PARENT, Mayor COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 Mr. John Oxian 1533 Lincolnway West South Bend, IN 46628 Dear John: February 17, 1983 AREA 219 284.9261 As I have often stated, I very much favor the preservation of the Frederickson house and its contents as a museum. I agree with many others in South Bend that such a museum would be an incomparable treasure for our City. The need to combine such.preservation with compliance with _ the terms of the will, so that we may have a Frederickson Park, however, has caused much concern and discussion. Some of the Park Commissioners, Jim Seitz and I have been wrestling for some time with this problem. I am glad to tell you that I think we may have struck upon a way which will give a better opportunity for the house and contents to be preserved. We are continuing to explore this idea in further, detail now. The approach is this. The will appears to permit the trustee to lease the house and its contents. The trustee, therefore, could lease, with an option to buy, the house and contents to Southhold, or another organization which planned to preserve it. The house would then not be standing vacant and deteriorate but could be main- tained. In fact,income from tours could be used for its upkeep and rehabilitation. The problem of money for purchase of the house and contents would also then be longer-term and could be handled with more deliberation. The final decision, of course, is the trustee's. But, the City stands ready to facilitate this arrangement, or if this does not come to fruition, another method satisfactory to the trustee. I look forward to having both a Frederickson Museum and a Frederickson Park in South Bend. Approval of Minutes Mr. Oxian made a motion to accept the minutes of January 17, 1983. Mrs. Choitz seconded; motion -carried. 4. Treasurer's Report Ms. Kiemnec reported that the $30 rebate on the Olympus Camera was received and put back into Line Item #243 Photography to bring that total up to $187.91. She further reported that Pat Kridler was paid from the Small Town Survey account for her research and paper on Notre Dame's history. Committee Reports a. Budget & Finance No report. b. Historic Districts 1) 601 Lincolnway East Ms. Kiemnec reported that the Building Commissioner's one-year delay of demolition on 601 Lincolnway East will expire April lst. c. Historic Landmarks 1) 702 S. Michigan Mr. Oxian reported that Michael and Steven Raymond had contacted him about Landmark status for the Goodwill Building at 702 S. Michigan. It is Pres- ently rated C/10 and Mr. Oxian requested that the Planner and Mrs. Sporleder, the Commission's Architectural Historian, check the building for a possible higher rating. d. Legal No report. e. Public Relations & Community Education 1) County Maps Mr. Oxian reported that negotiations are continuing with a firm which will finance reprinting of the maps. The firm would like locations of their businesses printed on the back of the map and small symbols to note loca- tions within the South Bend city limits. These items will have to be ap- proved by Crumlish & Sporleder who hold the patent on the publication. Mrs. Sporleder made a motion that the Commission instruct Crumlish & Spor- leder that if the indications of South Bend locations on the city portion of the map are small and unobtrusive, if the printed locations are in small type, and both are in keeping with the character of the folder as a whole, that the HPC will be in concurrence with the changes; Mr. Hayes seconded; motion passed. Mrs. Choitz and Mr. Oxian abstained from voting. f. Environmental Impact Statement 1) 68437 Pine Road February 21, 1983 Page 3 Ms. Kiemnec reported that the owner Mrs. Lilovich had been sent a certified letter about the condition of the landmark house. She has received the letter but has not responded to it. 2) Union Station Ms. Kiemnec reported that Kathy Barnard, Director of the Code Enforce- ment Department, has spoken to the owner and he has agreed to secure the building. 3) Darden Bridge A meeting has not yet been set up to discuss the condition of the bridge with Mr. Richardson, the County Engineer. 4) Hedgerows Report postponed. g. Staff Report 1) Conferences Ms. Kiemnec reported on the following conferences: a) 'A National Trust Main Street Training Program in Downtown Revitalization on March 21-23, 1983 in Washington, D.C. b) The 25th Annual Seminar for Historical Administration in Williamsburg, Virginia from June.4 to July 2, 1983 c) An all day conference for Indiana Commission members sponsored by Historic Landmarks Foundation, Inc. on April 23. The charge is $20 for the first Commission.member and $15 for each'one thereafter. Mrs. Sporleder made a motion that the Commission pay for Ms. Kiemnec's registration; Mr. Hayes seconded; motion passed. 2). Small Town Survey Ms. Kiemnec reported that John Folks, a Notre Dame student, is doing an internship for credit with the HPC. He will research and write a history on New Carlisle. She further reported that the Small Town Survey cards, lists, and maps have been taken to the Indianapolis Historic Preservation State Office. She will put together a schedule for completion of the Small Town Survey Summary Report by the end of 1983 and distribute it at the next meeting. 3) New Books Four new books recently received include the following: Pictorial and Biographical Memoirs of Elkhart and St. Joseph Counties Indiana, published by Goodspeed Brothers of Chicago Victorian Resorts and Hotels, edited by Richard Guy Wilson and published by --the Victorian Society in America . A Primer': Preservation for the Property Owner, published by the Preservation League of New York State . The Renovator's Supply, a supply catalog on old-style hard- ware, etc. h. President's Report Mr. Wasielewski distributed the list of 1983 Committee assignments (see Appen- dix A). He pointed out the 1983 expiration of terms of office of Mr. Hayes, Mrs. Sporleder, Mrs. DeLaruelle, and Mrs. Choitz. Mrs. Sporleder made a motion that the Commission write to the County Council supporting Mr. Hayes' reappointment; Mrs. Petrass seconded. Mr. Hayes, Mrs. DeLaruelle, and Mrs. Choitz abstained. Mr. Oxian amended the motion that an official policy on reappointment of Com- missioners be adopted by the next meeting and that no further letters on the February 21, 1983 Page 4 subject be written until policy is adopted; Mrs. DeLaruelle seconded; motion passed. Mr. Hayes and Mrs. Choitz abstained. i.. Committee of the Whole Report a. 1983 Goals Mr. Oxian made a motion that the 1983 goals as listed on Appendix B be adopted by the Commission; Mrs. Choitz seconded; motion passed. . 7. Old Business a. Downtown Buildings Conference Mr. Hayes made a motion -that the Commission support the May 9th conference and make $200 available out of its.budget to pay for speakers; Mrs. Sporleder secon- ded; motion passed. Ms. Kiemnec asked for names and addresses of any commercial building owners that Commissioners feel should attend the conference. Mr. Oxian suggested the owners of businesses along East Jefferson (west of Eddy) and the 400 and 500 blocks of South Michigan. Mrs. Sporleder suggested sending brochures on the conference to Mishawaka building owners and city officials. b. 120 S. Michigan Mr: Oxian reported that he had received a response on his request for the building (see Appendix C). He suggested that if the building at 120 S. Michigan cannot be renovated as a joint project, then perhaps one of the commercial buildings in the 500 block of South Michigan can be used. 8. New Business a. Fredrickson House Ms. Kiemnec passed out copies of the Mayor's Press Release dated February 17th (see Appendix D). Mrs. Sporleder made a motion that the HPC write a letter to the Trustees of the Estate with copies to the Mayor, Mr. Seitz of the Park Department, and Southhold Restorations, Inc. stating the Commission's support and willingness to participate in whatever way possible in making the Fred- rickson House a public museum; Mr. Hayes seconded; motion carried. b. March Meeting Ms. Kiemnec asked permission to be excused from the March Meeting. The Com- mission agreed by consensus. 9. Hearing of Visitors No report. 10.
