DARDEN BRIDGE ENGINEERING STUDY
The Historic Preservation Commission of South Bend & St. Joseph County has received
a Preservation Services Fund Grant from the National Trust for Historic Preservation
to partially fund an engineering study for the Darden Bridge. The study, which will
begin Tuesday, November 12, will be done by A.G. Lichtenstein & Associates, Inc., a
New Jersey firm specializing in the study and restoration of historic bridges. As a
result of the study, the firm will suggest alternative solutions to save the bridge
and the cost for each solution.
•This year marks the one hundredth anniversary of the erection of the historic bridge.
Designed by the Chicago Bridge and Iron Company, the bridge was originally located at
what is currently LaSalle Street in downtown South Bend. In 1906, it was moved to
its present location when a concrete melan arch bridge was built at LaSalle. Because
of its historical and engineering significance as the only remaining through truss
iron bridge in St. Joseph County, the bridge was listed on the National Register of
Historic Places in March of this year.
Over the past few months, the Historic Preservation Commission has met with County
officials and various groups interested in using the bridge such as joggers and bicyclers.
The suggestion has been to reopen the bridge for peldestrian and bicycle use as well as
light emergency vehicles. It could also serve in that capacity as a vital and safe
transriver link for residents of the area, a convenient route to Clay and St. Patrick
Park, and a picnic area.
Possible funding sources for such a project have been identified but cannot be
pursued until exact restoration costs are known. In August, Mr. Lichtenstein, the
head of the engineering firm visited South Bend and did a preliminary investigation of
the bridge. He felt that the basic truss structure is sound but that items such as the
deck and approaches would need repairs. The firm's work which begins on Tuesday will
determine the extent and cost of such repairs at which time they will compile and submit
a final report to the County.

3. Wpproval of Minutes
Mr. Oxian indicated that he, not Mr. Nimtz, had made the motion under
Review of Ratings on page 2 of the October Minutes. Mr. Beatty
!indicated that his name had been left off the Roll Call. Mrs. Petrass
` made a motion to approve the minutes as corrected; Mr. Hayes seconded;
Motion passed. (Note - Mr. Oxian amended the motion - Tape Side 3,
10/21/85.)
4. 'Treasurer's Report
Mrs. DeLaruelle made a motion to approve the treasurer's report as
dent; Mr. Hayes seconded; motion passed.

Ms. Kiemnec distributed the Committee Report (see Appendix A).
Mr. Oxian reported that the meeting mentioned in item #3 of
the report will be held on November 21 at 5:15 p.m. He was
asked to give a report on the meeting at the December
Commission meeting. Mr. Hayes made a motion to accept the
recommendations of the committee; Mr. Beatty seconded; motion
passed.
2) Edgewater Place
a) Review of Standards
Ms. Kiemnec indicated that the committee will make a
recommendation regarding the Standards changes to the full

Commission after receiving comments from Mrs. DeLaruelle
and Mr. Beatty. Mrs. DeLaruelle asked that Mr. Oxian
review the standards also.
. Historic Landmarks
1) Darden Bridge
Ms. Kiemnec reported that the Preservation Services Fund Grant
for an engineering study for the Darden Bridge was awarded to
the Commission. Two engineers from the firm of A.G.
Lichtenstein and Associates were in South Bend from November
11 to the 13th to begin the study. The final report should be
received by the beginning of the year.
3) 16479 Brick Road - Second Reading
Ms. Straw read the amended legal description proposed for the
landmark property at 16479 Brick Road. Mr. Oxian made a
motion that the Commission recommend the amendment to the
landmark ordinance to the County Council; Mr. Hayes seconded;
motion passed.
d. Legal
No Report.
e. Public Relations & Community Education
Ms. Kiemnec reported that the Commission has received a $2,000
grant from the Hotel/Motel Tax Board for the Downtown Brochure.
She applied for funding through the CLG grant as a match.
J . Environmental Impact Statement
1) 736 Bronson
Ms. Kiemnec reported on an application for a Certificate of
Appropriateness from the owner of 736 Bronson to replace the
porch roof (completed last summer), repair the porch, replace
the porch floor, replace the ceiling of the porch, re -side the
house above the porch, and cover the windows on the northeast
side of the house. The applicant did not attend the meeting.
Mr. Hayes made a motion to have Ms. Kiemnec prepare a report
on the project for next month indicating whether or not the
project followed the standards, staff suggestions on
alternatives if the project does not follow the standards, and
the time limit on stop work orders (issued August 16 for the

porch roof); Mr. Beatty seconded; motion passed.
2) 803 N. Notre Dame
Ms. Kiemnec reported that she had approved a Certificate of
Appropriateness for 803 N. Notre Dame for repair of the slate
roof, eaves, and molded cornice. She required that the
existing modillions be left in place. Mr. Oxian made a motion
to require the owner to replace missing modillions on the
north and south facades of the main block of the building and
gave a time limit of one year; Mrs. DeLaruelle seconded;
motion passed; Mr. Beatty voted nay.
3) 811 Golden Avenue
Ms. Kiemnec reported that she had approved a Certificate of
Appropriateness for 811 Golden to restore the porch with new
decking, column bases, and lattice work at the foundation.
4) 815 Arch
Ms. Kiemnec read a letter from Katherine Barnard, Director of
• Code Enforcement regarding the riverbank project at 815 Arch
(see Appendix B).
5) 537 Edgewater
Ms. Kiemnec indicated that the owners of 537 Edgewater had
applied for a Certificate of Appropriateness for a wrought
Iron railing for the rear porch of their home. The porch
cannot be seen from the street and she recommended that the
Commission approve the railing which will be painted white to
match the house. Mr. Beatty made a motion to appprove the
railing; Mrs. DeLaruelle seconded; motion passed.
6) Fredrickson House
Ms. Kiemnec reported that the owners of the Fredrickson House
had been called before the Code Enforcement Hearing on
November 18, 1985. The owners were required to correct all
code violations by December 31, 1985.
g. Staff Report
1) Small Town Survey
Ms. Kiemnec reported that the County Summary Report is
completed and copies were distributed. She asked for

suggestions of agencies or groups that should receive
complimentary copies.

Ms. Straw reported that the Studebaker Clubhouse and Trees
were placed on the National Register of Historic Places as of
September 18, 1985.
Survey Update Meeting
Ms. Kiemnec reported that there will be a meeting with Richard
Gantz, Director of the State Division of Historic
Preservation, on December 3, 1985 here in South Bend.
Interested Commissioners should contact her for an exact time.
1986-87 Department of Interior Grant
Ms. Kiemnec indicated that the 1986-87 Dept. of Interior Grant
applications are due in to the state office by December 15.
She asked permission to apply for funding for Ms. Straw's
position, secretarial help, and photography. Mr. Nimtz so
moved; Mr. Beatty seconded; motion passed.
5) Personnel Committee Meeting
Ms. Kiemnec indicated that employee evaluation meetings need
to be held before the end of the year. A meeting was set for
12:00 noon on November, 1985.
6) Apple Computer Workshop
Ms. Straw reported on the Apple Workshop she attended in
Chicago on November 9 and 10 (see Appendix C).

. January Meeting Date
The January, 1986 meeting date was changed from January 20 to
January 27 due to the celebration of Martin Luther King Day.
. Reappointment of Mr. Nimtz
Ms. Kiemnec reported that Mr. Nimtz had been reappointed by Mayor
Parent to serve on the Commission until October 31, 1988.
Mr. Nimtz made a motion to adjourn; Mr. Beatty seconded; meeting was
adjourned at 8:41 p.m.

1. Edq=ter Standards
A review of the standards was tabled pending comments from the two Commission members
who reside in the district. Mr. Oxian suggested that when Edgewater's Standards are
updatedjthat they reflect changes made in Riverside Drive's Standards.
2. Notification of District Owners on Re -rating of Homes
Ms. KiOnec indicated that in the future, the survey update will be done prior to work
on proposed districts. The Committee recommended that if a situation like the one in
• Riverside Drive should arise again, notification of district owners or the Liaison
Committee of re -rating will be done on a case by case basis.
The staff will notify the Commission of areas to be updated prior to beginning the
update and ask for comments from the Commissioners. Mr. Oxian, as Chair of the Landmark
Committee, will be notified of any rating changes which might affect potential landmarks.
As note in the Preservation Plan, the HPC need only vote on rating changes when a
requestlis made by the public for a re -rating.
Mr. Oxi n, Ms. Kiemnec, and Ms. Straw will resolve the re -ratings issue for Riverside
Drive taking into..account the comments of the Liaison Committee once they have been
received.
3. Possible Landmark Status for 52060 Quince Road
Mr. Oxian suggested that he and Ms. Kiemnec meet with the Land Use and Planning Committee
of the County Council to discuss possible landmark status for the Quince Road house
before taking any further action.

On November 4, 1985, Phil Beach called me in response to my
October 31, 1985 letter.
Mr.1 Beach told me the following:
1. On September 16, 1985, Jack Howe from the Department of Natural
Resources inspected the property at 815 Arch Avenue.
2.i On September 23, 1985, Mr. Howe gave Mr. Beach the permit form
to submit to DNR.

On September 26, 1985, the application and $50 was mailed by
Mr. Beach to DNR.
On October 31, 1985, Mr. Beach called DNR and was told that
his permit, SA993, granting permission to do construction
work on the riverbank, was to be mailed November 1, 1985.
Mr.' Beach also mentioned that Historic Preservation was aware of
the above mentioned events.
It appears this property is in compliance with local regulations
which require DNR approval for work done on riverbanks.

The Historic Preservation Commission has just published the St. Joseph
';County Report. The 250 page book is an inventory of the historic
;sites and structures identified by the Commission in the rural areas and
,mail towns of the county and the Notre Dame and St. Mary's Campuses.
It includes lists and photographs of historic buildings, histories of the
Owns, campuses, and the county, a description of architectural styles in
he area as well as an explanation of local and national preservation
rograms. The information contained in the book will be helpful to
historic building owners wishing to learn more about..their building's history
nd style as well as programs available to assist them; governmental
agencies wanting to determine the impact of a development project on
historic house or neighborhood; or local history buffs wanting to learn
ore about the area. The book is available for $18.00 at the Historic
reservation Commission office on the eleventh floor of the County/City

COUNTY SUMM RY REPORT
The Histori' Preservation Commission has just published the St. Joseph County Summary Report.
