Mr. Oxian noted that page three under Small Town Survey, the last sentence should read "assign to legal committee." Mr. Nimtz made a motion to approve the minutes of September 19, 1983 as corrected. Mr. Newburn seconded; motion carried. 4. Treasurer's Report Mr. Newburn made a.motion that the report be accepted; Mr. Nimtz seconded; motion carried. 5. Budget.& Finance 1) Community Development Proposal Ms. Kiemnec reported that the Community Development Department has proposed to fund $7,000 of the.$14,000 she requested for an administrative assistant. (see Appendix'A) The request still needs to be reviewed Wednesday, October 21 by the Citizens Advisory Council as well as by the Common Council and the Mayor. Ms. Kiemnec requested that if monies are available from the U.S. Department of the Interior through the.Indiana Department of Natural - Resources, she be allowed to pursue a $7,000 grant to match the Community Development funds.. This would enable the Commission to hi.re..a full time staff person. Mrs. Sporleder so moved; Mr. Newburn seconded. Motion passed; Mr. Oxian abstained; Mrs. Choitz voted nay. b. Historic Districts 1) Lincolnway East Mrs. Choitz reported that she, Mr. Oxian ,and Ms. Kiemnec met with a com- mittee of the neighborhood to discuss a local district. She said the three of them explained what a district involves, discussed the standards and boundaries and made suggestions of how the neighborhood might proceed with their designation. The boundaries agreed on by the HPC committee and the neighborhood are Lincolnway East, Vernon, the railroad tracks, and the property lines behind the houses on the west side of Miami. First reading was held on the Lincolnway East District. She further reported that Mrs. .Brookins is still'interested in a West LaSalle District but will not be,working on_it until after the,;_November elections. Mrs. Sporleder mentioned_.that she was approached by residents in the East Jefferson potential historic district. Mrs. Choitz reported that the districts decided on by the HPC as priorities for 1983 were LaSalle, Near East, and Lincolnway East. No action was taken. c. Historic Landmarks 1) Report on 52228 Gumwood Mr. Oxian reported that the County Council had passed the landmark rescission for all of the buildings at 52228 Gumwood. 2) 1007 Riverside Drive Mr. Oxian requested that the residence at 1007 Riverside Drive be listed for: fil-st_reading'.for.landmark status at the November meeting. Lega I. 1) Report on County Ordinance Amendment Ms. Kiemnec reported that the County Ordinance Amendment will come -up for public hearing with _the Area Plan.Commission Tuesday, October 18, 1983.The 'Area Plan Commission has made'nchanges except;_to.clarify ,the_sectiono1. n,,; accepting monies and facade easements. e. Public Relations & Community Education - No report f. Environmental Impact Statement 1) 507 River Avenue Ms. Kiemnec indicated that she had approved a Certificate of Appropriateness at 507 River Avenue for a six foot wood flush fence across the back of the property line at the alley. The Commission asked her to check to see if the size or placement of the fence violates building codes. Mr._Hayes suggested that a disclaimer be included on the Certificate of Appropriate ness application indicating that. --the Commission gives its approval for only items covered in its standards and does not cover building codes, zoning laws, etc. 2) 121 N. Studebaker Ms. Kiemnec distributed specifications for work at 121 N. Studebaker which is a landmark (see Appendix B). She recommended approval for al the items except the foundation.- Mr. Oxian made a motion that the Commission approve all the work except the foundation pargeting which will be handled sepa- rately at a later date. Mr.- Hayes seconded; motion passed. g. Staff Report 1) Small Town Survey Ms. Kiemnec passed.out histories to be proof read for Notre.Dame, New Carlisle, Woodland, Wyatt, Lakeville and Lydick. 2) Multiple Resource Area Ms. Kiemnec distributed a report (see Appendix C) on the meetings with down- town building owners. She reported that of those she had met with only the South Bend Tribune indicated that they might object to the nomination. Three building.owners did not respond to a request to meet; they were the owners of the National Bank, the Chamber of Commerce, and the Remedy Company. She indicated that only five owners still need to be contacted. 3) Industrial Buildings Project Ms. Kiemnec reported that the grant for the in-depth study of South Bend industrial buildings and the nomination to the National Register for the Studebaker Clubhouse and trees was awarded to the Commission on September 28 (see Appendix D). She proposed hiring Elizabeth Straw, who has been working on the.Multipie Resource Area, as the Research Assistant for the project. Mr. Newburn so moved; Mr. Nimtz seconded; motion passed. 4) Computer Course Ms. Kiemnec will minutes. 7. Old Business - No report 8. New Business a. School Field Mr. Wasielewski include a report on the Computer Course in next month's requested that the staff planner survey school field. Page 4 October 17, 1983 b. Residences on Marion and Lafayette Mr. Wasielewski expressed concern about the three houses behind the Masonic Temple on the corner of Marion and Lafayette. Mr. Oxia n noted that the three buildings were being handled by South Bend Heritage. c. "City Cemetery Mr. Wasielewski reported that a metal barrier has been erected to protect the wrought iron fence of the City Cemetery.,. 9. Hearing of Visitors - No report 10. Announcements and Miscellaneous Matters Mr. Newburn made a motion to adjourn; Mrs. Petrass seconded. The meeting was. adjourned at 9:07 p.m.-. APPENDIX A MUNITY DEVELPOMENT PROPOSAL Page 2A DESCRIPTION OF PROJECT (III A) Neighborhoods - to help the three potential historic districts to be designated locally; which would involve helping neighborhoods to organize, determining boundaries and stan- dards that citizens agree to, taking a vote and making a recommendation to the Common Council. Goals: Would-fulfilI the Historic Preservation Commission, neighborhood, community -wide, and city goals of making our neighborhoods better places to live by maintaining the unique qualities of each area, uniting the neighbors in working toward a common objective, and generating pride among the residents. In addition, attractive, well-maintained historic neighborhoods would make South Bend attractive to new residents. Central Business District - following up on the National Register designation by offering help to commercial building owners. With an additional staff person, the Commission could give technical advice and information on all benefits of the designation, help owners with certification for the Investment -Tax Credit, explain the facade easement program and the tax breaks it includes, and counsel owners on applications for preser- vation matching grants. Goals: To attract developers into underutilized downtown buildings, to encourage revita- lization of buildings In -the , area and with-the.accomplishments of these, to make downtown South Bend amore viable o.ffice,and.retail center. Technical Advice and.116fdrmatton - te: ENDIX B rJ�GY'_ Phyllis Washington 121 Studebaker EXTERIOR Storms: install three (3) aluminum combination storm doors and eighteen (18) aluminum combination storm windows; all storms to have dark brown finish. Foundation: apply two coats cement pargeting on north and east sides of house, approximately 130 sq. ft.; at south and west sides, repair existing pargetting as needed, approximately 65 sq. ft. Sills: on south side, scrape peeling paint from four (4) window sills, fill voids, seal, and paint with oil -base paint to match existing paint. Windows: replace all broken or missing glass - up to six (6) panes. Siding: at north side, provide and install cover for bath vent to cover hole in siding. Side porch: install wood handrail at east steps, approximately four (4) lineal feet; replace approximately six (6) lineal feet missing crown molding -at south side of roof. Gutters and downspouts: caulk joints with butyl or Geocel caulking, prep and paint approximately 200 lineal feet. Sidewalk: patch approx. two sq. ft. at south corner of front porch. Insulation: Blow in additional insulation in attic to bring to R-30; blow in insulation to fill rafter space above ceiling of rear storage room. LaSalle APPENDIX D REVISED PROJECT DESCRIPTION Part I The Historic Preservation Commission proposes to hire a qualified Research Assistant to do an in-depth study of South Bend industrial buildings to determine their eligibility for the National Register of Historic Places. The buildings considered will be those rated I1, 12, and 13 on the Indiana Historic Sites and Structures Inventory and generally structures which would be eligible for the National Register on their historical engi- neering, or technological merits rather than their architectural significance. The study will include a general narrative, individual information on the companies selected, and updated photographs of the buildings. The narrative will discuss South Bend's industrial history, compare the buildings to be studied and describe the meth- odology used to select the companies for the project. A checklist of about eighteen criteria will be applied to each company which will in- clude the following items: national name and sales innovative product first product of its kind influence on other manufacturers in the area major employer building construction techniques, etc. In addition, a narrative on each company will supplement the information on the existing survey cards. When a company consists of more that one building as in the case of Studebaker o Bendix, a physical description and explanation of use will be given for each structure. The project will be coordinated by Karen. L. Kiemnec, the Director of the Historic Preservation Commission with input and editing by Richard Carey, Senior Planner for the Department of Economic Development, who works with the marketing of industrial buildings in South Bend and Marsha Mullin, the Curator for Discovery Hall, a museum on the area's industrial history. Part 11 The Commission proposes to have the same Research Assistant do a National Register nomination for the Studebaker Clubhouse and trees. The clubhouse was built in 1926 for a clubhouse and residence for the engineers and employees of the Studebaker Proving Ground located adjacent to the building. The pine trees were planted in 1931 and spell out the word "Studebaker." The project will be coordinated by Karen Kiemnec.
