Dear Karen,
In response to your letter of April 15, 1983, Southold Heritage
Foundation is interested in the City's receivership program.
However, we do not wish to act as receiver for 601 Lincolnway
East.
There are several reasons why this project is inappropriate for
us at this time. First, we have recently had difficulties with
Mr. Freidline which could confuse the intention of the program.
Second, the house is not seriously substandard, which makes it
less desirable as a model. Finally, staff is overextended at
this time working in our targeted areas without moving into new
neighborhoods.
I hope that you are able to find a receiver for this project.
One of our board members suggested that the Edgewater Neigh-
borhood Association might be an appropriate group. Good luck.

a. Budget & Finance
Mrs. DeLaruelle made a motion that the Commiss(ion'request funding for a secre-
tarial position from the city; Mr. Oxian seconded; motion passed.
b. Historic Districts
1) 601 Lincolnway East --Receivership Program
Ms. Kiemnec read the reply from Southold Heritage regarding the receiver-
ship program (Appendix A) as well as a letter. to Ms. Kathy Barnard, the
Director of Code Enforcement, from Mr. John-Freidline, the property owner
(Appendix .B). Mr. Freidline had not yet contacted Ms. Barnard. Ms. Kiemnec
further indicated that she had spoken to Lisa Gilman of Community Develop-
ment. Ms. Gilman is working with the Neighborhood Association and suggested
they contact the HPC toydiscuss the Receivership Program.
C. Historic Landmarks
1) Darden Bridge
At a request from the County Commissioners, Mr. Oxian made a motion that
the Commission cooperate'with the County Commissioners to do a National
Register Nomination for the Darden Bridge; Mrs. Sporleder seconded; motion
passed.
2) Madison School
Mr. Oxian suggested that the Commission continue working with the School
Administration on Muessel School which is slated to have new windows put
in, and he made a motion to table landmark status for the Madison School;
Mrs. ''Choitz seconded; motion passed.
3) 1133 North Allen
The residence at 1133. N. Allen, rated S/11 on the survey, was presented
for first reading for landmark status. The owner sent in his consent form.
d. Legal
No report.
e. Public Relations & Community Education
1) County Maps
Mr. Oxian and Ms. Kiemnec will have a meeting to make suggestions for
revisions onbthe new brochure.
2) Studebaker Tour Project
Mr. Oxian reported that the Studebaker Driver's Club and the Studebaker

Family would like a copy of the list the Commission made up with all
Studebaker -related buildings in the county. Mr. Oxian and Ms. Kiemnec
will refine the list and have copies made to distribute to the two groups.
f. Environmental Impact Statement
No report.
g. Staff Report
1) Small Town Survey
Ms. Kiemnec asked for volunteers to proofread the histories which have been
typed. Mrs. DeLaruelle volunteered.
7. Old Business
a. Report on South Bend Tax Incentives Conference - May 9
The Commissioners who attended the conference reported on the favorable
comments from participants.
8. New Business
No report.
9. Hearing,of Visitors
No report.
10. Announcements and Miscellaneous Matters
Ms. Kiemnec announced that Southhold Restorations has limited edition, silkscreened
posters available on_the!Fredrickson House.
11. Adjournment
Mr. Nimtz made a motion to adjourn; Mrs. Choitz seconded. The meeting was ad-
journed at 8:30 P.M.
