Call to Order The meeting was called to order at 7:35 p.m. 2. Ms. Kiemnec reported that an information sheet on the HPC was sent with a Northern Indiana Historical Society mailing recently. 6. Committee Reports Mrs. Choitz made a motion to rearrange the order of the agenda in order to accommodate visitors; Mrs. Petrass seconded; motion passed. a. Budget & Finance Ms. Kiemnec distributed a budget sheet with the 1985 budget to date and the proposed 1986 budget. Mr. Oxian made a motion to approve the cit budget as proposed; Mrs. DeLaruelle seconded; V motion passed. Mrs. Petrass made a motion to approve the county budget as proposed; Mrs. DeLaruelle seconded; motion passed; Mrs. Choitz voted nay. Mr. Oxian made a motion to approve the Community Development budget as proposed; Mrs. DeLaruelle seconded; motion passed. b. Historic Districts 1) Riverside Drive Update Mrs. Choitz reported that the Riverside Drive Historic District residents will conduct a meeting on Wednesday, July 17 at 7:30 p.m. to discuss the Liaison Committee Election, lighting, the riverbank, and several other issues. The Commission discussed whether a Liaison Committee member must be a resident and the procedures were read from the Preservation Plan dealing with that issue, "The person 2 • nominated must be an owner of property within the historic district boundaries," (p. 63) . c. Historic Landmarks 1) Facade Easement Update Mr. Oxian reported that Mr. Nagy, the County Auditor, will be presenting the facade easement program to the State Board. Mr. Oxian indicated that the Commission's attorney, Mr. Kevin Butler, had reviewed the proposal and suggested tnat since an amendment to the original state statute had been passed that our program might need to be done differently. Mr. Butler was to contact Mr. Nagy about his interpretation of the statute. 2) Darden Bridge Meeting Mrs. Sporleder reported on the meeting which was held July 10 (see Appendix A). 3) 742 Sancome Report • The Landmark Committee and Ms. Straw presented a landmark recommendation report for Mr. Oxian's home at 742 Sancome (see Appendix B). Mrs. DeLaruelle made a motion to accept the report; Mrs. Petrass seconded; motion passed. d. Legal No Report e. Public Relations & Community Education Ms. Kiemnec reported that she is continuing to work on funding for the Historic Districts and County Auto Tour Brochures. f. Environmental Impact Statement 1) Certificate of Appropriateness Permit Ms. Kiemnec distributed a Certificate of Appropriateness Permit draft prepared by Mrs. Eugenia Schwartz, the Assistant City Attorney (see Appendix Q. Mrs. Choitz made a motion to accept the Certificate of Appropriateness Permit; Mrs. Petrass seconded; motion passed. 2) 709 Arch • 3 i Ms. Michon Spees, owner of 709 demolish the garage behind her to allow her to tear down the motion passed. 3) 805 Bronson Arch, requested permission to house. Mr. Oxian made a motion garage, Mrs. Choitz seconded; Ms. Kiemnec reported that a plain solid core door at 805 Bronson had been replaced with a six panel door. Mr. Oxian made a motion to accept the report; Mrs. Choitz seconded; motion passed. 4) 619 Edgewater Ms. Kiemnec reported that the fieldstone on the riverbank project of Mr. Kevin Smith at 619 Edgewater is almost completed. 5) Union Station Mr. Tom Kenrick of Hurtt Kenrick and Associates, architects for the Union Station project, , presented final plans • drawings, and materials for the proposed restoration of the building. He addressed the six items questioned by the Certificate of Appropriateness Committee in November, 1984 when it reviewed preliminary plans (see Appendix D). Mr. Oxian made a motion to accept the plans as proposed provided that any changes to the plans will be brought to the attention of the Commission; Mrs. Choitz seconded; motion passed. • 6) 1346 Lincolnway East Ms. Kiemnec reported on a project at 1346 Lincolnway East which was done without a Certificate of Appropriateness. She was called on June 27, 1985 by the owners for a review of new porch steps and balustrade. She set up an appointment for July 1 but when she arrived the project was half completed. Ms. Kiemnec told the owners to cease work and sent a letter on July2 to that effect, however., the project was completed by July 3rd. Mr. Oxian made A`Voaisapprove the steps and step balustrades due to inappropriate scale and proportion and to have them removed; Mrs. Choitz seconded; motion passed. 7) Reports Mrs A DeLaruelle reported that a roof is being constructed at 722 �hout a Certificate of Appropriateness. 4 Ms. Straw reported the same at 545 River Avenue. The Commissioners requested that further action be taken on 705 Lincolnway East where a balcony balustrade has been removed. They suggested the staff report the incident to the Code Enforcement Department because of the safety hazard. g. Staff Report 1) Small Town Survey Ms. Kiemnec reported that work on the Small Town Survey publication is continuing. She is seeking additional funding for the research assistant and secretarial help for the project. 2) Multiple Resource Area Ms. Straw reported that as of June 5, 1985, the downtown South Bend'Multiple Resource Area was listed on the National Register of Historic Places. • 3) Council Oak, LaSalle's Landing, and Pinhook Lagoon The staff reported that a request had been received from Mr. Joe Peyser for landmark status for the Council Oak and LaSalle's Landing. Ms. Straw sent him a letter indicating the Commission's support for such a proposal and asked for more historical information on the two sites. In addition, the Commission received a copy of a letter to Mr. David Roos, the Mayor's administrative assistant, regarding proposed water skiing at Pinhook Lagoon and Mr. Peyset's reasons for objections to the proposal. 7. Old Business a. Michiana Arts & Sciences Council Grant Ms. Kiemnec reported that the Commission did not receive the grant requested from the Michiana Arts and Sciences Council for computer equipment but was encouraged to reapply in September. 8. Historic Preservation Commission -Staff Assistant � Participants introduced themselves and explained their affiliation, Mrs. Sporle6er described plans for the bicycle and jogging trail, the green strip, and the railroad rights of way and their relationship to the river and the Darden Bridge. Mr. Barkley indicated that | & M is in the process of divesting itself of some property along the river that might effect some of the plans described above. He and Mr' Larr|son expressed their concerns for safety if the bridge opened to snowmobiles and motorcyclists. The structural soundness of the bridge, the cost of rehabilitation, and the historical importance of the bridge were discussed. Mrs. Gporleder reported that the Historic Preservation Commission staff had nominated the bridge to the National Register of Historic Places and it was listed on March, 7985, She felt that the listing might help with some of the funding possibilities. Ms. Kiemnec relayed information about an engineering firm, A. G. Lichtenstein & Associates, Inc., which specializes in the rehabilitation of historic bridges (see Appendix A)' Mr. Larrioon described two proposals from a local engineering firm, one for $4,500 to study the approaches put up in 1907, and one for $15,000 to study the condition of the entire bridge. Mrs' Sporleder discussed the condition of the bridge. She indicated that the Marine Reserves were interested in helping to rehabilitate the bridge but would not be able to work on it for several months. Concern was expressed for making a commitment to save the bridge, develop a plan for it, and find funding. Mr. Barkley indicated that he would like to include historic preservation commission of south bend and st. joseph county Darden Road Bridge Meeting - July 10, 1985 Page 2 some funding for the bridge in the 1986 Budget in the Cumulative Bridge Fund but to do that we would need estimates of costs for studies and rehab. Mrs. Sporleder and Mr. Berkebile indicated that DNR Water & Conservation funds might be one source of funding. Mrs. Moffett -Carey reported that the Darden Bridge was included as part of the Riverbank Trail System which has had $200,000 allocated to it for development. She also explained that the DNR public access, which is just south of the bridge, will be upgraded and that may have a positive effect on funding possibilities for the bridge. Mr. Romine indicated that Clay Township has been and would be willing to take over responsibility for the bridge. Mr. Larrison said he would check into the legal implications of that proposal. It was agreed that estimates for engineering studies and rehabilitating the bridge must be obtained in order to proceed and that these items should be dis- cussed with Mr. Richardson. Mr. Berkebile said that he expects the Liability Insurance to rise significantly in 1986 and that should be a consideration with cost estimates for the bridge. Mrs. Sporleder asked if it was possible for the Darden Bridge to be included in 1986 applications for funding to the DNR. Mr. Berkebile felt the Parks Department could readjust its Master Plan by June, 1986 to include the Bridge as part of a trail. Mrs. Jones indicated that federal monies are available for bicycle trails which are transportation and recreation related. She will check into the possibilities. Mr. Papaleo expressed his concern for safety on the bridge. He felt that it is an important asset and transriver link and that it would be used frequently if it were rehabbed. Mr. Roman indicated that the concerns of the hospital were safety, vandalism, and noise level. Police jurisdiction and patrol of the area were discussed. 40 • 0 APPENDIX "B" 7-85 historic preservation commission of south bend and st. Joseph county • LANDMARK RECOMMENDATION The house at 742 Sancome Avenue was built c. 19$2 by Lawrence and Minnie Zeitler. Lawrence Zeitler was employed by the Studebaker Corporation. Other family members that resided in the house included Albert Zeitler, a draftsman; Blanche Zeitler, a seamstress; Ethel Zeitler, an office worker for Oliver's; and Zora Zeitler, a clerk for South Bend Watch Co. Ethel and Zora Zeitler continued to live in the house until the late 1970's. The house is rated S/11 on the city survey. The house is a good example of a transitional Queen Anne/American Foursquare built in South Bend in the early twentieth century. The owner of the house, John H. Lot 138 Cushing's 6th Addition historical notes • This house at 742 Sancome Avenue was built for Lawrence and Minnie Zeitler around 1903. Lawrence Zeitler purchased this lot and two adjoining lots from South Bend businessman and real estate developer Albert G. Cushing in 1901. Mr. Zeitler was employed for several years by the Studebaker Corporation. Other family members that resided at the house included Albert Zeitler, a draftsman; Blanche Zeitler, a seamstress; Ethel Zeitler, an office worker at Oliver's; and Zora Zeitler, a clerk for South Bend Watch Company. The two major changes to the building are greenhouse windows above each wing and a partial enclosure of the south wall canopy. The greenhouse windows are proposed to be between the two pilasters in the same round arch as the windows. The south wall enclosure will have stucco walls and glass block windows (windows will correspond with current building openings). Glass block is proposed for light as well as security. Skylights will add further light to the enclosure. Ms. Kiemnec suggested that the glass block wall at the east end be moved behind the current supporting post. The doors on the north wall will number (4) four instead of the current (6) six but each end panel will be a door panel. The east side will be similar with (2) two functioning doors instead of (4) four. Windows will be replaced with thermal windows with the same mullion configuration. Plans for the roof are not yet finalized. Mr. Smith will investigate the cost of copper but if that is prohibitive, he would like to use a composition roof. Mr. Smith showed a site plan which included a row of trees along the parking lot on Lafayette Street. Mr. Smith indicated that he plans to complete the east wing in about (9) nine months and the remainder of the project in 1� to 3 years.
