Jay Nimtz ALSO PRESENT: Karen Kiemnec, Preservation Planner; Jeanne Derbeck, South Bend Tribune Reporter; Jeff Berndt, Tina Martin, Stacy Martin and Nathan Martin, members of the Lincolnway East neighborhood committee; Mrs. Esther Darr, Mr. Richard Darr, Mr. James Muldoon, owners of the House of Flowers; Mrs. June Hoffman, HPC typist; and Mr. Raymond Hoffman. 3. Approval of Minutes Mr. Oxian noted that page four under Residences on Marion and Lafayette should indicate that Mr. Oxian stated that the three houses were being handled by South Bend Heritage. Mrs. DeLaruelle made a motion to approve the minutes of October 17, 1983 as corrected. Mrs. Sporleder seconded; motion carried. 1(. Treasurer's Report Mr. Oxian made a motion"that the report be accepted; Mrs_. DeLaruelle seconded; motion carried. 5. Correspondence a. Preservation Progress, Fall 1983 b. Historic Districts 1) Lincolnway East Jeff Berndt, spokesperson for the Lincolnway East neighborhood committee, read the neighborhood's.reasons for wanting an historic district designation (see appendix A) and indicated their proposed boundaries: The railroad tracks (South), the property line between St. John's Business Machines at 1134 L.W.E. and 1154 L.W.E. (West), the north side of Lincolnway East (North), and the rear property lines of the west side_of Vernon Street (East). The Commission suggested that the committee change the north boundary to extend to the riverbank. The Commission announced that a public hearing will be held on the designation of .Lincolnway East as a local historic district on December 19, 1983 at 7:30 p.m. c. Historic Landmarks 1) First Reading.for Landmark Status for 1007 Riverside Drive. A first reading was held for 1007 Riverside Drive, rated S/12 on the survey. Mr. Oxian indicated that he has the consent of the owner, Linda Tabor. 2) First Reading for.Landmark Status for 1059 Riverside Drive. A first reading.was held for 1059 Riverside Drive, rated S/12 on the survey Mr. Oxian indicated that he has the consent of the owner, Mrs. Violet Rohrer. 3) First reading for Landmark Status for 65160 Redwood Road. Mr. Oxian explained that he has -the consent of the owner, Mrs. Betty L. Renbarger; Mr. Wasielewski asked that a history be preparedfor the property. Mr. Oxian made a motion to change the rating from C/10 to S/11; Mrs. Choitz seconded; motion passed. d. Legal 1) Report on County.Ordinance Amendment Ms. Kiemnec reported that the amendment to the County Ordinance was passed by the County Council on November 9, 1983• e. Public Relation-& Community Education 1) No Report Page 3 . November 21, 1983 f. Environmental Impact Statement 1) Report on fence - 507 River Avenue Ms. Kiemnec reported that in regard to the Commission's question at its October meeting about the fence at 507 River Avenue and whether or not it violated other city codes, she checked and it did not. 2) .66984 Pine Road Ms. Kiemnec reported that she had issued a Certificate of Appropriateness for a new roof at 66984 Pine Road. 'The roof willbecovered with fiberglass shingles which look like asphalt shingles. 3) 935 South Ironwood The three owners presented the final site plan (dated November 14, 1983), which was approved by the Area Plan Commission on November 15, 1983. Mr. Oxian made a motion to deny the Certificate of Appropriateness for the project because of the removal of a tree, the excessive width of the driveway, the closing of the alley, and the fence along the alley. He asked that a letter to that effect be sent with copies to the City Engineer, the Area Plan Commission, the.Common Council President and the Council's attorney.- Mrs. Choitz seconded, motion passed. g. Staff Report 1) Multiple Resource Area Ms. Kiemnec reported that she has met with two additional M.R.A. building owners and their response was favorable. She is preparing a mailing to owners in the West Washington Historic District who will also be in the M.R.A. 7. Old Business a. School Field Mrs. Sporleder reported that she and Ms. Kiemnec had surveyed School Field They felt it was not significant architecturally and reported that the north stands were in poor condition. Mr. Wasielewski made a motion to do further historical research on the stadium and that a consultant be hired to do so; Mr. Oxian seconded. Motion passed; Mrs. Sporleder abstained; Mr. Hayes voted no. Mr. Wasielewski indicated that he would look into funding possibilities for the project. 8. New Business a. New Secretary Ms. Kiemnec reported that Peg Fakelman had left her position as HPC secretary for a .full time job. She asked that the Commission approve the hiring of Mrs. June Hoffman for a contract which will expire on December 31, 1983. Mrs. Sporleder so moved; Mrs. DeLaruelle seconded; motion passed., Page 4 November 21, 1983 b. New Books Ms. Kiemnec passed around.two new books she purchased at the National Trust Meeting. They are The Brown Book,'a Directory of Preservation Information by the National Trust for Historic Preservation, and Readings in Historic Preservation by Williams, Kellogg, and Gilbert. c. Accession of Materials •Mrs. Sporleder asked that the Commission establish a policy and develop a form to accept materials that citizens might want to donate. The matter was referred to the Legal Committee. 9._ Hearing of,Visitors a. Mrs. Derbeck suggested that the Commission set up an Accessions Committee which investigate possible accessions and make recommendations to the Commission. 10. Announcements and Miscellaneous Matters a. December Meeting The Commission announced its December meeting as scheduled - December 19, 1983. b.
