Budget & Finance No Report b. Historic Districts 1) Riverside Drive Report Violet Rohrer representing the Riverside Drive Liaison Committee gave a report on the June 1, 1986 dedication of the district; and the work of the various committees in the • neighborhood. 2) Lincolnway East Ms. Kiemnec gave a report stating that three of the liaison committee members no longer live in the neighborhood. Jeff Berndt, Nathan & Tina Martin have recently moved from the neighborhood. Mrs. Choitz suggested that Rita Miner a resident of the neighborhood be approached about serving on this committee. 3) Riverside Drive Historic Lighting Ms. Kiemnec read a letter that she wrote to Mr. Joe Pluta regarding the replacement and repair of some of the lights along Riverside Drive (see Appendix A). The Commission has received no response concerning this letter and to date no repairs have been made to the lights. A meeting date is to be arranged with Joann Sporleder, Mr. Joe Pluta, Mr. John Oxian, Ms. Karen Kiemnec, and a representative from I & M Electric Company to discuss what will be done to correct this situation. 4) Wayne Street Mrs. Choitz told the Commission that she has been in contact _ with the residents of this area concerning the possibility of the Wayne Street area becoming a historic district. A meeting 3 April 21, 1986 • with this neighborhood is scheduled for Wednesday, April 23, 1986. C. Historic Landmarks No report d. Legal Mr. David Chapleau, Deputy City Attorney, reported to the Commission regarding Mr. Oxian's question about meeting the tax act and if it is still in effect. Mr. Chapleau stated that the buildings had to be placed in service as of December 31, 1985 under the 1982 law in order to get the tax credit. Mr. Chapleau mentioned that something needs to be done concerning poor monthly meeting attendance on the part of some of the Commission members. He indicated that if regular meeting absenteeism continues a vacancy can be declared. Mrs. Sporleder suggested that Ms. Kiemnec update the attendance list. e. Public Relations & Community Education 1) Mrs. Choitz brought to the attention of the Commission that she was the guide for the Frank Lloyd Wright Foundation Tour on Saturday, April 19, 1986 in South Bend. ek-. Environmental Impact Statement 1) 1216 Lincolnway East Jerry Hubner is seeking permission to erect a lattice fence along his west property line and change the front sidewalk to go from the porch to the driveway instead of the porch to the sidewalk along L.W.E. Ms. Kiemnec's recommendation after a site inspection of the L.W.E. neighborhood was that the sidewalk should be consistent with the rest of the neighborhood and not be removed (see Appendix "B"). The Commission requested that Mr. Hubner bring specifics on the height and material of the fence and the type of landscaping to be used in the front yard. 2) 113 North Shore Drive Mr. Gerald Kline has applied for a C.O.A. to remove a deteriorated rear chimney and roof over it, cap the front chimney, and make alterations to the garage (see Appendix C). The Commisssion indicated that the rear chimney could be removed if the costs to restore it are prohibitive. They asked for more information on the other items: material for the cap for the front chimney, drawings and specifications for the garage alterations. 3) Fredrickson House 4 April 21, 1986 • Ms. Kiemnec gave a report on the repairs that will be done to the house to stabilize it. 4) 1312 Lincolnway East Ms. Kiemnec reported that she approved removal of the old roof and reroofing with asphalt shingles at the house at 1312 L.W.E. 5) 1067 Riverside Drive Ms. Kiemnec reported that she approved reroofing this house with asphalt shingles. g. Staff Report 1) Administrative Assistant's Position Ms. Kiemnec gave a report concerning the Administrative Assistant position. She has interviewed a person from Indianapolis whom she would like to have the Personel Committee meet with on Monday, April 28, 1986. She also has an applicant coming in from Chicago on Thursday, May 1, 1986. 2) Survey Update Pilot Program is Ms. Kiemnec reported that the firm of Hurtt — Kenrick & Associates has been hired to do the Survey Update Pilot Program of the West Washington Area. The firm has hired as consultants Marsha Mullin and John Stamper. 3) 1986 Mayor's Conference Ms. Kiemnec passed out a brochure on the Mayor's Conference and Neighborhood Business Development Conference which will take place on May 21-23, 1986. Nore Winter will be one of the key note speakers and Bill Dory from Greencastle will serve on a workshop panel. 4) 14700 Cleveland Road Ms. Kiemnec reported that in reviewing the Area Plan Commission's agenda for April she found that 14700 Cleveland Road is being considered for a golf course and a subdivision. There is a barn on this property that is rated an 11 on the survey. A letter was sent to the Area Plan Commission which will be directed to the owners requesting that the barn be adapted and used in the project (see Appendix D). 7. Old Business a. St. Louis Preservation Conference - - - - April - ---- Ms. Kiemnec stated that a report on the St. Louis Midwest • Preservation Conference was mailed to each Commission member with the March minutes; Mrs. Choitz indicated that she had also been present at that conference. • 8. New Business a. Madison Street Mrs. Petrass mentioned that she has been asked if there was anything that could be done to help eliminate the problem at the Madison Center Blood Plasma parking lot. It was agreed that there is nothing that the Historic Preservation Commission can do to help the neighborhood since it is not an historic district. b. Country Bake Shop (U.S. 31 North) Mr. Oxian reported that the bake shop which is a landmark has violated the landmark standards regarding signs. Mrs. Sporleder requested that Ms. Kiemnec send a letter to the owners requesting that they remove the signs. C. Edgewater Drive Standards Ms. Kiemnec inquired as to whether there had been any progress on reviewing the Edgewater Standards. Mrs. Choitz as District Committee Chairperson will check into the matter. 9. Hearing of Visitors No Report 10. Announcements & Miscellaneous Matters There will be a slide tape presentation at 7:10 on rural preservation before the next monthly meeting of the Historic Preservation Commission. This presentation will cover how to do a survey, discuss special problems associated with rural areas, and how to preserve these areas. A notice will be sent regarding this presentation. For immediate release For a limited time, the Historic Preservation Commission of South Bend and St. Joseph County has arranged for an independent preservation consultant to provide technical preservation services for exterior work to owners of designated historic buildings. The buildings must be designated landmarks or buildings within the boundaries of designated local historic districts (designated by ordinance) within the South Bend City Limits or the unincorporated areas of St. Joseph County. The local districts include: West North Shore, Edgewater Place, Lincolnway East, and Riverside Drive. The kinds of technical information available will be: specifications for preparing and painting historic houses, advice on cleaning or repairing masonry, and suggestions for weatherproofing historic structures. The advice will be given by a qualified consultant trained by the National Trust for Historic Preservation. For more information, call the Historic Preservation Commission office at 284-9798. Pluta Director Division of Engineering 12th floor County/City Building South Bend, IPJ 46601 Dear Mr. Pluta: Thank you for your timely response to our letter of February 5, 1986 regarding the fiberglass replacements of historic streetlights. We also appreciate your instructions to I & M concerning replacement of historic streetlights in historic districts in the future. Concerning the lights along Riverside Drive, we feel that the City of South Bend should not be required to pay a replacement charge of $625.00. We believe such costs should be incurred by I & M. I & M was made aware of the pending • district status along Riverside and of the concern for the lights by members of this Commission in various conversations and at a January 8, 1986 meeting attended by Mr. Phil McDonald. We feel that the lights should be replaced by I & M to retain the unusual historic character of the area and respectfully -request your assistance in seeing that accomplished. Items addressing that issue in the Lincolnway East standards are: 1. Building Site and Landscaping - Required Existing plants, trees, fencing, walkways, streetlights, signs and benches which reflect the property's history and development shall be retained. 2. Building Site and Landscaping - Prohibited No changes may be made to the appearance of the site by removing old plants, trees, fencing, walkways, outbuildings, and other elements before evaluating their importance to the property's history and development. Recommendation: 0 the thirty-five structures facing Lincolnway East in the district, all thirty-five have sidewalks which run from the front porch to the sidewalk parallel to LWE (see drawing A). Three of those thirty-five also have a walk connecting to a driveway (see drawing B). Roofs - Preferred Preserve or replace all architectural features which give the roof its character, such as dormer windows, cupolas, cornices, brackets, chimneys, cre,s-Ung, weather -vane -s,- and spec.i al eaves. - ------- 3. New Construction or Additions to Existing Structures - Preferred Consider the size, scale, roof lines, etc. in the design of a new structure, so, that --it will be,compa.t--ible with---i.ts adjacent -buildings in particular and will blend with the neighborhood in general. New additions to existing structures must be compatible in scale, building materials and texture to the --bu-i-l-di-n.g to whi.ch_ the-- addi-t-ion-4s.-made. Retain -as much of the or-iginal structure as possible, so that the addition could be removed without damage to the basic structure and appearance to the building. Recommendation: Allow the rear chimney to be removed and capped over because it is deteriorated and is causing leakage through the roof. Allow the front chimney to be capped over. This solution will prevent further leakage and is reversible. The chimney can be re -opened and re -used at a later date . Allow the garage to be remodeled. The gar -age is a non-contributing structure to the district. Its remodeling will give the owner additional space and make the garage a more compatible structure to the district. APPENDIX "D" 4/86 historicpreservation commission of south bend and st. joseph county . ) ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219) 2849798 April 15, 1986 Mr. Richard Johnson Executive Director Area Plan Commission 11th floor County/City Building South Bend, IN 46601 Re: 14780 Cleveland Road Dear Dick: The Historic Preservation Commission of South Bend & St. Joseph County would like to urge the petitioners of the rezoning of the property at 14780 Cleveland Road to incorporate the 1885 barn on the site into the proposed project. The barn, rated significant (S/11) for its architectural style in the St. Joseph County Historic Sites and Structures Inventory, is a fine example of a late 19th century barn with details such as the round arched windows that are unusually ornate compared to most barns in the area. It is rare that'a fine example of an historic barn still exists in such good condition. According to our records, the barn is not in its original location but was moved at some point. We would recommend that perhaps the barn can be moved again to be adapted to a new use as part of the proposed project.
