MEMBERS PRESENT: Mr. John Oxian, Mrs. Martha Choitz, Mr. Ted Wasielewski,
Mrs. Janeanne Petrass, Mrs. Joann Sporleder, Mr. Charlie Hayes,
Mr. Odell Newburn, Mr. F. Jay Nimtz.
MEMBERS ABSENT: Mrs. Gina DeLaruelle
ALSO PRESENT: Karen Kiemnec, Preservation Planner; Carol Schaal, South Bend
Tribune Reporter; Tina Martin, Stacy Martin, Nathan Martin,
Pat Mitchell, Henry Mitchell. (?), John Paskewitz, Sarah Pernell,
members of the Lincolnway East neighborhood committee; and
Carol Sheetz.
3. Approval of Minutes
Mr. Newburn made a motion to approve the minutes of November 21, 1983;
Mrs. Choitz seconded; motion carried.
4. Treasurer's Report
Mr. Oxian made a motion that the report be accepted; Mr. Newburn seconded; motion
carried.
5. Correspondence

b. Historic Districts
1). Lincolnway East
Ms. Kiemnec read the proposed.standards for the district (see Appendix A)
and described the boundaries. The representatives of the neighborhood
agreed to both.and indicated they were anxious for the historic district
designation process to be finalized. Mr. Oxian made a motion to accept
the standards and boundaries and send the proposed district designation
to the Common Council; Mr. Newburn seconded; motion passed.
c. Historic Landmarks
1) Second reading for Landmark Status for 1007 Riverside Drive.
Mrs.' Sporleder asked if a permission slip had been signed by the owner
and Mr. Oxian indicated that it had. Mr. Oxian made a motion that
1007 Riverside Drive be declared a landmark and sent to the Common
Council; Mrs. Choitz seconded; motion carried. '
2) Second reading for Landmark Status for 1059 Riverside -Drive.
Mrs. Sporleder asked if a permission slip had been signed by the owner
and Mr. Oxian indicated that it had. Mrs. Choitz made a motion that
1059 Riverside Drive be declared a*landmark and sent to the Common
Council; Mrs. Petrass seconded, motion carried.
3) Second reading for Landmark Status for 65150 Redwood Road.
Mr. Oxian made a motion that 65150 Redwood Road be declared a landmark
and sent to the County Council; Mrs. Petrass'seconded, motion carried.

t) 66984 Pine Road
Ms. Kiemnec reported that she okayed an application for a certificate of
appropriateness for a new chimney for the house providing that it is in
the.same configuration as the old and that the mortar color is matched
to that of the house.

Ms. Kiemnec reported that the Multiple Resource Area nomination should
be completed by the end of the year.
2) Industrial Buildings Study
Mr. Oxian asked that the Lumber Company at 1406 Franklin Street be
considered in.the.Industrial Buildings study because of its historical
significance.
7. Old Business
a. Administrative Assistant
Ms. Kiemnec announced that she had gotten approval on the grants for an
administrative assistant from both the State Historic Preservation Office
and the Community Development office. The position is being advertised by
the County Personnel Office and she has begun the process to get County
Council approval.
b. Mr. Oxian reported that a house on Edgewater close to Arch is sorely in need
of paint and should be checked out by the Planner. Mrs. Sporleder suggested
that the Commission try to develop some kind of a paint -up program for
houses in Historic Districts.
8. New Business
a. Mr. Wasielewski announced the formation of a new committee, the Facade
Easement Committee. He appointed Mr. Oxian as chairperson and Mrs. DeLaruelle
and Mrs. Petrass a's members.
b. Nominating Committee
Mr. Wasielewski appointed Mr. Newburn as chairperson and Mrs. Choitz and
himself as members.
c. Mayor's Conference
Ms. Kiemnec asked if the Commission wished to participate in the Mayor's
Conference again in 1984. Mr. Nimtz made a motion to participate in the
conference and to ask the other organizations who were involved in last
year's conference if they would participate again this year. Mr. Newburn
seconded; motion passed.
d. Prints from Indiana Club
Ms. Kiemnec exhibited two large prints that had been donated to .the
Commission, one an aerial view of the Studebaker Clubhouse and trees and
another done in 1923, of Studebaker's factories. Mrs. Sporleder suggested
that the Historic Preservation Commission check into duplicating the prints
and selling them. Mr. Newburn volunteered to restore and frame the posters
and keep them in a safe place for the Commission. Mr. Oxian made a motion to
have Mr. Newburn restore and frame them and keep them for the --Commission;
Mrs. Petrass seconded; motion carried.

e. Union Station
Ms. Kiemnec reported that Kathy Barnard, the Director of Code.Enforcement,
will try to completely secure Union Station (lst & 2nd floor windows),
with city funds. She further reported that a new roof is needed and if
funds are availabl.e in a future Jobs Bill, the building needs to be on'the
National Register. An application is presently in Indianapolis but additional
information is needed. Mr. Oxian made a motion that the Commission work
on the additional information needed; Mr. Newburn seconded; motion passed.
f. Personnel Committee
Mr. Oxian made a motion to extend Ms. Kiemnec's 1983 Contract until an
attorney can be consulted on two Obf the points in the'new contract;
Mrs. Sporleder seconded; motion passed.

Mr. Newburn made a motion to adjourn; the meeting was adjourned at 8:40 p.m.
