Ms. Kiemnec introduced herself, explained the purpose of the meeting, who was asked to attend, and then introduced special guests - Joe Pluta from the City Engineer's office and Mr. Phil McDonald from I & M. After self -introductions by participants, Ms. Kiemnec asked for concerns of owners. They included: maintenance, architectural compatibility, increased light level, uniform color, large freeway lighting, new modern replacement posts, height of lighting fixtures - low enough to be effective in warmer weather (when trees are out). Some of the questions and opinions stated by the participants were: - Perhaps a well-designed simple contemporary fixture would be appropriate when early fixtures have all been lost. - Are there lighting requirements for state roads, if so what are they, and why do lighting types vary so (i.e. roadway lighting on S.R. 33 in S.B. and boulevard lighting on S.R. 33 in Mishawaka). - Mr. McDonald indicated that we need to decide how we want lighting to function: as a decorative element or highway safety where there is heavy traffic (approximately 20' to 30' above street). He stated that I & M is only in the business of roadway lighting. Too expensive to maintain and replace historic light fixtures. He suggested 2 tariffs which would allow homeowners to purchase their own fixtures and have a metered service for which they are charged (called SLC). I & M would supply energy and relamp. City would maintain. The other is SLCM whereby I & M supplies only energy. City or neighborhood would have to pay for installation. - How expensive will fixture replacement be if replaced at a rate of 1 every year or so? HISTORIC DISTRICT LIGHTING MEETING Page 2 0 - Mr. McDonald described the current boulevard lighting that I & M has available: a grey or black fiberglass pole about 14' - cost is $200 to $300 whil.e concrete poles are $600 to $700. He said it can be seen at the I & M Service Bldg. at Lathrop St (near the entrances). - What about using better designed lanterns on fiberglass poles? Mr. McDonald said it would not work because of differences in size. - The new fiberglass lanterns are very utilitarian with little attention to quality design and easily damaged. - Mr. McDonald indicated that 1 advantage of the fiberglass poles is that a concrete base is not used thus some of the costs are defrayed. They are simply put into the ground and if knocked over are re -installed. - Mr. Crumlish described a reproduction lamp being installed by the power company in Niagara, N.Y. It is made of polymer. - There is a diversity within the historic districts so that a couple styles of reproductions would be appropriate. Could not several of each style be stock piled to be drawn from as replacements are necessary over the next several years? - The HPC needs information on lighting policies of the City and I & M in order to set up standards for historic districts. How do we seek this information? - Requests for new lighting go to the City but the City has no budget for new installations. - A Riverside resident expressed the commitment of his neighborhood to try to preserve some of our heritage by saving the architecture and ambience of the early 20th century Riverside Drive area. He felt that that could not be accomplished unless it was a City-wide effort. - I & M no longer offers incandescent lighting for new or replacement lampposts. High pressure sodium or mercury vapor are being used. They are attempting to take down old lampposts in areas where there is no concern for them to be able to replace lampposts in historic neighborhoods where there is concern. Ten years ago, whenever I & M took down several lampposts, those were sold. I & M areas - Muncie, Ft. Wayne, Muncie, Benton Harbor. Ft. Wayne historic reproduction - customer -owned and maintained,installed by City Light (now owned by I & M). - Why should established historic neighborhoods which are an economic asset to the City have to pay for their own streetlights in order to have something '40 aesthetically pleasing? HISTORIC DISTRICT LIGHTING MEETING Page 3 - Riverside residents expressed concern about how to deal with the streetlight issue in their standards which will soon become part of a City Ordinance. They indicated a desire to work with the City and I & M and compromise but at the same time want some cooperation from those two groups. - Mr. Pluta suggested that a neighborhood decide what they want as far as streetlighting is concerned and then meet with him. His department would then try to find funding for the lighting and if there is none, the project would be put on hold. He also suggested the neighborhood write to the Mayor and the Council. Mr. Pluta was given a copy of Riverside's proposed standards. - Mr. McDonald said he would be glad to take our suggestions for replacement lampposts back to his company but he was not sure how effective it would be. I & M would like to relinquish ownership and maintenance of lampposts to either the City or the neighborhood associations and would consider offers. - Mr. Pluta suggested coming to his office with information on the type of lighting being sought. He further indicated that the City might be able to purchase from I & M some of the current lighting systems in some of the historic neighborhoods at a reasonable price. Kiemnec Admin. Assistant - Elizabeth A. Straw Attorney —Kevin Butler In 1984, the Historic Preservation Commission and staff provided more services to more community residents than ever before. This was due in part to the addition of a full time professional staff person which increased capacity but also because more inquiries were received in 1984 than in previous years (due to an increased awareness of preservation and favorable tax benefits for owners of historic buildings). The Commission aided the community by giving out information on the Historic Sites and Structures Inventory (both county and city), local landmark and district designation, the National Register, the 25% Investment Tax Credit, facade easements, and preservation legislation. Help was also given in the form of technical advice on restoration techniques to residential, commercial, and industrial owners. The Commission served as a liaison between local owners and officials and state and federal officials. Through this and various other special projects and programs (see #VII),as well as its day to day business, the Commission directly and indirectly impacted the preservation of several historic resources in the area. 1. HISTORIC SITES AND STRUCTURES INVENTORY The Commission developed a program as part of the 1984 Preservation Plan to continually update the survey in order to keep it as current as possible. Part of this Plan also included a process to identify scarce and endangered resources. One structure, on the city survey, was upgraded from C/10 to S/11 - 1204 Lincolnway West. The staff continued to work on the County Summary Report which will be published in 1985 and include an updated list of rural historic resources as well as buildings and sites from the small towns. A student intern from Notre Dame worked (for credit) on one chapter of the book. II. LANDMARKS The following structures were designated as local landmarks: 1840 Kessler Boulevard 1204 Lincolnway West 227 Scott Street 322 West. Marion Street 1007 Riverside Drive 1059 Riverside Drive 0 •III. DISTRICTS The Lincolnway East area from 1142 to 1412 was designated as a local historic district in June of 1984. Work also began in the summer on Riverside Drive as -a local district. In addition, a brochure and other handouts were prepared for area residents to answer questions on local districts. IV. CERTIFICATE OF APPROPRIATENESS Certificates of Appropriateness were reviewed for the following properties: 405 West Wayne 107 West North Shore Drive 552 River Avenue 619 Edgewater Place 802 Arch 110-112 Franklin 129 West North Shore Drive V. ENVIRONMENTAL REVIEW 557 Edgewater Place 1608 Devon Circle 7672 Lincolnway East 553 Edgewater Place 757 Lincolnway East 740 Bronson The Commission and staff met with private owners, architects, Redevelopment and Bureau of Housing Officials, state officials, and a National Park Service repre- sentative to review and expedite plans for the following projects: • Central High School Sonneborns (Second St. Joseph Hotel) 739 Bronson Street Union Station Morningside Hotel State Theater Marquee 617 West Washington/626 West Colfax VI. CONFERENCES AND MEETINGS Commission members, the director, and the administrative assistant participated in various conferences throughout the year to keep abreast of current preservation legislation, policies and techniques and thus better serve St. Joseph County. They included: -Second Annual South Bend Mayor's Conference on Guidelines for Successful Rehabilitation of Historic Commercial Buildings, May 15, attended by Mrs. Choitz, Mr. Butler, Mr. Oxian, Mrs. Sporleder, Ms. Kiemnec and Ms. Straw. -Historic Landmarks Foundation of Indiana Annual Meeting, April 27, Mr. Nimtz and Ms. Kiemnec. -National Main Street Center Videoconference on Revitalizing Downtown, September 18, Mrs. Choitz, Mr. Oxian, Mrs. Petrass, Ms. Kiemnec, and Ms. Straw. -Society of Industrial Archaeologist Annual Conference on Workers Housing and Industrial Buildings, June 14-17, Ms. Straw. -A Regional Conference in Ypsilanti, Michigan on Commission Issues of the Eighties, September 28 and 29, Ms. Kiemnec. VII. '' SPECIAL PROJECTS On May 15, in conjunction with the Historic Landmarks Foundation of Indiana, South Bend Heritage, Southhold Restorations, and the Redevelopment Department for the City of South Bend, the Commission sponsored the Second Annual Mayor's Conference. Featured speakers included an architect and a developer from Colorado, a representative from the Philadelphia National Park Service office, the director of the Indiana Division of Historic Preservation, and an attorney from Indianapolis. Over seventy individuals from South Bend and Northern Indiana attended the event. The Commission completed the Industrial Buildings Project in which over fifty historic factory buildings were studied to determine eligibility for the National Register of Historic Places and thus make available to owners the 25% Investment Tax Credit on Rehabilitation. Also completed was a slide/tape presentation to promote the project in the community. In October, the Commission published the Preservation Plan for the City of South Bend. It defines procedures for: identifying scarce and endangered historic resources, updating the survey, and declaring landmarks and districts. Also included are recommendations for interdepartmental relations and future Commission projects. The concept of this plan will be adapted to include county resources in 1985. A memorandum of Agreement was finalized by which the Commission staff will help facilitate the Section 106 Review of local -federally -funded projects. Additional documentation was provided for the downtown South Bend Multiple Resource Area application to the National Register of Historic Places. Nominations to the National Register were also completed for the Darden Bridge and Union Station. The Commission staff organized a section on historic preservation for the National Association of Housing and Redevelopment Officials conference in South Bend; a workshop for the Department of Code Enforcement; and a presentation for South Bend teachers. The Director was chosen to participate in the 1984-85 Chamber of Commerce Leadership Training Program. VIII. STAFF Ms. Karen Kiemnec continued her position as director of the Commission. Funding was obtained to hire a full time administrative assistant, Elizabeth Straw. In addition, two research assistants worked on the Industrial Buildings Project, Randal Wallar (January to June) and David Barrett (June to September). A Notre Dame student, who served as an intern (for cource credit), helped with the County Summary Report. Approval of Minutes Mr. Oxian corrected page three, item 7a to indicate that the exterior as well as the interior of 519 N. Michigan was intact. Mrs. Choitz made a motion to approve the minutes with the correction; Mr. Nimtz seconded; motion passed. 4. Treasurer's Report No report until February. 5. Correspondence a. A letter from the National Trust to all easement holding organizations. b. A copy of the letter written by the Commission to the students and teacher at St. Anthony's School who are working on the small statue of liberty in front of the Courthouse. Also a copy of the letter by the Commission which appeared in the "Voice of the 0 • People." c. A letter from Mr. Richard Gantz, Director of the Division of Historic Preservation in Indianapolis, with his comments on our suggestions regarding the Certified Local Government Program. d. Information on the IUSB Continuing Education courses and management programs. e. A brochure on books from the Center for Urban Policy Research. f. A letter from the State Division of Historic Preservation indicating that the Darden Bridge was up before the Review Board on January 16, 1985. g. Committee Reports a. Budget & Finance Mrs. Sporleder asked for a motion to renew the annual contract for Ms. Straw, the Administrative Assistant, for 1985 with a provision for a 6 mo. review and possible salary increase pending the outcome of the review. Mr. Hayes made the motion; Mr. Newburn seconded; motion passed. b. Historic Districts 1) Riverside Drive Historic District - Public Hearing Ms. Kiemnec gave a quick review of how the designation has progressed thus far and the purpose of the public hearing. Mr. Bennett indicated the support for the designation from the neighborhood and the large number of people who have shown up 2 • at meetings to work on the standards. He inquired whether the public hearing should be continued until February to give more of the residents a chance to attend but the consensus was that the public hearing would be completed on January 21, 1985 as advertised. Mrs. Mary Goerke expressed her concern about expired building permits for additions that stood uncompleted for several years. She was advised to contact the Code Enforcement Department as the Commission does not yet have jurisdiction in the neighborhood. Mr. Wayne Nelson spoke regarding the standards for Windows and Doors which he felt were too restrictive. The consensus was to leave them as written. Mr. Newburn made a motion to accept the standards as written; Mr. Hayes seconded; motion passed. 2) Lincolnway East - Upgrade Ratings Ms. Straw distributed a list of buildings in the Lincolnway East Historic District which were to be rerated as a result of an update to the survey in that area for publication of the standards (see Appendix D). The recommendations were based on a meeting between the staff and Mrs. Sporleder. Mr. Hayes made a motion to rerate the buildings as recommended and to vote on them as a unit; Mr. Newburn seconded; motion passed. 3) 513 River Ms. Kiemnec reported that she had received and confirmed a report that the owners of 513 River Avenue in Edgewater Place Historic District had installed glass block windows in the foundation which was against the standards. She reported the incident to Mrs. Kathy Barnard of Code Enforcement who responded with a letter indicating that the matter is now being reviewed by the City Attorney's Office (see Appendix E). c. Historic Landmarks 1) 601 Lincolnway East Ms. Kiemnec read a letter from Mrs. Barnard to Mr. Phil Panzica which was a response to his inquiry about new construction on the property at 601 Lincolnway East (see Appendix F). In the letter she reviewed the standards for new construction in the district and the Historic Preservation Commission Ordinance. 2) 716 W. Colfax ,0 3 • Mr. Oxian distributed a report on 716 W. Colfax with a recommendation from he and the staff that the building be upgraded from C/10 to S/11. Mr. Nimtz made a motion to upgrade the building according to the recommendation; Mrs. Choitz seconded; motion passed. Mr. Oxian requested that the Commissioners look at the building before the next meeting to help determine whether it is eligible for landmark status. d. Legal No Report e. Public Relations & Community Education No Report f. Environmental Impact Statement No Report g. Staff Report 1) Small Town Survey • Ms. Kiemnec reported that at a recent mtg. with Mr. James Conley they discussed the Small Town Survey and he suggested that Historic Landmarks Foundation of Indiana might be able to put together funding for an intern to help complete the County Summary Report. Mr. Newburn made a motion to pursue the funding; Mr. Nimtz seconded; motion passed. • h. Nominating Committee Mr. Nimtz presided over the Committee Report and Elections. He reported that the nominees were: Mrs. Sporleder for president, Mr. Oxian for vice-president, Mr. Newburn for treasurer, and Mr. Hayes for secretary. He asked for nominations from the floor and there were none. Mrs. Choitz made a motion that the Nominating Committee Report be accepted and that the Secretary be instructed to cast a unanimous ballot for all nominees; Mr. Nimtz seconded; motion passed. 7. Old Business a. Water Landmarks Ms. Kiemnec reported on the information she had obtained on the Water Landmarks program. It involves national recognition of the 4 • facility, if chosen. The Indiana committee only meets once a year in early January and if it passes the building it sends it on to the Executive Committee which meets in February. The information needed for nomination is evidence of local recognition, black and white photographs, and historical documentation. Ms. Kiemnec recommended that we go ahead with the nomination. Mr. Oxian made a motion to that effect; Mr. Newburn seconded; motion passed. b. Annual Report Ms. Kiemnec asked for comments or revisions to the outline for the Annual Report which she had sent out (see Appendix G). Mr. Newburn made a motion to accept the basic outline for the report; Mr. Hayes seconded; motion passed. c. Report on Lighting Meeting Ms. Kiemnec reported on the lighting meeting held on January 8, 1985 (see Appendix H). 8. New Business a. Committee Appointments Mrs. Sporleder made committee appointments for 1985. A list will be included with the minutes in February. b. Effective Meeting Management Workshop Ms. Kiemnec asked the Commissioners if they would be interested in having Ms. Marsha Kline do a workshop on effective meeting management which would include topics such as leadership, listening, and speaking effectively. The matter was tabled for further consideration. c. Administrative Costs for Grants Mrs. Sporleder asked for a motion to give her permission to have a contract drawn up which would provide that Ms. Kiemnec, the Commission Director, receive 5% of all grants she brought in. Mr. Nimtz made such a motion; Mr. Newburn seconded; motion passed. d. Urban Demonstration Program Mrs. Sporleder asked for a motion to offer staff time to help prepare an application for the Urban Demonstration Program of the National Main Street program if the city was interested. Mr. Oxian made a motion that staff time be provided if the application 5 E was for the 500 block of South Michigan Street. The motion died for lack of a second. Mr. Nimtz made a motion to offer staff time to help the city prepare an application for the Urban Demonstration Program; Mr. Newburn seconded; motion passed. 9. Hearing of Visitors No Report 10. Announcements & Miscellaneous matters a. February Meeting Date Mr. Newburn made a motion to move the February meeting from the 18th to the 11th; Mr. Nimtz seconded; motion passed. b. Mr. Oxian's Reappointment Ms. Kiemnec announced that Mr. Oxian had been reappointed by the County Commissioners from January 1, 1985 to January 4, 1988. The best"'approach to the firehouse project would be the formation of a ' rcommittee.to oversee the planning for a complete restoration. Before the fire, there were problems of exterior maintenance such as masonry *terioration'that detracted from the structure'sability to act as a true "drawing card" for the area The surrounding tri -angular lot should be maintained in as much of a "park -like" setting as possible; including the removal, replanning or resurfacing of the parking area at the entry of the building. I'm sure that there are many other points to consider is as well. It would appear that this misfortune could give us the opportunity to util.ize,.this neighborhood landmark to its fullest..potential and thereby continue''the promotion of A unique city area!
