Call to Order The meeting was called to order at 8:02 p.m. 2. Roll Call MEMBERS PRESENT: Mr. John Oxian, Mrs. Janeanne Petrass, lir. Michael Beatty, Mr. Charlie Hayes, Mr. Odell Newburn, Ms. Karen Kiemnec, and Ms. Elizabeth Straw. MEMBERS ABSENT: Mr. F. Jay Nimtz, Mrs. Gina DeLaruelle, Mrs. Martha Choitz, and Mrs. Joann Sporleder. ALSO PRESENT: Ms. Jeanne Derbeck, South Bend Tribune Reporter; Mrs. Ann Puzzello, Fourth District Councilperson. • 3. Approval of Minutes Mr. Newburn made a motion to approve the minutes as sent; Mr. Hayes seconded; motion passed. 4. Treasurer's Report Mrs. Petrass made a motion to approve the treasurer's report as sent; Mr. Hayes seconded; motion passed. 5. Correspondence a. A letter from the National Trust on a 1985 Directory of Historic Preservation Lawyers. b. The Indiana Arts Commission News for Winter, 1985. c. A brochure on the reprint by the Northern Indiana Historical Society, 1894 Art Work of South Bend & 1899 Our City. Ms. Kiemnec indicated that she has ordered the publication. d. The Preservation Advocate for Winter, 1985. e. Southhold Newsletter for February of 1985. • f. A brochure from Historic Landmarks Foundation of Indiana on a Call for Entries to the 1985 Servaas Awards. g. A brochure on the White River State Park Arts Festival. h. A flier from the Northern Indiana Historic Society on National History Day 1985. i. A flier from the Northern Indiana Historical Society on their Heritage Arts & Crafts Workshops. j. The Old -House Journal for January and February 1985. k. A 1985 application from the Water Landmarks program. 6. Committee Reports a. Budget & Finance Ms. Kiemnec read a letter from the State Division of Historic Preservation regarding the Commission's current request for funding (see Appendix A). • b. Historic Districts 40 1) Lincolnway East Historic District Ms. Straw reported that the Standards for Lincolnway East have gone to the printer. c. Historic Landmarks 1) 920 W. Washington Mr. Oxian presented a landmark committee report on 920 W. Washington (see Appendix B). He indicated that he had the consent form from the owner. 2) 1938 East Ewing Mr. Oxian presented a landmark committee report on 1938 East Ewing (see Appendix C). d. Legal Mr. Oxian again brought up the subject of facade easements (see June, 1984 minutes). He will present a report for review by the 2 legal committee on the subject. e. Public Relations & Community Education Ms. Straw distributed a draft of the Industrial Buildings Brochure to the committee for review. f. Environmental Impact Statement Ms. Kiemnec reported that the Certificate of Appropriateness Committee met on February 20 regarding the violation of standards at 513 Fiver Avenue (glass block windows have been installed). The committee recommended to the Commission that a letter be sent to the owners. The letter :could indicate that although the Commission has the option to prosecute, they have chosen not to but will strongly advise that landscape screening be put in on the north side of the house where the glass block foundation windows are visible. Mr. Newburn made a motion to that effect; Mr. Hayes seconded; motion passed. g. Staff Report 1) Industrial Buildings a Ms. Straw distributed a report (see Appendix D) on industrial buildings that have been suggested by the staff for an upgrading of their ratings as a result of the Industrial Buildings Study last year. Mr. Newburn made a motion to upgrade the ratings based on the staff recommendation; Mr. Bayes seconded; motion passed. 2) Mayor's Conference Ms. Kiemnec reported that the third annual Mayor's Conference on Historic Preservation will be held on May 4, 1985 at 8:30 a.m. The title will be "Inside/Outside Your Old House: A Conference on Residential Conservation." 3) Studebaker Clubhouse and Trees RIs. Straw reported that the National Register application has been returned from Washington for further information. She will revise the application and resubmit it by mid March. 4) Urban Demonstration Program Ms. Kiemnec reported that the Downtown Technical Advisory Committee held a meeting on Wednesday, February 20 with 3 downtown business owners and others to discuss the Urban Demonstration Program application for downtown South Bend. Because the response was not as good as expected, DTAC decided not to apply for the program at this time. 7. Old Business a. Annual Report Ms. Kiemnec distributed the Annual Report. b. Committee Appointments Ms. Kiemnec distributed the Committee Appointments for 1985 (see Appendix E). c. 1985 Goals Ms. Kiemnec distributed Committee Goals and a Staff Goals and Timeline Sheet (see Appendices F & G). d. 1985 List of Commissioners • Ms. Kiemnec also distributed an updated list of Commission members. 8. New Business a. New Category for Landmarks Mr. Oxian reported that he would like to introduce a new category of landmarks which would apply to all early twentieth century residential structures. The category would carry less stringent standards than are currently used. 9. Hearing of Visitors a. Fredrickson House Mrs. Ann Puzzello expressed her concern for the condition of the Fredrickson House and Candy Store. The Commission discussed some of the alternative solutions and Mr. Newburn made a motion to petition the Building Commissioner as per the HPC ordinance to use the legal means available to him to require the owners to maintain the property; Mr. Beatty seconded; motion passed. The letter is to list the maintenance problems and a copy is to be sent to the Mayor's Office and the Common Council. 4 • E • 10. Announcements & Miscellaneous Matters Ms. Kiemnec announced the purchase of the book A Field Guide to American Houses by Virginia & Lee AcAlester. Ms. Kiemnec announced that Mr. Newburn has been reappointed to the Commission until March 1, 1988. The amount of federal money set aside for this award was $11,600. This letter, however, is not a formal offer of assistance, nor should it be construed as a firm commitment on the part of the State. Such a commitment can be made only after the National Park Service reviews and approves your proposed project. We are currently submitting the necessary paperwork to the National Park Service to receive this approval, and hope to issue a formal grant offer to you within the next 30 days. Please note that we will not be able to reimburse you for any work done before the formal grant offer is issued; therefore, we suggest you not initiate work on the project until after such an offer is received. The house originally stood at 524 North Lafayette, but was moved in 1979 when threatened by demolition by the South Bend Medical Foundation. The Bowman House is recommended for Landmark Designation for the following reasons: 1. The house is a good example of an early twentieth century Free Classic Queen Anne house. The house displays a wide variety of window types including multi -paned windows, diamond paned windows, stained glass window, bay windows and bow windows. The use of three different building materials including random cut ashlar on the porch, red brick on the first story and clapboarding on the second story, give the house a distinctive and unique look from other houses of the same period. 2. The house was designed by the South Bend architectural firm of Freyermuth and Maurer. George W. Freyermuth and R. Vernon Maurer were partners between 1897 and 1934 and designed several residences, schools and churches throughout the city. They also designed the National Bank and the North Pumping Station. 3. The structure is rated S/12 on the city survey. On January 25, 1985 the owner gave verbal consent to John Oxian. Written consent is being sought. Submitted by: Elizabeth A. Straw & John Oxian February 6, 1985 0 .7 40 historic preservation commission APPENDIX "C" 2-85 of south bend and st. joseph county LANDMARK RECOMMENDATION The house at 1938 East Ewing was built in 1855 for Arthur Keyes, a Portage Township farmer. Keyes, a native of New York settled in St. Joseph County in 1835• The Arthur Keyes residence is recommended for Landmark Designation for the following reasons: 1. The house is one of the earliest extant houses within the city limits. Originally built as a farm house, the house and property were incorporated into the city in 1927. 2. The brick, tri -gable el house although simple in design and form is an excellent example of the type of farm/settlement house built in northern Indiana. 3. The house is rated S/11 on the city survey. John & Anita Beaver, owners, gave written consent for Landmark Designation on February 16, 1985. Submitted by: Elizabeth A.
