Petrass seconded; motion passed. i. Executive Committee Report -See # 9 Hearing of Visitors 7. Old Business a. Historic Lighting Mr. Oxian requested that the Commission send a letter to the Board of Public Works with a copy to the I&M Electric Company asking that the fiberglass streetlight on West North Shore across from 221 and 229 be replaced with one like the original and that five fiberglass streetlights in the Riverside District be replaced with historic streetlights. Mr. Newburn made a motion to that effect; Mr. Hayes seconded; motion passed. 8. New Business a. Oliver Center Feasibility Study Grant 4 January 27, 1986 Mr. Ox|an asked that the Commission write a letter of support for a grant he is applying for. The grant would fund a 40 feasibility study for the former Oliver School and the possibility of its adaptation to a home for low and moderate income residents and a neighborhood center. Mr. Newburn made a motion to that effect; Mrs. DeLaruelle seconded; motion passed. b. Task Force Ms. Kiemnec reported that she had been asked to serve on a Task Force Committee to review the policies and procedures of the Indiana Division of Historic Preservation. The Committee will report its findings to theState Historic Preservation Officer by July. Mr. Newburn made a motion to allow Ms. Kiemnec to serve on the Task Force; Mrs. Petrams seconded; motion passed. 9. Hearing of Visitors Mr. Kowalski asked for information about floor plans of some of the significant historic buildings in the area. The Commission told him of the Joan Romine books on Tippecanoe Place and the Oliver House and of original floor plans for some South Bend buildings at the Notre Dame Architecture Library. Mr. Hayes indicated that Mr. Kowalski could come in and look at some floor plans in the HPC office by architects Schutt and Teeple but that these could not be copied or photographed until the Commission checks with the City Attorney's office. 10. Jay Nimtz Secretary - June Hoffman Janeanne Petrass Attorney - Kevin Butler ANNUAL REPORT - 1985 The Historic Preservation Commission of South Bend and St. Joseph County continued in 1985 to provide advise and information to an increasing number of people and agencies. They included homeowners, developers, business owners, architects, students, tourists, neighborhood organizations, other non-profit organizations, and governmental agencies. The Commission offered advice and gave information on the National Register for Historic Places, the 25% Investment Tax Credit, facade easements, landmark and district designation, the Historic Sites and Structures Inventory, the history of area buildings, researching historic buildings, the Secretary of Interiors Standards, restoration techniques, adaptive use of historic structures, funding sources, and preservation legislation. The Commission received eight grants from six different funding sources to hire one full time, one part time, and one temporary employee and to carry out three major projects. The number of Certificates of Appropriateness for landmarks and historic districts more than doubled in 1985 and the number of Environmental Reviews increased. The Commission continued its update of the Historic Sites and Structures Inventory which is a requirement of the Indiana Division of Historic Preservation and the Advisory Council on Historic Preservation In Washington. Nine individual structures were re -rated and all four local historic districts were updated (approximately 220 structures). In the fall of 1985, the County Summary Report was published. The 250 page book includes a listing and photographs of historic • structures in the unincorporated areas of the county, the small towns, and St. Marys and Notre Dame Campuses; histories of the county and the small towns; a description of the architectural styles in the area; and general preservation information. The Books have been distributed to various governmental offices and libraries. A brochure was prepared to explain landmark designation and procedures. The district includes approximately 70 residences facing Riverside Drive from Angela Blvd. to Lafayette St. Liaison Committees for both the Riverside Drive and the Lincolnway East Districts were elected, the standards booklet for Llncolnway East was completed, and a dedication ceremony was held for Lincolnway East. In September, the Commission was notified . that its application for certification of the Lincoinway East district was approved by the National Park Service. The certification enables building owners to use the 25% Investment Tax Credit. r t i . ENV I RQ MLV ENTAL,,I EW The Commission staff met with private owners, developers, contractors, Redevelopment and Bureau of Housing officials, state officials, and other agencies to review and expedite plans for the following projects: • 3 Old South Bend Lathe Works 537 Edgewater 111 W. Colfax 221 N. Michigan 803 N. Notre Dame 606 W. Colfax 608-610 W. Colfax 708 W. Wayne St. 624 S. St. Joseph 705 W. Washington Commission members, the director, and the administrative assistant participated in various conferences throughout the year to keep abreast of current preservation legislation, policies and techniques in order to better serve South Bend and St. Joseph County. They included: -A regional preservation conference in Illinois attended by Ms. Kiemnec. -A workshop held by Apple Computer in Chicago, Illinois - Ms. Straw. -A preservation workshop in Madison, Indiana set up and attended by Ms. Kiemnec. -A preservation workshop in Fort Wayne, Indiana set up by Ms. • Kiemnec and attended by Ms. Kiemnec, Ms. Straw, Mrs. Sporieder, Mrs. Choitz, Mr. Newburn, and Mrs. Eugenia Schwartz, assistant city attorney. -The third annual Mayor's Conference on Historic Preservation attended by Ms. Kiemnec, Ms. Straw, Mr. Nimtz, Mrs. Choitz, Mrs. Sporieder, and Mrs. Petrass. VIII. SPECIAL PROJECTS In March of 1985, the Darden Bridge was listed on the National Register of Historic Places as a result of an application done by the HPC staff. The Commission applied for and was awarded a grant to partially fund an engineering study (balance of funding was provided by the County) to determine restoration needs for the bridge and costs. The Studebaker Clubhouse and Trees were listed on the National Register in September of 1985 as a result of an application done by the HPC staff. Landmark Standards for South Bend and the County were updated. A Certificate of Appropriateness Notice similar to a Building Permit was devised to be posted on historic buildings while additions or alterations are taking place in order to notify area residents. The Commission worked with the Code Enforcement Department and the City Attorney's office to set up procedures to incorporate violaters of the landmark and district standards into the Code Enforcement Hearing process. 4 • In June of 1985, approximately 35 buildings in downtown South Bend were placed on the National Register as a Multiple Resource Area. The application was done by the HPC staff. A brochure outlining and explaining South Bend's neighborhood historic districts was published with the help of grants and donations. The HPC staff produced a brochure on the Industrial Buildings Project and Multi/media Presentation. The presentation was shown to several groups in the area. IX. STAFF Ms. Karen Kiemnec continued her position as Director of the Commission. She was chosen to be the representative for Indiana for the National Alliance of Preservation Commissions and was elected co -chairperson of the Indiana Alliance of Historic District Commissions. Funding was retained for the Administrative Assistant position held by Elizabeth Straw. In addition, grants were awarded to the Commission to hire Ann Crumlish as a research assistant to work on the County Summary • Report from June until September. Part time secretarial help was provided by June Hoffman and Kevin Butler continued to serve as the Commission's attorney. Mrs. Schwartz served as the City Attorney's representative to the Commission. 40 APPENDIX "C" 1-86 CERTIFIED LOCAL GOVERNMENT GRANT 1. Contract with a professional preservation technician on an as -needed basis for consultation to help with Certificates of Appropriateness. 2. Contract with a librarian to catalogue books and pamphlets and enter onto the computer. 3. Contract with Kevin Butler to apply for the CLG program. 4. Hold the Fourth Annual Mayor's Conference on Historic Preservation. 5. Publications: a. Print brochure on downtown district and public art. b. Reprint county brochure. 6. A resident called the Historic Preservation Commission and indicated that although the fixture was broken the pole itself was not damaged. At that time, our office called the City Engineering Office to request that the streetlight be repaired by I & M Electric Company, rather than replaced. By December a fiberglass replacement had been installed. -- -- The West North Shore -area is a local historic district designated by ordinance in 1978. According to the standards which govern the district, "Any change in lighting must receive approval of the Historic Preservation Commission." Could you please see that the fiberglass streetlight is replaced by one like the original? Thank you for your cooperation and please call the office if you have any questions.
