The Press Conference to formally dedicate the Lincolnway Historic District will be
ison May 14 at 9:30 a.m. in front of Dr. Bonham's office at 1222 Lincolnway East. In
case of inclement weather, it will be held at the Runaway Shelter at 1322 Lincolnway
East. Speakers will include (tentatively) Joann Sporleder, Mayor Parent, Beverlie Beck,
andia neighborhood resident. It is important for the Historic Preservation Commission
to be well-represented.at the Press Conference so please try to attend.
Everyone was saddened by the recent passing of Mr. Ferretie. He was always helpful
to our office and preservation in general. A donation in his memory was sent to
St. Bavo School on behalf of the Historic Preservation Commission.

a. Budget 8 Finance
Ms. Kiemnec reported that she began a procedure last month whereby
the budget will be checked against a computer printout in the
auditor's office which indicates our total balance. In March,
Mrs. Joan Biltz from the Auditor's Office went over and approved
the books.

b. Historic Districts

1) Riverside Drive
Ms. Kiemnec reported that the Common Council held First
Reading on the Riverside Drive Historic District on April 8.
A Public Hearing on the District will be held by the Area Plan
Commission on May 21, 1985.
2) Lincolnway East Historic District
a) 1312 Lincolnway East
Ms. Kiemnec read a letter from the owner of 1312
Lincolnway East requesting a reevaluation of the rating on
his residence at that address (see Appendix A). Ms.
Kiemnec read a draft of a letter which reflected the
staff's recommendation (see Appendix B). Mr. Newburn made
a motion that the letter be sent; Mr. Nimtz seconded;
motion passed.
b) Dedication
Ms. Kiemnec announced that a Press Conference will be held
on May 14 at 9:30 a.m. to dedicate the Lincolnway East
Historic District (changed to May 13).
3) Historic District Committee Meeting Report
Ms. Kiemnec reported that the Committee met two weeks ago with
Mrs. Eugenia Schwartz, the Assistant City Attorney, and Mrs.
Kathy Barnard, the Director of the Department of Code
Enforcement, to discuss the problems with enforcement in the
Edgewater Place Historic District. Several solutions were
suggested and the staff is continuing discussions with the two
other departments.
4) 601 Lincolnway East
Ms. Kiemnec distributed a Polaroid photograph to show the
building from 601 Lincolnway East at its new site at 619
Fellows Street.
c. Historic Landmarks
1) Second Reading for Landmark Designation for 716 W. Colfax

Mr. Oxian made a motion that the Commission recommend 716 W.
Colfax to the Common Council for landmark status; Mr. Newburn
seconded; motion passed.
2) Second Reading for Landmark Designation for 920 W. Washington
Mr. Oxian made a motion that the Commission recommend 920 W.
Washington to the Common Council for landmark status; Mr.
Newburn seconded; motion passed.
3) Second Reading for Landmark Designation for 1938 E. Ewing
Mr. Oxian made a motion that the Commission recommend 1938 E.
Ewing to the Common Council for landmark status; Mrs.
DeLaruelle seconded; motion passed.
4) Review of Landmark Standards
Mr. Oxian made a motion to accept the Landmark Standards with
the changes as indicated (see Appendix C); Mrs. Choltz
seconded; motion passed.
5) Fredrickson House
• Ms. Kiemnec read the reply to our request to the Building
Commissioner regarding the Fredrickson House (see Appendix D).
Mr. Oxian suggested that she follow up on the matter.

e. Public Relations & Community Education
1) Committee Meeting Report
Ms. Kiemnec reported that the Committee met and discussed
signs for historic districts and brochures with maps of
historic districts. She indicated that the Commission might
seek a grant for the project from the Tourism Information &
Promotion Fund of the Indiana Department of Commerce. She
explained that as a government agency the Commission could not
apply but could do so through a non-profit such as Southhold
Restorations or the Northern Indiana Historical Society. Mr.
Nimtz made a motion that Ms. Klemnec pursue the grant for the
brochures and signs from the Indiana Department of Commerce;
Mr. Newburn seconded; motion passed.

f. Environmental Impact Statement
1) 516 River Avenue
Ms. Kiemnec reported that she had issued a Certificate of
Appropriateness for 516 River Avenue for the following work:
a new storm door, new storm windows, basement windows to be
repaired or replaced with wood sashes and wood screens, a new
front door, and rear door to be repaired.
g. Staff Report
1) Preservation Plan
Ms. Kiemnec indicated that the staff had sent copies of the
Preservation Plan to city offices with a cover letter. A
letter of appreciation was received from the Mayor's office.
2) Small Town Survey
Ms. Kiemnec asked whether the Commission would like to put up
$450 from its Technical Assistance Line Item as match for a
50/50 grant from Historic Landmarks Foundation for an intern
to help finish up the Small Town Survey. Mr. Nimtz made a
• motion to that effect with the provision that the Executive
Committee discuss the salary of the intern and that the
Commission do the hiring; Mr. Oxian seconded; motion passed.
3) Survey Update and Reevaluation
a) 110 N. William Street
Ms. Straw presented a Reevaluation Recommendation for 110
N. William Street recommending that the building, which
had not been rated previously, be upgraded to C/10 (see
Appendix E). Mr. Oxian made a motion that the building be
upgraded to an S/11; Mrs. DeLaruelle seconded; motion
passed.
b) 1234 Portage
Ms. Straw presented a Reevaluation Recommendation for 1234
Portage to upgrade the rating from C/9 to C/10 (see
Appendix F). Mrs. Choitz so moved; Mr. Hayes seconded;
motion passed; Mr. Oxian abstained.
c) 1025 N. Frances

Ms. Straw presented a Reevaluation Recommendation for 1025
N. Frances to rate the building, which had previously not
been rated, a C/9 (see Appendix G). Mrs. Choitz so moved;
Mr. Hayes seconded; motion passed; Mr. Oxian abstained.
4) Industrial Building Meeting
Ms. Kiemnec reported that a meeting will be held on April 25,
1985 at 7:30 p.m. at the'Tutt Branch of the South Bend Public
Library on Miami Street to present the slide program on the
Industrial Buildings Study to industrial building owners.
h. Executive Committee Report
The Committee recommended that a letter be sent to indicate that
discussion of the plans for renovation of the old Central High
School had begun. Items needing further clarification are: the
new stair tower on the west side of the building, the plans to
brick up windows on the west facade at the north end where a new
Interior stairway will be built, the entrance on the west facade
at the south end of the building, the new parking garage, the
greenhouse, and the landscaping. Mr. Oxian moved that the letter
be sent; Mrs. Choitz seconded; motion carried; Mr. Newburn voted
nay.

b) Darden Road Bridge
Ms. Straw announced that the Darden Road Bridge was placed on the
National Register of Historic Places on March 21, 1985.
8. New Business
a. Fort Wayne Workshop for Historic District Commissions
Ms. Klemnec reminded everyone about the workshop for commissions
to be held in Fort Wayne on May 2, 1985 beginning with lunch at
11:30 a.m.
b. Conferences

Ms. Kiemnec distributed a report on area conferences to be held in
April, May, and June and her recommendations as to staff
attendance (see Appendix H). Mr. Newburn made a motion to send the
staff to the conferences according to Ms. Kiemnec's
recommendation; Mr. Nimtz seconded; motion passed.
9. Hearing of Visitors
No report.
10. Announcements 8 Miscellaneous Matters
Ms. Kiemnec announced that the Commission had received two
publications: The Old House Journal Catalog for 1985 and a reprint of
Art Works of South Bend 1894 & Our City 1889.
Mr. Nimtz made a motion to adjourn; Mrs. DeLaruelle seconded; the
meeting was adjourned at 9:12 p.m.

Dear Jeff:
The HPC would like to commend you on your restoration work on your house at 1312 LWE
which is in excellent condition compared to its previous state. It is because of the
extent of this work that the house was recently able to be reevaluated and rated on
the survey when previously it had not been.
The rating is based on several factors: architectural style, age, condition, integrity,
site, and historical significance and only the exterior of the building is taken into
account (although we recognize that you have done a fine job on the interior as well).
The recent reevaluation (from unrated to C/9) was because the house was restored to
some of its original detail and because it contributes to the continuity and density
of the historic neighborhood. It is, however, a style common to the South Bend area
for thb turn of the century.
In order for the house to be rated a C/10, the porch would need to be appropriately
restored. At the present time, the porch posts are too narrow for the scale of the
rest of the porch, the balustersare farther apart than they would have been originally,
and the latticework of the foundation is not framed in as it would have been. In
addition, the porch posts probably would have had simple capitals at the top (see
drawing, part a) and pedestals (part b) at the bottom. See the
enclosed information for further ideas and call the Commission
office if you have questions.
A rating higher than a 10 would not be possible unless further
historical documentation is uncovered. Such evidence could
include association with individuals important to the history
of South Bend, the state, or the country, or association with `3
an important historic event.

PRESERVATION STANDARDS FOR
HISTORIC LANDMARKS IN
SOUTH BEND AND ST. JOSEPH COUNTY
Introduction
Preservation Standards for historic landmarks are used by the Historic Preservation
Commission whenever exterior changes are proposed for officially designated
structures. Review is required when proposed plans for building and development
indicate the architectural character of the landmark will be changed. These
standards are an extension of the present Ordinances X65567-73 and #154A-1973
already adopted to implement a comprehensive program of historic preservation.
The present historic preservation ordinances empower the ('.,_),;aission to issue or
deny a Certificate of Appropriateness prior to the construction, reconstruction,
alteration, demolition or moving of any landmark. The ordinances also give the
Commission the power to establish reasonable and just standards for the preservation
of historic landmarks, including architectural treatment, site development and
maintenance provisions, providing that the standards are in keeping with the
intent of the ordinance and that the standards apply only to the exterior features
of the historic landmark. These standards guide the Commission in their review
of Certificates of Appropriateness.
The two major conditions under which change will occur are maintenance or im-
provement and the demolition of an existing landmark.
The Historic Preservation Commission has established two levels of preservation
standards - Group A and Group B. Group A Standards are the more comprehensive
of the two and require that the original character of a building be maintained or
restored. Group B Standards require that the building be maintained as is and,
if possible, returned to the original. One of these levels will be selected aL
the time of designation. Both require a Certificate of Appropriateness before
the construction, reconstruction, alteration, demolition or moving of any land-
mark structure or site.
The property owner is responsible for furnishing the Commission with a complete
description of the proposed changes. This information may be plans, elevations,
specifications, photographs, or other means to accurately describe the project.
When an application is being reviewed, it will be the responsibility of the
applicant to demonstrate that the new work is compatible.

Shall - Defined as an expression of something that is mandatory or must be done.
Should - Defined as an expression of obligation, something that ought to be done
but that is open to compromise.
Group A Standards.
•
The Commission has the authority to determine the architectural merits and the
extent of any proposed treatment, renovation or addition to a historic landmark.
The Commission will require drawings, plans, specifications, samples and/or
color schemes in detail where appropriate.
A. Maintenance
The maintenance of any historic structure or site shall in no way involve
any direct physical change except for the general cleaning and upkeep of the.
landmark. The Commission shall encourage the proper maintenance of all
structures or sites.
B. Treatment
Treatment shall be defined as any change of surface materials that will not
alter the style or original form in any way. Such improvements include
painting, reroofing, glazing, resurfacing drives or landscaping lawns and may
involve a change that can potentially enhance or detract from the character
of the landmark. A treatment change of any surface whether on the landmark
or in its environment may require a Certificate of Appropriateness. if it
significantly alters the appearance of the landmark. Although these kinds
of changes may not require a Building Permit, a Certificate of Appropriateness
may be necessary. The Commission will review the proposed treatment for
character and style consistency with the original surfaces in material selection,
color and scale.
C. Renovation and Additions
Renovation is the modification of a structure which does not alter the
general. massing while an addition is a change in mass. A modification
which involves the removal of a part of the landmark should be considered
under demolition (See Demolition). •
Additions to landmarks must not detract from the original form and unity
of the landmark and must not cover singular examples of architectural detail.
Additions to landmarks should be added in a manner that does not disrupt the
visible unity or overall appearance of the site. The proportions, materials
and ratios of the existing structures should be carried through in the addi-
tions. Care must be taken not to change or alter the following:
1. Structure - Necessary structural improvements, where safety demands,
shall be accomplished in such a way as to cause minimal. visual change
to the original style and construction.
2. Construction and Style - All work shall be done in the architectural.
style and in a technique compatible with that of the original structure.
A change that alters, removes or covers existing significant stylistic
detail shall not be permitted. A change which adds detail of another
style will not be permitted.
3. Materials - Additions and improvements involving any new material on the
landmark shall be of the same material as the original. It should be
the same size, color and texture. An alternative material may be allowed
if it duplicates the original.
a. wood - all wood trim shall conform with existing trim in shape and size.
b. siding materials - in no case should original. materials of landmarks •
be altered or covered with additional siding. Structures already sided
with incompatible materials should be returned to a material of original
visual character when renovation is considered.

to the public safety, and demolition is the only alternative, documentation
by way of photographs, measured drawings, or other descriptive methods shall
be made of both the exterior and interior of the landmark. The person or
agency responsible for demolition of the landmark shall be responsible for this

The moving of landmarks is discouraged, however, moving is preferred to
demolition. When moving is necessary, the owner of the landmark must apply
to the Commission for a Certificate of Appropriateness.
F. Signs
No neon or flashing signs will be permitted unless they are original to the
structure. Although these kinds of changes may not require a Building Permit,
a Certificate of Appropriateness may be necessary. Billboards and supergraphics
will also be disallowed. Only one appropriate identifying sign will be
permitted per business.

Thank you for your February 28, 1985 letter concerning the deteriorating
condition of the Fredrickson house.
When the inspection is completed on the exterior of the property, a
letter will be sent to the property owners advising them of the code
violations. The property owners will then have 60 days to make the
necessary repairs to the structure. At the end of the 60 day period,
if no repairs are in progress, then further action may be taken through
the Code Enforcement hearing process.

historical notes
In 1918 the city of South Bond built a small one-story machine shop and foundry building
of factory construction behind the high school. This small structure was the beginning
of South Band's vocational education program for boys. The machine shop was built in
compliance of a 1913 state law that required school corporations to offer vocational
education programs.
The South Bend 5choo) Corporation's f|les, which include the architectural drawings by
Willard Murdock Elwood, state that the structure was built between 1923-1924. In a book
published by the South Bend School Corporation it is stated that the main unit was built
in 1932 and oust $74,876'26 and the addition, built in 1924, cost S32.472.25 for a total
construction cost of $107.348.51. The school was built to accommodate 350 pupils and
included (\) auto shop. (\) aeronautics shop, /2\ electric shops, /\\ print shop, (2)
machine shops` (l) cabinet making shop, (4) mechanical drawing rooms, (!) academic room,
l Prevocational shop, (l) administrative suite, (2) store rooms, (1) teacher's work room,
(l) mill room, and (l) pattern -making shop.
The 1945 3andborn Map (p. 27) shows the Boys Vocational School with the same building
configuration as today with a construction date of 1928, perhaps that of a later addition.
The Boy's Vocational School was designed by a prominant South Bend Architect, Willard M.
Elwood' Elwood also designed the Hoffman Hotel and the LaSalle Annex. The building
was constructed by the Christman Construction Company.
