Committee Reports a. Budget & Finance No report. b. Historic Districts 1) 601 Lincolnway East Ms. Kiemnec read the response from the Edgewater Place Neighborhood Asso- ciation to the Commission's request that they be a receiver for the house at 601 Lincolnway East (see Appendix A). 2) 639 River Avenue Ms. Kiemnec reported for 639 River Avenue. asphalt shingle roof c. Historic Landmarks No report. d. Legal No report. that she had approved a Certificate of Appropriateness The owner, Richard Kennedy, will replace the current with a new asphalt shingle roof. e. Public Relations & Community Education 1) County Maps Mr. Oxian reported that the County Maps are drawn up and ready to go to the printers. f. Environmental Impact Statement Ms. Kiemnec related that she had sent a certified letter to Mr. and Mrs. Whitaker at 52228 Gumwood stating that if the HPC has no word from them on their plans for the porch of their landmark house, the Commission will request of the County Council -in September that the landmark ordinance be rescinded. She reported that Mrs..Whitaker cabled the Commission and said she and her husband will respond to us by August.- g. ugustag. Staff Report 1) Small Town Survey #is. Kiemnec gave a draft of the history of Woodland to the Small Town Survey Committee. 2) County Survey Update Ms. Kiemnec reported that she had completed the County Survey Update and passed out a list of buildings added to or deleted from the survey (see Appendix B). 31 National Trust Annual Meeting Ms. Kiemnec reported that the Annual Meeting this year will be in San Antonio, Texas from October. 26 to 30. She intends to go and requested $90 for her registration fee and $100••f6r the expenses. Mr. Nimtz made a motion that the Commission pay for Ms. Kiemnec's registration and $100 for expenses; Mrs. DeLaruelle seconded; motion passed. 4) Survey and Planning Grant Ms. Kiemnec reported that the HPC has been awarded a grant from the Department of Natural Resources for $2,700 to do a Multiple Resource Area nomination of the Central Business District of South Bend. Mrs. Sporleder made a motion that the HPC accept the grant money and authorize the Preservation Planner to hire a person to work on the Multiple Resource Area nomination; Mr. Nimtz seconded._ Mrs. Sporleder amended the motion that the project be supervised by the Committee of the Whole; Mr. Nimtz seconded. The motion with the amend- Page 3 July 18, 1983 ment passed; Mr: Oxian voted nay. 7. Old Business Ms. Kiemnec reported that she had received the plans and specifications for the new windows for Muessel School. Mr. Oxian and Mrs. Sporleder reviewed the.plans and had no objections to them. 8. New Business No report. 9. Hearing of Visitors No report 10. Announcements & Miscellaneous Matters a. Visit from Mr. Frank Gilbert - National Trust Ms. Kiemnec reported that Mr. Gilbert, the Assistant General Counsel for the National Trust, will come to South Bend on August 17 for only $150. He is very interested in what is going.on in preservation in South Bend and will be happy to answer any of our questions. Ms. Kiemnec has set up.a full.day of meetings with various city agencies and preservation organizations and will schedule a luncheon for him with the HPC. 11.
