Call to Order The meeting was called to order at 7:30 P.M. 2. Approval of Minutes Mr. Oxian made a motion to approve the minutes; Mrs. DeLaruelle seconded; motion passed. 4. Treasurer's Report Ms. Kiemnec reported that, the final payment of the DNR grant for the Small Town Survey has been received. Mr. Oxian made a motion to accept the report as.written; Mrs. DeLaruelle seconded; motion carried. 5. Correspondence Ms. Kiemnec reported that we have not received another copy of Blueprints because none have been printed. The latest copy should be out this fall. a. :Histdriit---Preservation magazine for September/October, 1982 _ b. a Building Blocks newsletter for Summer, 1982 c. a Southhold Restoration program agenda for the Edgewater District tour on September 26, 1982 d. a letter from Mayor Parent concerning the proposed ethanol plant e. a thank -you letter from the head St. Mary's College librarian regarding acquisition of an Indiana Historic Sites and Structures Survey f. the Indiana Preservationist for September/October, 1982 g. a..1982-3 gift catalog from the National Trust for Historic Preservation h. a letter and subscription information from the Natural Resources Defense Council i. the Practising Law Institute News, September, 1982 __j. a letter from the (now defunct) -,American Preservation magazine, August, 1982 k. a program brochure about photography workshops to be held October through December, 1982 1. a one-year renewal form for the Preservation Law 6. Committee Reports Page 2 September 20, 1982 from the National Trust for Historic Preservation Reporter a. Budget & Finance a 1) Mr. Newburn reported that/5% raise in the HPC's 1983 budget passed the County Council. He recommended that -the entire amount go to the Planner's salary. The matter was referred to the Personnel Committee. b. Historic Districts 1) Ms. Kiemnec reported that 605 Lincolnway East was torn down by the city as a substandard building and 617 will come down within a month. c. Historic Landmarks 1) Second Reading.for Landmark Designation of 1329 .East Washington Ms. Kiemnec reported that the Commission has received permission from the.:owner to declare his house a landmark. Mr. Oxian made a motion that 1329 E. Washington be declared a landmark by ordinance and sent to the Common Council; -Mrs. Choitz seconded; motion passed. 2) Plaques Mr. Oxian reported that the Committee of Former Central High School Teachers would like a plaque for Central High School since it is now a landmark. Mr. Newburn suggested that one of the past graduating classes might donate such a plaque.- It laque.- It was also suggested that form letters be sent to owners of homes declared landmarks after final council action._ There was also dis- cuss -ion on whether all landmark owners should receive certificates, but the matter was referred to the Landmarks Committee. d. Legal 1) Ordinance Amendment Ms. Kiemnec reported that the HPC Ordinance Amendment will be reviewed by the Area Plan Commission on September 21, 1982. Mr. Kevin Butler, HPC's attorney, will represent us at that meeting.. She apprised the Commission that the Legal Committee had added a clause in Section 21-117.2 (j) to indicate that the acceptance of gifts, grants, legacies, bequests, endowments, monies and preservation easements would be for the purpose of the preservation of Historic Landmarks and Historic Districts. e. Public Relations& Community Education No report. f. Environmental Impact, -Statement .. - I` .: :: 1) Certificate of Appropriateness for 5.52 River Avenue Ms. Kiemnec reported that the owners wished to replace a gravel drive- way with concrete and she gave.a preliminary approval. Mr. Oxian made a motion to approve the -Certificate of Appropriateness for 552 River Avenue; Mr. Newburn seconded; motion passed. 2) Certificate of Appropriateness for 730 East Bronson Ms. Kiemnec reported that the owner wished to replace a former shed - with -one that -is -12' x 9', -with an asphalt, gable roof, vertical, Page 3 September 20, 1982 plank siding and a concrete slab foundation and she gave him prelim- inary approval. Mrs. Sporleder made a motion to -approve the Certi- ficate of Appropriateness for 730 East Bronson; Mrs. Choitz seconded; motion approved. 3) Certificate of Appropriateness Procedures Mr. Oxian made a motion to adopt the Certificate of Appropriateness Procedures (see Appendix A and B); Mrs. DeLaruelle seconded; motion carried. 4) Edgewater Place Mrs. DeLaruelle reported that the owners of 556.River Avenue are replacing windows without a Certificate of Appropriateness, and the owners of 509 Edgewater have replaced their garage roof also without a Certificate of Appropriateness. Mr. Oxian made a motion that a letter be sent to anyone violating the HPC standards for landmarks and districts. Mrs. DeLaruelle seconded; motion passed. It was suggested that Ms. Kiemnec draft a form letter for the Commission's approval at the next meeting. g. Staff Report 1) Small Town Survey Ms. Kiemnec reported that Pat Kridler, the intern from IUSB, has com- pleted the histories for Notre Dame buildings for the Small Town Survey. She requested that the Commission hire Ms. Kridler to also do a general history of the campus since she is familiar with the material. The project would involve about ten hours of work at $3.50 per hour. Mr. Oxian made a motion to approve the project; Mrs. Choitz seconded; motion passed. 2) Conferences Ms. Kiemnec reported that she -was unable to attend the Indiana University Preservation Conference in'Bloomington and requested that she be allowed to attend a Victoriaih Interiors Conference in Philadelphia on October 16th instead. The registration fee is $40.00. Mr. Newburn made a motion to allow the Planner to attend the Victorian Interiors Conference and to pay her registration fee; Mrs. Choitz seconded; motion passed. 7. Old Business a,: Downtown Buildings Mr. Oxian reported that he met with Mr. Jon Hunt of Redevelopment as well as the Common Council Committee which is reviewing the Downtown Building Ordinance and all agreed that the matter be postponed until September 27th. A change has been made in the proposed ordinance that gives the property owner the right of appeal to the Common Council. - 8. New Business No report. 9. Hearing of Visitors Leslie Choitz, the Executive Director of Southhold Restorations, showed a multi- media program which had been prepared by Southhold called, "Edgewater Place: A Neighborhood Reflected." She informed the.Commission'that_the program will be shown at the September 26th Edgewater Place Home Tour and will beavailable to local groups. Pa ge 4 September 20, 1982 10. Announcements & Miscellaneous Matters Mrs. DeLaruelle reminded everyone of the September 26th Edgewater Place Tour of Homes. 11. Adjournment Mrs. Choitz made a motion to adjourn; the meeting was adjourned at 9:16 p.m. Appendix A Certificate of Appropriateness Procedures Any major exterior changes involving: architectural treatment, site development requirements and provisions concerning construction, reconstruction, alteration, demolition or removal of any building or structure or parts thereof, shall require a Certificate of Appropriateness. The procedure to obtain one is as follows: 1. For those actions requiring a building permit, the applicant shall apply directly to the Building Department for a building permit. That!application, along with any drawings submitted, shall then be forwarded to the Historic Preservation Commission for review.within five working days. Where a building permit is not required, the applicant shall apply directly to the Historic Preservation Com- mission. 2. The Preservation Planner shall inspect the site and if the action is a routine maintenance matter or one completely in keeping with the historic integrity of the building, the Certificate. of Appropriateness will be okayed, the $3.00 fee will be collected,and a building permit may be obtained or in a case where the permit is not necessary, work may commence.* If the planner feels more discussion is necessary on the action, the matter will be referred to the Certificate of Appropriateness Committee. 3. The Certificate of Appropriateness Committee will meet as necessary (in keeping with the 30 -day maximum requirement) at the request of the Planner. The owner will be invited to attend the meeting to present his/her plans. Adequate docu- mentation including sample materials and architectural drawings which represent the scale, construction methods, finishes, etc. to be used must be presented. A Certificate of Appropriateness without proper documentation will be tabled until the owner complies with these requirements. 4. The Committee will review the. Certificate of Appropriateness and make a recom- mendation to the full Historic Preservation Commission at the next regular Com- mission meeting. If the Certificate of Appropriateness is approved at the meeting, the $3.00 fee will be paid.and work may commence (once a building permit is.obtained where necessary). If the Certificate of Appropriateness is denied, a letter shall be sent to the owner (with a copy forwarded to the Building Department) explaining the action and suggestions for changes. The owner may re -submit his plans with the suggested changes at the next meeting or appeal to the proper council which will make a final determinat(ton on the appli- cation. *All approved Certificates of Appropriateness will be reported by the Planner to the Historic Preservation Commission at its next meeting. Appendix B Certificate of Appropriateness Committee The committee shall consist of three Commissioners. Each person will serve on the the committee for three months on a rotating basis with a new person being added each month.
