3. Approval of Minutes
a Mr. Oxian indicated that no second was listed for the motion on page
6, item 17. Mr. Oxian made a motion to approve the minutes as
corrected; Mrs. Choitz seconded; motion passed.
4. Treasurer's Report
Mrs. Choitz made a motion to approve the treasurer's report as sent;
Mrs. Petrass seconded; motion passed.

Mrs. Choitz made a motion to rearrange the order of the agenda in order to
accommodate visitors; Mr. Beatty seconded; motion passed.

b. Historic Districts
1) Riverside Drive -.Review of Ratings
Ms. Straw distributed a suggested update of ratings for the
Riverside Drive Historic District (see Appendix Al. Mr.
Beatty made a motion to table the review until next month; Mr.
Nimtz seconded; motion passed.
2) Lincolnway East - Liaison Committee
Ms. Kiemnec announced that the Lincolnway East Historic
District Liaison Committee has been elected. The committee
consists of Mr. Nathan Martin, chairperson, Mrs. Tina Martin,
Dr. Robert Bonham, and Mr. Jeff Berndt. A notice was sent out
to the residents late in August (see Appendix B). She also
indicated that the district had been certified on September 9,
1985 (see Appendix C).

c. Historic Landmarks
1) Darden Bridge
Ms. Kiemnec reported that Mr. Lichtenstein from the
Engineering firm of A.G. Lichtenstein & Associates, Inc. was
in South Bend on Friday, August 23, 1985 to look at the Darden
Bridge. He met with County Commissioner Larrison and
Councilman Loeffler and did a preliminary inspection of the
bridge. A proposal to do a thorough engineering study of the
bridge for a cost of $6,600 has been sent to the County
Commissioners.
2) 742 Sancome - Second Reading
Second reading was held for landmark status for the house at
742 Sancome. Mrs. DeLaruelle made a motion that the
Commission recommend 742 Sancome to the Common Council for
landmark status; Mrs. Choitz seconded; motion passed.
3) 504-508 E. LaSalle - First Reading
40 First Reading was held for landmark status for 504-508 East
LaSalle. The staff presented a report on 502 East LaSalle
(see Appendix D) recommending retaining the C/10 rating. The
Commissioners asked the staff to inquire whether the owner
would agree to including 502 in the landmark designation.

e. Public Relations & Community Education
Ms. Kiemnec reported that the Historic Districts Brochure will go
to the printer this week.
f. Environmental Impact Statement
1) 812 Golden
Mr. Clem Fisher, owner of 812 Golden, changed two windows on
the south corner of the house without a building permit or a
certificate of appropriateness. Mr. Oxian made a motion to
approve the windows as they are and to send a letter to the
contractor informing him that the area is a historic district;
Mr. Nimtz seconded; motion passed.

2) 512 River
The owner requested more time to prepare materials for the
review; the Commission agreed.
3) 647 River
Mr. Beatty requested permission to construct a 10 x 12 foot
temporary redwood deck on the north corner of his property.
He also requested permission to replace the current fence with
a modified picket fence. It will be constructed along the
northeast and northwest boundary lines of the property. Mr.
Oxian made a motion to approve the temporary deck and fence;
Mrs. DeLaruelle seconded; motion passed; Mr. Beatty abstained.
4) 16479 Brick Road
Ms. Kiemnec reported that the Area Plan Commission staff asked
for comments on the proposed subdivision of the landmark
property at 16479 Brick Road. Mr. Oxian made a motion to
table the review until next month so that the Commissioners
would have a chance to go out and look at the property; Mr.
4 Beatty seconded; motion passed.
5) 815 Arch
Ms. Kiemnec indicated that Mrs. Eugenia Schwartz, the
assistant city attorney, had advised the Commission to review
the proposal for 815 Arch again and to consider only whether
or not the project follows the standards and not the
engineering aspects of the proposal. Mrs. Choitz made a
motion to approve the project as proposed; Mrs. Petrass
seconded; motion failed. Mr. Oxian made a motion to approve
the project as proposed provided it met with the approval of
the Department of Natural Resources, Division of Water and a
certified civil engineer. Mr. Beatty seconded; motion passed.
6) 739 Bronson
Ms. Kiemnec reported that she approved a proposal to replace
the current porch roof with a rolled roof and to repair the
stucco on the chimney at 739 Bronson.
7) 736 Bronson
Ms. Kiemnec reported that she approved replacement of the porch
roof at 736 Bronson. She indicated that the owner plans to remove

the asbestos siding and she informed him that he would need to
have the new siding approved by the Commission. Mrs. DeLaruelle
reported that one of the window openings has also been closed.
8) 525 Edgewater
Ms. Kiemnec reported that she approved a new rolled roof on 525
Edgewater.
9) 605 Edgewater
Ms. Kiemnec reported that she approved the replacement of concrete
steps on the front porch of the home at 605 Edgewater.
10) 1043 Riverside Drive
Ms. Kiemnec reported that she approved tuckpointing of the chimney
at 1043 Riverside Drive. She specified the type of mortar and
required that it match the original mortar in color.
Mrs. DeLaruelle made a motion to return to the original order of the agenda;
Mrs. Choitz seconded; motion passed.

1) Small Town Survey
Ms. Kiemnec reported that the County Summary Report will go to
the printer next week. She invited the Commissioners to come
into the office if they would like to review the paste-up
before it goes to the printer.

The structures in the Riverside Drive Historic Preservation District were
re-evaluated when the area expressed interest in local district designation.
The attached list includes twenty-five structures that had their ratings
changed. Sixteen structures had their ratings upgraded and nine structures
ratings were lowered. The re-evaluation of structures was based on architecture
style, integrity, history, and age.

Your Historic District has completed another important step in becoming fully
operational. As the result of the election of members of the Liaison Committee, the
following people will serve for the next three years as your contact between the
district and the Historic Preservation Commission.

Please contact a member of the Liaison Committee with any questions or problems that
arise.
They are your neighbors and are the first that should be consulted concerning
Lincoln Way East Historic District Standards and rules. The Committee is charged with
contacting new residents, distributing copies of the Historic District Standards,
answering questions, and referring problems to the staff of the Historic Preservation
Commission.
The Commission staff stands at your disposal to give expert advice in restoration
techniques, interpretation of the Standards, issuance of Certificates of Appropriateness
for any changes to the exteriors of the homes, out -buildings, landscaping, drives or
parking, and clarification of any point in the Standards that are not immediately clear
to the homeowners. The Commission office is on the 11th floor of the County/City
Building, phone 284-9798. The director is Karen Kiemnec, and Elizabeth Straw is
assistant to the director. They may be reached from 8:30 - 4:30 Monday thru Friday.
The Commission holds regularly scheduled public meetings the 3rd Monday of each
month at 7:30 pm on the 3rd floor of the County/City Building at Jefferson & LaFayette
Streets in downtown South Bend.
(The Lincoln Way East Historic District includes all
properties between 1142-1412 Lincoln Way East, inclusively,
and extends to the railway tracts as the south boundary)

This is to notify you as duly authorized representative that the Lincoln East
District has been certified by the Secretary of the Interior for purposes of
§§212 and 214 of the Economic Recovery Tax Act of 1981, as meeting substantially
all the requirements for listing of districts in the National Register of
Historic Places. In accordance with Federal Regulations (36 CFR 67.9 (g), March
12, 1984) this district is also determined to be eligible for listing in the
National Register of Historic Places effective the date of this letter.
Individual property owners of depreciable buildings within this district can
is qualify for the Federal tax incentives by filling out Parts 1 and 2 of a
Historic Preservation Certification Application (sample enclosed) and submitting
them to the Indiana State Historic Preservation Officer (SHPO). Additional
application forms are available from the SHPO. For optimum results it is
important that these applications be submitted as early as possible in the
planning of a rehabilitation project.
Review Boards and Commissions should become familiar with the Secretary of the
Interior's "Standards for Rehabilitation" (copy enclosed). These standards are
used by the Secretary in certifying rehabilitation work for the tax incentives
of the Tax Reform Act: Both the SHPO and this office are available to advise
individuals and organizations in this matter.

Description 502 E. LaSalle is a two story, brick commercial structure with a pressed
tin cornice.
The first floor of the main (N) facade has undergone extensive remodeling and there
is no evidence of the original storefront remaining. The second story of the main
(N) facade contains three windows which have had the sills and sash removed and
replaced by glass blocks.
In addition all windows and doors on the west facade have been blocked shut and two
large signs placed on the north end.
Remarks
Although the cornice of the building is in excellent condition and an outstanding
example of a late l9th century commercial cornice, the remainder of the structure
is lacking in integrity. The major alteration to the store front and the blocking
up of all windows and doors detracts from the original character of the structure.
Therefore, based on the survey criteria, the staff recommends a rating of
Contributingl10 unless substantial restoration work is done.

The property on which this two-story brick building stands was purchased from
Samuel Cottrell in 1859 by Thomas Kenney. Mr. Kenney is listed in the 1869
South Bend City Directory as operating a saloon at this location and residing next
door. The original saloon building and the adjacent residence is shown on the 1874
aerial view of South Bend.
The 1885 City Directory lists George Kenney (probably a son), as operating a grocery
store at this location, and again living next door. In approximately 1882
the building was remodeled to its existing appearance by adding the front cornice.
By the turn of the century, Lauber and Weiss, a manufacturer of copper and galvanized
cornices,was operating at the site of the Kenney residence, 506 E. Water Street.
They eventually purchased the entire quarter of the block and continue to operate
their business today.

TO: Historic Preservation Commission Members

DATE: September 27, 1985
SUBJECT: Special Meeting
A special meeting has been requested to review proposed work on the landmark site
located at 16479 Brick Road. It will take place on Thursday, October 3, 1985 at
7:30 P.M. in the MACOG Conference Room of the County/City Building.
Please look at the site (located at the northeast corner of Brick & Grape Roads)
before the meeting. Mr. Kleva is proposing building a new house north of the
Italianate landmark house. The Certificate of Appropriateness Committee met with
the owner and suggested landscaping around the historic buildings to screen them
from new construction.
Please call the office to indicate whether or not you can attend the meeting.
