Call to Order The meeting was called to order at 7:33p.m. 2. Roll Call MEMBERS PRESENT: Mr. John Oxian, Mrs. Janeanne Petrass, Mr. F. Jay Nimtz, Mrs. Gina DeLaruelle, Mrs. Martha Choitz, Mrs. Joann Sporleder, Ms. Karen Kiemnec, and Ms. Elizabeth Straw. MEMBERS ABSENT: Mr. Michael Beatty, Mr. Charles Hayes, Mr. Odell Newburn. ALSO PRESENT: Ms. Jeanne Derbeck, South Bend Tribune Reporter; Mr. • Richard Bennett, chairperson of the Riverside Drive Historic District Committee; Mrs. Esther Darr and Mr. Richard Darr, owners of the House of Flowers at 935 S. Ironwood. 3. Approval of Minutes Mr. Oxian made a motion to approve the minutes as sent; Mrs. Choitz seconded; motion passed. 4. Treasurer's Report Mrs. Choitz made a motion to approve the treasurer's report as sent; Mrs. Petrass seconded; motion passed. 5. Correspondence a. A brochure on a conference called Successful Rehabilitation, Technical Workshops on Building Rehabilitation. b. A brochure on the 38th Annual Seminar on American Culture at Historic Cooperstown. c. Information from the Preservation Press on their publications. • d. The Renovator's Supply, No. 35. e. A brochure from Smith -Cornell, Inc. on historical plaques. f. Information on a Bandstand Design Competition at Oberlin College. g. A brochure on a conference in Washington, D.C. entitled Tax - Advantaged Rehabilitation. h. Committee Reports Mrs. Choitz made a motion to change the order of the agenda to accommodate the owners of 935 S. Ironwood and Mr. Bennett from the proposed Riverside Drive Historic District; Mrs. DeLaruelle seconded; motion passed. a. Budget &Finance No report. b. Historic Districts 1) Riverside Drive Mr. Bennett reported that the vote had been taken in the neighborhood on historic district status. Of the 69 owners, 56 votes had been received. Of that 56, 50 or 72% of the total neighborhood voted in favor; 5 voted no; 1 abstained. Mrs. Choitz made a motion to send a favorable recommendation 2 to the Common Council for Historic District Status for the Riverside Drive area; Mr. Nimtz seconded; motion passed unanimously. 2) Lincolnway East Historic District Ms. Kiemnec distributed the new Standards book for Lincolnway East and reported that she has given the district information on the liaison committee election procedures. c. Historic Landmarks 1) First Reading for Landmark Designation for 920 W. Washington, 716 W. Colfax, 1938 E. Ewing Mr. Oxian made a motion to accept the Landmark Reports on 920 W. Washington, 716 W. Colfax, and 1938 E. Ewing and to proceed with landmark designation on all three buildings; Mrs. DeLaruelle seconded; motion passed. First reading was held for all three structures. 2) Landmarks Committee • A Landmarks Committee Meeting was called for April 16 at 7:30p.m. on the 11th floor of the County/City Building to discuss the Facade Easement program and Mr. Oxian's proposal for 20th century landmarks. 3) Landmarks Standards Discussion of changes in the Landmarks Standards was tabled until April. d. Legal No report. e. Public Relations & Community Education 1) Maps of Historic Districts Referred to committee. 2) Historic District Signs Referred to committee. • 3 f. Environmental Impact Statement 1) 935 S. Ironwood Mr. Darr presented the current site plan for 935 S. Ironwood. Mrs. Petrass made a motion to accept the site plan as is pending more information on the construction of the fence around the parking lot; Mrs. DeLaruelle seconded; motion passed. g. Staff Report 1) Survey Update and Reevaluation a) 733 W. Washington Ms. Straw presented a Reevaluation Recommendation and Site Report on 733 W. Washington at the owner's request. The Recommendation (see Appendix A) indicates that the building be re -rated from a c/10 to an s/11. Mr. Oxian so moved; Mr. Nimtz seconded; motion passed. b) 1045 W. Washington • Ms. Straw presented a Reevaluation Recommendation (see Appendix B) on 1045 W. Washington and recommended that the building which formerly had not been surveyed be rated an s/11. Mrs. Choitz so moved; Mrs. DeLaruelle seconded; motion passed. • 2) Mayor's Conference Ms. Kiemnec reminded the Commission of the third annual Mayor's Conference on Historic Preservation which will be held on May 4, 1985 at 8:30 a.m. The title will be "Inside/Outside Your Old House: A Conference on Residential Conservation." 3) Studebaker Clubhouse and Trees Ms. Straw reported that a draft of the National Register application is completed and the final copy will be completed by the end of the week. 7. Old Business Mrs. Sporleder brought up the hedgerows in the northwest part of the county and asked that a method of preserving them be investigated. 4 • ".w Business a. Fort Wayne Workshop for Historic District Commissions Ms. Kiemnec reported that the Fort Wayne Historic District Commission, the Indiana Alliance for Preservation Commissions, and Historic Landmarks Foundation of Indiana are co -sponsoring a workshop for commissions in Fort Wayne on May 2. It will begin with a luncheon at 11:30 anda discussion of Fort Wayne's Facade Grant Program. The workshop will begin at 1:00 p.m. with talks by Mr. Reid Williamson, HLFI, Ms. Vicki Sanstead of the Indianapolis Commission, and Ms. Kiemnec. There will also be a panel discussion on historic districts which will include Mrs. Choitz. 9. Hearing of Visitors No report. 10. A. Straw & K. L. Kiemnec OLD RATING C/10 ADDRESS 733 W. Washington (Walter & Mary Funk Residence - 1895) DED RATING S/11 REASON(S) FOR CHANGE: 1. The aluminum siding has been removed and the clapboard and shingle siding has been restored. 2. Architectural details such as the oval attic light, wide lintels, dentals, etc. have been revealed by the removal of the siding. 3. Exterior of the house has been painted in colors similar to the original colors. Washington (Children's Dispensary and Hospital/ Hansel Center) PLANNER E. Straw OLD RATING RECOMMENDED RATING - 11 Not Rated REASON(S) FOR CHANGE: 1. The Children's Dispensary and Hospital is an excellent example of an early twentieth century institutional structure. The building has retained most of its original integrity including a terra-cotta reproduction of Luco-Della Robbia's "Bambino" over the entrance. 2. The building was designed by Willard M. Ellwood, a prominent South Bend architect. 3. The Children's Dispensary and Hospital Association is an important charitable organization in the city of South Bend. Founded by Dr. Charles E. Hansel along with Dr. J. B. Berteling in 1909, the organization's purpose -was to lower the child mortality rates. The Dispensary offered free milk along with medical and dental care. In 1951 the milk fund was discontinued and in 1966 all medical operations were turned over to Memorial and St. Joseph hospitals. The organization is now involved with the administration of Camp Millhouse. 1045 West Washington was the third location of the association and was built to offer the children of South Bend the best medical care available.
