Mr. Nimtz made a motion to rearrange the order of the agenda in order to
accommodate visitors; Mrs. Petrass seconded; motion passed.

b. Historic Districts
1) Riverside Drive Update
Mrs. Choitz reported that the Riverside Drive Historic
District residents will conduct a meeting on Tuesday, August
20, 1985 to discuss the Liaison Committee and a neighborhood
organization.
Ms. Straw reported on the status of the Riverside Drive
Historic District Standards which will probably be ready for
printing by October. She also indicated that the
questionnaires for the district were ready for distribution

except for a cover letter.
2) Lincolnway East Historic District
Ms. Kiemnec reported that the ballots for the Liaison
Committee in Lincolnway East are all in and tnat a meeting
needs to be set up to count them.
c. Historic Landmarks
1) Darden Bridge
Ms. Kiemnec reported that Mr. Lichtenstein from the
Engineering firm of A.G. Lichtenstein & Associates, Inc. will
be in South Bend on Friday, August 23, 1985 to look at the
Darden Bridge.
2) 742 Sancome - First Reading
First reading was held for landmark status for the house at
742 Sancome.
3) 504-508 E. LaSalle - Report
• Ms. Straw gave a report on 504-508 E. LaSalle (see Appendix
A). She indicated that she had received the consent form from
the owner, Mr. Howard Schmidt. The Commissioners asked the
staff to inquire as to whether the owner would be interested
In landmark status for the corner building, 502 E. LaSalle,
and to research the building and present a report at the next
meeting for rating reevaluation.
d. Legal

e. Public Relations $ Community Education
Ms. Kiemnec reported that funding has been obtained for the
Historic Districts brochure which she is working on with the
Chairperson of the PuDlIc Relations $ Community Education
Committee, Mr. Michael Beatty.
f. Environmental Impact Statement
1) Proposed Procedures for H.P. Code Enforcement Hearings

Ms. Klemnec went over the proposed procedures (see Appendix
B). Mr. Leone Indicated how well the program has worked for
Code Enforcement and both he and Mrs. Schwartz felt that it
would work well to help enforce the Historic Preservation
ordinance. Mr. Oxian made a motion to accept the procedures;
Mrs. Choitz seconded; motion passed.
2) Certificate of Appropriateness Notice
Ms. Klemnec reported that the Certificate of Appropriateness
Notice Is ready for distribution. It Is an 8-1/2" x 1411, blue
form which will be posted on the site.
3) 811 Golden & 121 N. Studebaker
Mr. Borshoff explained the proposed solar panel installations
for 811 Golden and 121 N. Studebaker. The Commission felt
that more Information was needed and asked Mr. Borshoff to
bring In drawings and/or models diagraming the proposed
Installation for the September meeting. Mrs. Choitz made a
motion to table the two proposals until September; Mr. Nimtz
seconded; motion passed.
4) Firehouse Theater
Ms. Klemnec explained the proposed restoration of the
Firehouse Theater. The exterior work to be done will Include:
new windows and main entry door; louvered window In the second
floor (rear); brick cleaning; replacement of a metal
ventilator on the roof; restoration of existing light
fixtures, and brick tuckpointing If funds allow. Mrs. Choitz
made a motion to approve the work as presented, with either a
louvered window or paneled shutters acceptable for the window
between floors on the rear (northwest) side; Mr. Nimtz
seconded; motion passed.
5) 815 Arch
Ms. Klemnec reported on Mr. Beach's plans for the riverbank In
front of his home. He dumped concrete rubble on the riverbank
and proposed to use the rubble to fill a hole on the street
side of the river wall to prevent the wall from leaning out
further. Ms. Kiemnec consulted with the City Engineer on the
plans. He Indicated that the concrete rubble would only make
the problem worse in that the wall would be pushed out further
and that the only solution would be to rebuild the wall. Mr.
Oxian made a motion to require the owner to remove the rubble
and then either rebuild the wall or do nothing to It; Mrs.

Choitz seconded; motion passed.
6) 1216 Lincolnway East
Ms. Kiemnec reported that she had approved a COA for 1216
Lincolnway East to remove a mulberry tree in the rear yard and
to install four paved parking spaces. Additional work to the
exterior would include: restoration to the front porch -
concrete foundation will be covered with lattice work, porch
posts will be replaced with square, 411x4" wooden posts, and a
balustrade will be installed with simple, turned spindles;
removal of the rear covered stairway to be replaced with a two
story porch trimmed like the front porch; replacement of the
two rear doors with steel, paneled, glazed units; and
replacement of front storm doors with anodized aluminum,
narrow frame doors. M. Kiemnec indicated that the State
Division of Historic Preservation had required square
balusters rather that turned. Mrs. Choitz made a motion to
approve the plans as presented with square balusters for both
the front and rear porches; Mr. Oxian seconded; motion passed.
7) 705 Lincolnway East
Ms. Kiemnec reported on the house at 705 LWE whose owner had
removed a balustrade from around the second story balcony. A
memo has been received from Mrs. Kathy Barnard, Director of
the Department of Code Enforcement, indicating that the owner
had been sent a letter informing him that a railing must be
installed. If he does not comply, a Code Enforcement hearing
will be held in early September to discuss this issue further.
8) 1007 Riverside Drive
Ms. Kiemnec reported that she had approved a COA for 1007
Riverside Drive for replacement of old gutters with new half -
round gutters to match the ones removed.
9) 1045 Riverside
Ms. Kiemnec reported that she had approved a COA for 1045
Riverside Drive for a new fiberglass shingle roof and
tuckpointing to the chimney. She specified the type of mortar
to be used.
10) 1322 Lincolnway East
Ms. Kiemnec reported that she had approved a COA for 1322
Lincolnway East to install a window air conditioner In the

side or east facade window.
11) 720 West Washington
Ms. Kiemnec reported that she had approved a COA for 720 W.
Washington to remove the current roof and replace it with a
shaved, cedar shingle roof. Mr. Oxian made a motion to
approve the roof; Mr. Nimtz seconded; motion passed.
12) 1017 Riverside
Ms. Kiemnec reported that she had approved a COA for 1017
Riverside Drive to replace porch flooring, framing, and posts
with identical materials.
13) 545 River Avenue
Ms. Kiemnec reported that she had approved a COA for 545 River
Avenue for a new fiberglass shingle roof.
14) 722 Arch Avenue
Ms. Kiemnec reported that she had approved a CDA for 722 Arch
for a new fiberglass shingle roof.
15) 619 Edgewater
Ms. Klemnec reported that she had approved an addendum to a
COA for 619 Edgewater for a fieldstone planter at the top of
the riverwall being constructed by Mr. Kevin Smith. He will
also make a border of fieldstone for the small gardens on
either side of his front porch.
16) Union Station
Ms. Kiemnec reported that Mr. David Kroll would be in town on
August 20, 1985 and would review the brick cleaning and
tuckpointing methods to be used on Union Station. Since all
of the restoration except those two items had been approved at
the July meeting, Ms. Kiemnec requested that the Commission
accept the decision of Mr. Kroll regarding the bricks.
17) 64/ River
Ms. Kiemnec reported that a COA was applied for by Mr. Michael
Beatty for a modified picket fence along the front and north
sides of his property and a wooden deck at the north corner of
the property. Mr. Nimtz made a motion to table the request

until September when further information could be obtained
from the owner ; Mr. Hayes seconded; motion passed.
g. Staff Report
1) Small Town Survey
Ms. Kiemnec reported that additional funding for the Small
Town Survey publication has been received from the State
Historic Preservation Oftice for the Research Assistant and
Secretary. She,indicated that the paste up has been started
and work is progressing well; all four staff members are
working on the publication. The target date for completion is
September 13.
2) Survey Update $ Re-evaluation
a) 1313 Liston
Ms. Straw gave a report on 1313 Liston (see Appendix C) and
proposed re-evaluation of the rating from a C/10 to S/11. Mr.
Oxian made a motion to that effect; Mr. Hayes seconded; motion
• passed.
b) 1013 W. Washington
Ms. Straw gave a report on 1013 W. Washington (see Appendix D)
and proposed the structure be rated,an S/11 (had not
previously been rated). Mr. Nimtz madea motion to that
effect; Mr. Hayes seconded; motion passed.
Ms. Straw reported that she has completed most of the
fieldwork for the updating of the survey for Edgewater. She
has completed all the work for Riverside, the survey re-
evaluations will be on the agenda for September.
7. Old Business
Mr. Oxian suggested that more information be sent to the Commissioners
on COAs which will be reviewed at the meetings.
Mr. Hayes suggested that the solar panel issue be researched to
determine how other commissions handle it.

Ms. Kiemnec reported that a new publication had been received called,
The Technology of Historic American Buildings by H. Ward Jandl.

LANDMARK RECOMMENDATION
J. C. Lauber Company
504-508 East LaSalle
1900 and 1924
The J. C. Lauber Company building is recommended for landmark status for the following
reasons:
1. The J. C. Lauber Company has been in business in South Bend at the same location
since 1893 and is the oldest extant sheet metal works in South Bend. Although small,
the company has had many commissions in both northern Indiana and southern Michigan.
The firm produces metal skylights and cornices and is engaged in tin, tile, and slate
roofing, metal ceilings, fire doors, ventilating and heavy metal sheet work. Today
most of J. C. Lauber's architectural work consists of restoration and maintenance.
Lauber's customers have included the Miller -Knoblock Wagon Company, Singer Manufactu-
ring Company, Studebaker, Muessel's Brewery, South Bend Lathe, University of Notre
Dame and St. Mary's College.
3. The J. C. Lauber Company has remained a family business since its founding in
1890 and is currently managed by Howard Schmidt, J. C. Lauber's grandson. J. C. Lauber
the founder and proprietor of the J. C. Lauber Company, was also a director of the
LaSalle State Bank and the LaSalle Building and Loan Association as well as the
treasurer of the Sunnyside Land Company.
14. The building is rated S/ll on the City Survey.

Windows have been unboarded and repaired. The house is in excellent condition
