Call to Order The meeting was called to order at 7:30 p.m.. 2. Roll. Call MEMBERS PRESENT: Mr. John Oxian, Mr. Odell Newburn, Mrs. Martha Choitz Mr. Ted'Wasielewski, Mrs. Janeanne Petrass, Mrs. Joann Sporleder, Mr. F. Approval of Minutes Mr. Oxian noted that page two under Landmarks, sentence two should read "tear down his porch" not "tear down his house." Mr. Nimtz made a motion to approve the minutes of August 15, 1983..as corrected. Mr. Oxian seconded; motion carried. 4. Treasurer's Report Mr. Nimtz made a motion.that,the report be accepted; Mrs. Sporleder seconded; motion carried. 5. Correspondence a. The Old House Journal for August/September, 1983 b, a memo and attachments from Paul Falduto regarding the release of Community Development Block Grant funds for the Northeast Neighborhood Basketball Courts Project. c. a brochure on the Bartholomew County Historic Homes Tour on October 1 and 2. d. an HLFI letter on memorial contributions and gift memberships e. a letter from Joseph Fragomeni of Cole Associates, Inc. f. Budget & Finance 1) County Budget Ms. Kiemnec reported that the proposed County Budget for 1984 with no increases was passed. 2) Community Development Funding Ms. Kiemnec reported that although the Commission had directed her to seek funds for a secretary, such efforts were unsuccessful with the city budget so she attended the August 17th meeting to obtain informat_ion'on possible Communi-ty Development Funding. The H.U.D. guidelines seem to preclude using the funds for a secretary so Ms. Kiemnec prepared a proposal for an adminis- trative assistant to.the Preservation Planner (see Appendix A). Mr. Nimtz made a motion that the HPC request of'Community Development an allocation of funds to hire an administrative assistant to complete the projects the Commission is currently working on or to work on projects planned for the future. Mrs. Sporleder seconded; motion passed. Mrs. Choitz voted nay. 3) Appropr i at ion. of =Funds Ms. Kiemnec announced that in order to pay the'Research Assistant, Ms. Straw, out of the Small Town Survey Account, -the County Council must appropriate the funds. When the grant funds are received, the Small Town Survey Account will be reimbursed. First and Second Reading will be held on the matter on September 21 at the Council's Meeting. b., Historic Districts 1) Report on Seebert Court Ms. Kiemnec reported that she and Mrs.- Sporleder met with Craig Hartzer, the Mayor's Administrative Assistant; Neil Shanahan from the City Engineer's office; Mr. Frickson, and Mr. Levy, Seebert Court residents. The City will replace a 6" sewer pipe with a 12" one. They will take out the 72' parkway and streetlamp to put in the sewer but will replace the streetlight and a parkway that is 312'to 4' and 13 bushes. Neil also agreed to put in place the electrical facilities for a streetlight at the other end. c. Historic Districts 1) 52228 Gumwood Ms. Kiemnec reported that the rescission of landmark status for the house at 52228 Gumwood Road will be up for First Reading on September 21. The Commission agreed that Mr. Oxian and Mrs. Sporleder.will make a presenta- tion for the Council's Committee Meeting and the Public Hearing. d. Legal l) Report on the County Ordinance Amendment Ms. Kiemnec reported that -the Amendment will be up for First Reading with the County Council on September 21. e.. Public Relations & Community Education - no report f. Environmental Impact Statement Page 3 September 19, 1983 I) Baugo Creek Park Site Ms. Kiemnec reported, in response to the Commission's-inquiry,that there are no historic buildings in the proposed Baugo Creek Park area. The farmhouse.and barn have been extremely remodeled and the corncrib is in poor condition. 2) 615 Edgewater The owners are replacing the overhang on the north side of the house and the pent eaves in the rear. Ms. Kiemnec approved the application. Mr. Oxian made a motion that the repair work be closely watched by the Commission. Mrs. Choitz seconded; motion passed. 3) 534 Edgewater The porch, which was damaged by fire, will be repaired. All elements will be exactly the same with the exception of the gutters. An exterior rather than an interior system will be.used. Ms. Kiemnec approved the application. g. Staff Report 1) Small Town Survey The Small Town Survey Committee met to discuss recommendations to be made to the Small Towns in the upcoming Summary. Report. The Committee agreed and Mr. Oxian motioned that for New Carlisle and Walkerton, we would recom- mend that they establish their own commission, for Roseland, Osceola, North Liberty and Lakeville, that they come under our jurisdiction and the remain- ing areas, no recommendation. Mrs. S ofleder seconded; motion passed. The Committee also -agreed to assign to/co m�ttee the issue of what kind of ordinance would be needed by the towns which come under our jurisdiction. Mrs. Petrass seconded; motion passed. 2) Multiple Resource Area Ms. Straw recommended that the building at 117 W. Colfax be added to the Multiple Resource Area with an 11 rating because it seems to be the oldest, extant commercial building in downtown South Bend. Mrs. Sporleder made a motion to that effect; Mrs. Choitz seconded; motion passed. 11s. -Straw then.requested that the rating on 221 N'. Michigan be changed from 9 to 12 because of the architectural significance of the building.. Mrs. Sporleder moved that the rating be changed from 9 to 11; Mrs. Choitz seconded; motion passed. 3) Industrial Buildings Project Ms. Kiemnec reported that because Department of Interior funds are available through the state and because the project is needed, she has put together a grant proposal on an in-depth study of industrial buildings in_South Bend to determine their eligibility for the National Register. The project would also include funds to do a National Register nomination for the Studebaker Clubhouse & Trees in Bendix Woods County Park (see Appendix B). She brought the pro- posal up before the Executive Committee on August 26. Mr. Newburn made a motion that the Commission submit the proposal for a grant to do an in-depth study of Industrial Buildings in South Bend; Mr. Nimtz seconded; motion passed. 4) Statewide Alliance Committee Meeting Ms. Kiemnec will write up a report on the meeting for October's Commission meeting. 5) Computer Course Ms. Kiemnec reported that the Computer Program developed by Mrs. Delores Page 4 September 19, 1983 Davison's class at Notre Dame has been put on tape. She also indicated that we might be able -to use MACOG's computer touse the information. She asked permission to attend a Seminar at I.U.S.B. on October 14 called "Using Microcomputers in Management" for $89. Mr. Newburn made a motion to r send Ms. Kiemnec,to the seminar; Mrs. Sporleder seconded; motion carried. 7. Old Business - no report 8. New Business - no report 9. Hearing of Visitors - no report 10. Announcements & Miscellaneous Matters a. Donation of Sanborn Maps by Mr. B.H. Walton Ms. Kiemnec reported that Mr. Walton donated two volumes of Sanborn Maps to the HPC. He gave several to the Indianapolis Commission who with Historic Landmark's help, dispersed them to the various cities. 11. PROJFCI' SUMItoRY: tA► Project Goals (Identify the goal(s) and/or objectives of the project): The main goal of the project is to enable the Historic Preservation Commission to expand its activities with neighborhoods as well as commercial areas. At the present time, the Commission works with residential and business owners but on a limited basis because the staff includes only one full time person and a part time secretary (eight hours per week). With another full time person, services could be greatly expanded to the benefit of neighborhoods and commercial areas throughout the city. r! Location of Project (Identify the specific site or i areas to be served within the city. Be as precise as possible.): The Historic Preservation Commission, with its Summary Report, identified twelve potential National Register and/or local historic dis- tricts and ten potential local districts. . Of those, two are currently National Register and two are local districts. Citizens in the following areas 'have expressed specific interest in local designation: LaSalle St., Near East, and Lincolnway East so that those would be priority areas with the Commission. If however, other neighborhoods requested designation, the Commission would work with them as time Allowed (see Appendix A for complete list of potential districts). The Historic Preservation Commission also intends to continue its commitment to the Central Business District of South Bend. By the end of 1983, we will have completed a National Register designation for a section of downtown bordered by LaSalle, St. Joseph, Wayne, and William Streets. The National Register status will enable building owners to take advantage of several_ tax credit and matching grant benefits. In order to offer building owners advice on these benefits and (Attach extra sheets if needed) help them with the certification process for tax credits and applications for grants, the Commission must have more than one staff person. Page 2 III. DESCRIPTION OF PROJECT: (A) Identify the activities involved in the project or type of work to be performed. (Indicate how these will achieve your goals): see attached sheet (B) Timetable (Indicate generally the chronological order of your major activities keeping in mind project completion on within a 12 month period): The activities mentioned above would be carried/throughout the year with the exception of the comprehensive plan which would be completed by the end of 1984. (Attach extra sheets if needed) Page 2A DESCRIPTION OF PROJECT (III A) Neighborhoods - to help the three potential historic districts to be designated locally; which would involve helping neighborhoods to organize, determining boundaries and stan- dards that citizens agree to, taking a vote and making a recommendation to the Common Counc i l . Goals: Would fulfill the Historic Preservation Commission, neighborhood, community -wide, and city goals of making our neighborhoods better places to live by maintaining the unique qualities of each area, uniting the neighbors in working toward a common objective, and generating pride among the residents. In addition, attractive, well-maintained historic neighborhoods would make South Bend attractive to new residents. Central Business District - following up on the National Register designation by offering help to commercial building owners. With an additional staff person, the Commission could give technical advice and information on all benefits of the designation, help owners with certification for the Investment -Tax Credit, explain the facade easement program and the tax breaks it includes, and counsel owners on applications for preser- vation matching grants. Goals: To attract developers into underutilized downtown buildings, to encourage revita- lization of buildings in the area and with the.accomplishments of these, to make downtown South Bend a more viable office and retail center. Technical Advice and Infbrmation - to.offer advice and technical help on a much broader scale. With the two National Register neighborhood districts plus the downtown designation, over 400 buildings will be eligible for the grants in the South Bend area alone. Goals: To disseminate information. about the economic benefits of preservation and.serve as a sourceof -information-,on:preservation technology to as wide'an:audieate as possible.:: Comprehensive Plan - to devise a comprehensive plan for ways to best preserve the historic resources identified in.the city survey. Such a plan would involve, coordinating, with other:city.departments such as .the. code enforcement office to come', up with ways to -:deal with problems -such as otder;=homes'which are allowed_ to deteriorate t6 the point that demolition ­is necessary (demolition by neglect). Goals: To devise a comprehensive plan to most effectively and efficiently use the material gathered by the survey. Review of Federally Funded Projects - to expedite the review of such projects. In the near future, it i.s expected that a Memorandum of Agreement will be reached with the State Historic Preservation Office and the Advisory Council on Historic Preservation to enable a review of federally -funded projects at the local level. The Historic Preservation Commission, with its architectural historian/preservation planner on staff, -.would play a major role in this review process. The addition of a staff person with similar exper- ..tise would enable this reviewprocess,:.to be..expedited for both the Historic. Preservation:;: Commission other city agencies and"building owners. Goal: To expedite the review process. Page 3 IV. PROJECTED ACCOMPLISHMENTS: (A) Projected levels of service: Identify the level of service to be performed through each of the activities and the location of the service. Example, the number of housing units to be inspected and location, the number of clients/people counseled in each geographic area to be served. NA (B) Primary Beneficiaries (Define the characteristics -of those:. to be served, e.g. racial mix, income., sex, etc.): A large portion of the community could benefit from these programs, generally those who owned- historic-' commercial or residential buildings. Many of the potential historic districts are in mixed racial and socio-economic neighborhoods such as West Washington, Near Northwest, St. Joseph Street, Near East, St. Adalbert's, St. Casimir's, Notre Dame Avenue, Rum Village, Haney/Indiana, etc. 'in:;addition,'commercial owners would include the range from small business owners to large developers as potential recipients of the Commission's services and Historic Preservation benefits. This is a request for consideration for a grant and not a promise for funa- i^n through the NPS Program by the Department of Natural Resources (DNR). 2. The applicant has the necessary authority to request consideration of this project by the Department of Natural Resources. 3. This is a matching program in which no more than fifty percent of the funds can be supplied through the NPS program. The sponsor's share (at least one-half) can be supplied by: a. Cash funds - supplied or acquired by the sponsor b. Donated time during the project period C. Donated materials. 4. No work covered in this application is to begin until the owner or sponsor has been notified in writing that funds have been awarded, and has accepted in writing the terms and conditions of the grant. 5. REVISED PROJECT DESCRIPTION Part I The Historic Preservation Commission proposes to hire a qualified Research Assistant to do an in-depth study of South Bend industrial buildings to determine their eligibility for the National Register of Historic Places. The buildings considered till be those rated ll, 12, and 13 on the Indiana Historic Sites and Structures Inventory and generally' structures which would be eligible for the National Register on their historical engi- neering, or technological merits rather than their architectural significance. The study will include a general narrative, individual information on the companies selected, and updated photographs of the buildings. The narrative will discuss South Bend's industrial history, compare the buildings to be studied and describe the meth- odology used to select the companies for the project. A checklist of about eighteen criteria will be applied to each company which will in- clude the following items: national name and sales innovative product first product of its kind influence on other manufacturers in the area major employer building construction techniques, etc. In addition, a narrative on each company will supplement the information on the existing survey cards. When a company consists of more that one building as in the case of Studebaker o Bendix, a physical description and explanation of use will be given for each structure. The project will be coordinated by Karen. L. Kiemnec, the Director of the Historic Preservation Commission with input and editing by Richard Carey, Senior Planner for the Department of Economic Development, who works with the marketing of industrial buildings in South Bend and Marsha Mullin, the Curator for Discovery Hall, a museum on the area's industrial history. Part i) The Commission proposes to have the same Research Assistant do a National Register nomination for the Studebaker Clubhouse and trees. The clubhouse was built in 1926 for a clubhouse and residence for the engineers and employees of the Studebaker Proving Ground located adjacent to the building. The pine trees were planted in 1931 and spell out the word "Studebaker." The project will be coordinated by Karen Kiemnec. All three agencies will donate in-kind services but in addition the Redevelopment Commission will donate typing services and the funds for mileage and photography. Part II For the National Register application, the Historic Preservation Commission and the St. Joseph County Parks Department will donate in-kind services.
