North Shore Mr. Frank Coussens, Jr. of this address has requested permission again to remove two large pine tree_at the front of the house. The original request i.,,€as denied at the July 21, 1966 Commission meeting. Mr. I`•.limtz read a letter from Mrs. Kerr (Appendix A). Mr. and Mrs. Kline and Mrs. Kerr spoke in favor of Mr. Coussens request. I'`•lr. hlimtz made a. motion to approve the removal of the trees; Mrs. Petrass seconded. Mr. Ox i a.n amended the motion that the trees be replaced €,,.1 i th appropriate landscaping. Th€e motion was clarified that the removal of the trees would be based on the fact that the character of the pine trees has been altered by excessive trimming of the branches, the trees were not original to the house and block the view of the house, and that the trees seem to be diseased as indicated h~y the dropping of needles and dead branches. Historic Districts 1 East Warne Street Mrs. Choitz, Chairperson of the Historic District Ccimmittee. i ndi ca.ted that the district steering committee is currentk/ reviewing the standards for the second time and are nearing completion. L) Liaison Committee Meeting Report Mrs. i-•hoi is r'epor'ted that =. meeting of representatives from the historic district liaison committees was held to discuss the elections procedures ofthe respective liaison coTmittee Many options were discussed. Mrs. i.:hoitz was directed to prepare a, proposal outlining changes to the election procedures to present before the Commission. Mr. Bennett of the Riverside Drive Historic District Liaison Committee petitioned that the Commission appoint Diane Corbett to fill the vacancy on the Riverside Liaison Committee. Staff Report 1) N e w Secretary Ms. Kiemnec introduced Elaine Fountain, the new secretary for • the Commission. . 2 Report on Osceola Town Board Meeting Ms. . Kiemnec reported the response to the letter that was sent to the Area Plan Commission regarding the protection of trees by developers. Richard Johnson, director of the t'-'tr•ea Plan Commission, responded that under their subdivision ordinance if the developer meets the standards the Plan Commission must approve the subdivision. The general guidelines of their ordinance state that the developer should respect the natural resource's.. Mr. Johnson also c=ommented that he felt it is not the developer that •destroys the trees, but it is the person to whom the property i later sold. N e h,.,h Carlisle Mrs. C:i-hoi tz reported that she had made a presentation at the New Carlisle Historical Days. There were discussions as to how the Commission may assist the Town Council in creating a. preservation commission for New Carlisle. S. New Business a. Proposal from David Ea.r'ncor'd, Landscape Architect Ms. K i emnec reported that according to David Ch.a.p 1 e.a.0 , the Commission's lawyer, there is no need to receive other bids for landscape services. Mr. Ea.rncor'd presented additional background information of his qualifications as requested by the Commission at the gulf' 21, 1986 meeting. Mr. Ox i an made a motion to hire Mr. Bar'ncord on a retainer; Mr. Newburn seconded. Motion passed. b. New Commission Member Herb Herendeen was introduced as the new commission member as a Democratic appointment from the Common Council on August 4, 1 until January 28, 1987. He is replacing Michael Beatty. C. Windows & Doors - Required Original windows and doors, including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. Recommendation: Although the proposal will change the existing opening, this seems to be the only alternative to make the space livable. There are no other windows and to go through the roof with an exhaust fan would be financially prohibitive. An air conditioning unit would not effectively cool the space unless the space is very well insulated and completely closed off from the lower floors. Because the commission, by its ordinance, must consider the potential hardship that a denial of a C of A would cause the applicant and because this seems to be the only alternative, I recommend approval. Remove picket fence around carport shown in photo #1. 'Re -landscape property according to attached plans. No trees will be removed; stone wall along NW part of front of property will be rebuilt and a duplicate stone wall will be built between driveway and center walk (* on plan). Replace deteriorated picket fence south of driveway with new picket fence (#). 1. Building Site & Landscaping - Required Plants, trees, fencing, walkways, private yard lights... which reflect the property's history & development shall be retained. 2. Same - Recommended • New site work should also be appropriate to existing surrounding site elements in scale, type & appearance. 3. Same - Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Recommendation: Almost all the properties in the area have privacy fences along the alley. The proposed privacy fence for 1111 Riverside will be screened with landscaping on the north side and will not be visible from the street. The only shrubbery to be removed is what is inappropriate and overgrown. I recommend approval of the plan on the condition that the picket fence to be replaced (at # on the plan) be the same height and have the same spacing between pickets as the one currently there. Replace large double hung window in rear facade (1st floor) with french doors (see attached literature) to line up with bay window above (doors will have diamond shaped muntins like bay window). Remove two large bushes flanking entryway. 1. Building Site & Landscaping —Required Plants, trees, fencing, walkways, private yard lights, signs (house numbers) which reflect the property's history and development shall be retained. 2. Same - Recommended New site work should also be appropriate to existing surrounding site elements • in scale, type and appearance. Plant materials and trees in close proximity to the building that are causing deterioration to the building's historic fabric should be removed. However, tree and landscaping elements that must be removed should be immediately replaced by suitable flora. 3. Same - Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. 4. windows & Doors - Required Original windows and doors, including sash, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware shall be retained or when deteriorated beyond repair, replaced with units and trim resembling the original. Recommendation: I recommend approval of the brick patios. The area is heavily shaded which makes it difficult for grass to grow and the proposed patios will be built around existing trees. Although the removal of the large window will alter the character of the rear facade, it will not be visible from the street, so I recommend approval.
