Committee Reports a. Budget & Finance No report. b. Historic Districts Elaine Heaton of the Edgewater Place Neighborhood Association questioned why a Liaison Committee member was being appointed rather than elected as a replace- ment for Chuck.Martin. The Commission explained the Amendment to the Election Procedures as stated in Appendix A of the December 13, 1982 minutes. Margaret DeBoer of 552 River Avenue is the new appointment to the Liaison Committee. Lorie Frey, the new president of the neighborhood association, asked for a closer working relationship between the Association, the Liaison Committee, and the.Historic Preservation Commission. The two women also suggested that since the Edgewater Place Historic District Standards state that guidelines be reviewed and updated two years after adoption and more than that amount of time has elapsed, something should be done to begin the review process. 1) Historic Districts Committee Mrs. Choitz, as chairperson of the Committee, called a meeting of the Com- mittee for April. 12 at 7:30 p.m. at 19110 Summers Drive. c. Historic Landmarks 1) 702 S. Michigan Mr. Oxian announced that the rating on the building has been changed from C/10 to S/11 and he has received a consent form from the owners for land- mark status. First Reading for landmark designation of the Goodwill Building at 702 S. Michigan was held. March 21, 1983 Page 3 d. Legal Mr. Wasielewski reported that a bill for last year's services had been received from Mr. Butler. -The matter was referred to the Legal Committee. e. Public'Relations & Community Education .1) County Maps - no report. f. Environmental Impact Statement: Mr. Wasielewski reported that Ms. Kiemnec had approved a Certificate of Appro- priateness for 553 River Ave. The new owners are replacing an old asbestos roof with a new asphalt shingle one. Mr. Newburn moved that the Commission concur with Ms. Kiemnec's action; Mr. Hayes seconded; motion passed. g. Staff Report 1) Small Town Survey Mr. Wasielewski passed out a report on the survey from the Planner (see Appendix A). 2) Conferences Mr. Wasielewski announced the upcoming conference by HLFI, "The Promises and Pitfalls fo Historic District Commissions," and urged all Commissioners to try to attend. It will be held Saturday, April 23, 1983 in Indianapolis. The Commission agreed to ask its attorney, Mr. Kevin Butler to attend; his registration fee will be paid by the HPC. Mr. Wasielewski announced the April 8th Indianapolis Mayor's Conference on Incentives and Standards for Development in Historic Areas. Mr. Newburn made a motion to send the Preservation Planner, Ms. Kiemnec, and to pay her $35 registration fee. Mrs. Spor.leder seconded; motion passed. 3) Water Damage Mr.. Wasielewski reported that a water pipe filled with sludge in the ceiling above the HPC office burst on Wednesday, March 16. Three Summary Reports and eleven Inventory Catalogues were damaged and nine survey cards were splattered. The County Commissioners had the office cleaned but would do nothing about the damaged books or having the syrvey cards re -typed. 4) Fredrickson House Mr. Wasielewski reported that Ms. Kiemnec will do two segments on Channel 34 on the Fredrickson House. They will be aired March 27 and April 10 at 12:30 P.M. 7. Old Business No report. 8. New Business 1) American Water Landmarks Mr. Oxian pointed out the article on the American Water Landmarks of the American Waterworks Association in the Indiana Preservationist (February, 1983). He made a motion that the Commission nominate the North Pumping Station on North Michigan. Street as such a landmark; Mr. Hayes seconded; motion passed. 2) Fredrickson House -Mrs. Sporleder made a motion that the Commission begin preparing the necessary paperwork for a National Register Designation of the Fredrickson House; Mrs. Choitz seconded; motion passed. Mr. Hayes abstained. 9. Hearing of Visitors No report. 10. Announcements and Miscellaneous Matters No report. 11. Adjournment Mrs. Sporleder made a motion to adjourn; Mrs. was adjourned at 9:00 p.m. March 21 ,1983 Page 4 DeLaruelle seconded; the meeting Appendix A SMALL TOWN SURVEY REPORT As the survey fieldwork is done, I am currently working on researching each small town and writing its history. To date, histories on Osceola, Walkerton, Roseland, Indian Village and Notre Dame are near completion. In addition, my intern is working on New Carlisle. At the same time,,I am spending about one day a week checking out the county survey. The reason for this is to verify locations and addresses so that new maps can be done for each township but also, I have found a few buildings which have been demolished or which were not surveyed and should be on the inventory. So- far ofar Lincoln, Olive, and Clay Townships have been done and I will give a full report at next month's meeting on buildings added to or deleted from the survey. If things to as planned, I hope to have finished checking the townships by May and finished the histories by some time this summer. I will need to meet with the Small Town Survey Committee soon to go over the histories written thus far and then when the histories are in their final format, everyone will be invited to take their turn helping to proofread. If the schedule goes well, the book should be at the printers by the end of the year.
