Call to Order The meeting was called to order at 7:40 p.m. 2. Roll Call MEMBERS PRESENT: Mr. John Oxian, Mr. Odell Newburn, Mr. F. Jay Nimtz, Mrs. Martha Choitz, Mr. Charles Hayes, Mrs. Gina DeLaruelle, Mrs. Joann Sporleder, Mrs. Janeanne Petrass, Ms. Karen Kiemnec, and Ms. Elizabeth Straw. MEMBERS ABSENT: Mr. Michael Beatty. ALSO PRESENT: Ms. Jeanne Derbeck, South Bend Tribune Reporter, Kevin Smith, Edgewater property owner, and Ms. Ann Crumlish, Research Assistant. 3. Approval of Minutes Mr. Nimtz made a motion to approve the minutes as sent; Mrs. Choitz seconded; motion passed. 4. Treasurer's Report Mrs. Choitz made a motion to approve the treasurer's report as sent; Mrs. DeLaruelle seconded; motion passed. 5. Correspondence a. Preservation News, June, 1985. b. Brochures from Wabash on their architecture, programs, and exhibits. c. The Victorian, Vol. 13, No. 1, 1985. d. A brochure on a new publication called All About Old Buildings: • The Whole Preservation Catalog. 6. Committee Reports Mr. Nimtz made a motion to rearrange the order of the agenda in order to accommodate Mr. Kevin Smith from Edgewater Place; Mrs. Choitz seconded; motion passed. a. Budget & Finance Ms. Kiemnec reported that the 1986 Community Development Budget Process will be starting and that the County Budget will soon be due. A meeting to review the 1986 Budget was scheduled for Tuesday, June 25, at 12:00 noon. b. Historic Districts 1) Riverside Drive Update Mrs. Choitz reported that the Riverside Drive Historic District Designation passed the Common Council on June 10 unanimously. Ms. Kiemnec reported that a questionnaire is being prepared to distribute in the district. The information obtained will be compared to information which will be solicited from a future questionnaire to determine the effects of the district on the area. 2 2) Lincolnway East Historic District a) Certification Ms. Straw reported that an application for Certification of the Lincolnway East Historic District has been sent to the State Historic Preservation Office. Certification of the district will allow owners of depreciable property to use the Investment Tax Credit. c. Historic Landmarks 1) Committee Meeting Report Mr. Oxian reported that his committee met to discuss the Facade Easement Program. He distributed a report explaining the program (see Appendix A) and indicated that it is a preliminary outline which will need to be expanded on. Mrs. Choitz made a motion to accept the draft of the program and to proceed with its development; Mr. Nimtz seconded; motion passed. • 2) Darden Bridge Ms. Kiemnec reported that there will be a meeting to discuss the Darden Bridge on June 19 at 4:00 p.m. in the MACOG conference room. d. Legal The Legal Committee also met to discuss the Facade Easement Program, see above. e. Public Relations & Community Education Ms. Kiemnec reported that she is continuing to work on funding for the Historic Districts Brochure. f. Environmental Impact Statement 1) 1216 Lincolnway East Ms. Kiemnec reported that she had issued a Certificate of Appropriateness for 1216 Lincolnway East for a new fiberglass shingle roof and for installation of a central air conditioning system. The units will be screened by is landscaping. 3 n 2) 619 Edgewater Ms. Kiemnec explained that Mr. Kevin Smith, owner of the property at 619 Edgewater Street, had received a Certificate of Appropriateness in May of 1984 to construct a boat launch (see Appendix B). Since he has not completed the project and it currently is constructed of concrete block which is in violation of the standards, the Commission sent him a letter. Mr. Smith came in to request the use of a stucco substance over the concrete wall rather than fieldstone as originally requested. Mr. Hayes made a motion to approve the stucco but it died for lack of a second. The Commission did not act on Mr. Smith's request, reaffirming the 1984 Certificate of Appropriateness. Mr. Nimtz made a motion to resume the usual order of the agenda; Mr. Oxian supported. g. Staff Report 1) Small Town Survey Ms. Kiemnec reported that Miss Ann Crumlish had been hired to work on the County Summary Report and introduced Miss Crumlish. She will complete the chapter and then begin the paste up of the book. h. Personnel Committee 2) Report Mrs. Sporleder reported that the Personnel Committee had met and agreed to extend Ms. Straw's contract until December 31, 1985 and to give her a 3% raise. Mr. Hayes made a motion to that effect; Mrs. Petrass seconded; motion carried. 7. Old Business a. National Alliance of Preservation Commissions Ms. Kiemnec reported that a reply had been received from the NAPC Board regarding her acceptance of the position of Indiana representative for the group (see Appendix C). b. Illinois Preservation Conference • 4 Ms. Kiemnec reported on the conference (see Appendix D). c. Department of Interior Grant Ms. Kiemnec reported that the Commission has received an award letter regarding the 1986 Administrative Assistant grant from the State Historic Preservation Office. b. Fredrickson House Mr. Oxian asked that Ms. Kiemnec inquire as to the status of repairs on the Fredrickson House. The 60 day deadline for repairs required by the Code Enforcement Department expired early in June. 8. New Business a. Publications Ms. Kiemnec reported on two new publications purchased by the Commission: Preservation of an Historic Building Material Terra Cotta by Nancy D. Berryman and Susan M. Tindall and Shaker Villabe Colors a Guide to Exterior Paint Colors for Residential Architecture 1905-1939 by The City of Shaker Heights. 9. Hearing of Visitors No report. 10. Announcements $ Miscellaneous Matters Mr. Newburn made a motion to adjourn; the meeting was adjourned at 9:25 p.m. 5 APPENDIX "A" Cza .�-t' 0 A PROCEDURES FOR ACCEPTING A FACADE EASEMENT FOR LOCAL PROPERTY TAX BENEFIT 1. A letter will be sent to all Landmark owners explaining the benefits of a facade easement, how to obtain, and its restrictions and limitations. 2. Once an inquiry is made by the owner, requirements will be explained in detail. 3. Requirements of the property owner: a. Photographs of all exterior facades and some of details b. Application for facade easement including name, address, detailed architectural description of building, dimensions of building, condition, etc. c. Sign a contract with the Historic Preservation Commission detailing the requirements of the facade easement d. Apply for property tax reduction annually from the County Auditor e. File an annual information sheet accompanied by updated photographs with the Commission. The owner will be required to state that no changes have been made to the building. 4. Requirements of Historic Preservation Commission a. Explain facade easement program b. Explain photographs needed or contract with owner to take them C. Draw up and distribute annual information sheet d. Notify Auditor of all violations e. Establish fee for accepting a facade easement - a suggested fee of $20.00 should be paid yearly on the property tax saving to be computed by the property owner. A copy of the tax statement shall be submitted with the payment. f. You may wish to either submit a written report on preservation commission activities in Indiana before that time, or you may wish to have someone from Indiana represent you.
