Call to Order The meeting was called to order at 7:30 p.m. 2. Roll Call ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219 284-9798) Third Floor Conference Room County/City Building MEMBERS PRESENT: Mr. Charles Hayes, Mr. Ted Wasielewski, Mr. John Oxian, Mrs. Gina DeLaruelle, Mrs. Joann Sporleder, Mrs. Joyce Sherk, Mr. F. Jay Nimtz. MEMBERS ABSENT: Mr. Odell Newburn. ALSO PRESENT: Karen Kiemnec, Preservation Planner; Jeanne Derbeck, South Bend Tribune; Kevin Smith, Edgewater Place Homeowner. 3. Approval of Minutes Mr. Oxian made a motion to approve the April 26, 1982 minutes with the correction to page'4, Staff Report on Summary Report, "Mr. Oxian made a motion that the Summary Report be taken to Schillings for a second printing of 200 copies; Mr. Nimtz seconded; motion carried." Mrs. DeLaruelle seconded; motion passed. 4.' Treasurer's Report Ms. Kiemnec distributed the Treasurer's Report. Mr. Oxian made a motion':to accept the Report as written; Mrs. DeLaruelle seconded; motion carried. 5. Correspondence Ms. Kiemnec read the following correspondence: a. Historic Preservation for May/June,_ 1982. b. A Multi -Media Presentation of "WPA': Indiana's Rocky Road to Recovery" on June 3, 1982 at IUSB. c. The results of the,survey sent in to the American Farmland Trust. d. A catalogue on books for Victorian Lovers. e. Committee Reports a. Budget & Finance - no report b. -Historic Districts 1) Edgewater Place Historic District a) Report on 601 Lincolnway East Ms. Kiemnec read the response from the Building Commissioner in regard to the Historic Preservation Commission's request for a delay of one year on issuance of a demolition permit for 601 L.W.E. (Appendix A). c. Historic Landmarks 1) Second Reading for Landmark Designation of 644 Monroe - Mr. Oxian made a motion that 644 Monroe be -'declared a landmark by ordinance and sent to the Common Council; Mrs. DeLaruelle seconded; motion carried. 2) First Reading for Landmark Designation of 635 South Main (School Administration Building) 3) Status of Landmark Designation of 518 N. Lafayette Blvd. Ms. Kiemnec read the Area Plan Commission's recommendation to the Common Council on the house (Appendix B). d. Lega 1 1) Ordinance Amendment Ms. Kiemnec reported on the May 6 meeting with Kevin Butler, Richard Johnson, Eugenia Schwartz, Lew McGann, and Kathy Cekanski. Sheds waiting to hear from Mr. Butler on the conclusions of the lawyers on legal matters regarding the Amendment and will meet with the Legal Committee when these matters are resolved. e. Public Relations & Community Education - no report f. Envivonmental Impact Statement 1) Certificate of Appropriateness for 619 Edgewater Place Ms. Kiemnec gave a report of her conversation with Mr. John Lesczcynski, the City Engineer, regarding the ownership of the property between"A he street and the river.in front of, Kevin Smith's house. She indicated that the city owns that property. Mrs. Sporleder and Mr. Nimtz suggested that the Historic Preservation Commission cannot give their approval for a Certificate of May 24, 1982 Page 3 Appropriateness when the applicant does not own the property. Mr. Hayes made a motion that the Commission give Mr. Smith a letter saying it does not object to the aesthetics of his proposal and it feels that fieldstone is an appropriate material to be used along the riverbank in the Edgewater Place Historic District (see Appendix C). Mrs. Sporleder seconded, motion carried. Mr. Oxian and Mrs. DeLaruelle abstained; Mrs. Sherk voted nay. 2) Certificate of Appropriateness for 557'River Avenue Ms. Kiemnec regorted that Mr. Williams plans to re -roof his house and put braces at a 90 angle to each other and diagonally under the eaves on the gable side of the house where the rafters project. Mrs. Sporleder made a motion to approve the Certificate of Appropriateness for the brackets and reroofing; Mr. Hayes seconded; motion passed. 3) Certificate of Appropriateness for.620 W. Washington —Tippecanoe Place Ms. Kiemnec reported that owners want to reroof the north and east sides of the structure and replace flashing, eaves, and gutters. Where possible, materials will be restored and reused or exact reproductions will be used. She further reported that lightning rods would be removed. Mr. Hayes made a motion to approve the Certificate of Appropriateness for the work as out- lined; Mr. Nimtz seconded. Mr. Oxian moved to amend the motion to require the owners to replace the lightning rods; Mrs. DeLaruelle seconded. Both the motion and the amendment carried. g. Staff Report 1) Report on Summary Report Ms. Kiemnec reported that 100 copies of the Summary Report were sold and approximately 30 were left. She further indicated that she had taken'the book to the printer for a second printing and the projected completion date is some time in June. The Commission agreed to keep the same price. Mr. Hayes asked if it would be possible to advertise the Summary Report in the Southhold Newsletter. Mr. Oxian made a motion to the effect; Mr. Hayes seconded; motion carried. 2) Report on -Progress of Small Town Survey Ms. Kiemnec told the Commission that about half of the fieldwork for St. Mary's Campus is completed and her intern has done all the historical research for the college. She reported that due to .lack of adequate help, the expected completion date of August 1, 1982 cannot be met. She has written to the DNR requesting an additional six months for the project and was assured by Nancy Long of the Division of Historic Preservation in Indianapolis that -this would not be a problem. 3) Report on Preservation Tax Incentive Conference Mr.,Oxian requested that Ms. Kiemnec type up the report and distribute it at the next meeting. 4) Additional Staff Ms. Kiemnec asked the Commission's approval to ask Sylvia Gillis if she would be willing to work for the Commission on office work and research as she has.done in the past for a maximum of 10 hours per week at $3.50 per hour.. Mr. Oxian made a motion to that effect; Mr. Nimtz seconded; motion carried. Mrs. Sporleder suggested that -all local colleges, be -cal_] ed to: see if they have any students interested in working as interns. May 24, 1982 Page 4 h. President's Report 1) Certificates of Appropriateness Mr. Wasielewski suggested that procedures for the Certificate of Appropriate- ness process need to be adopted and that perhaps a committee should be set up to suggest some alternatives. Mr. Oxian made a motion.to set up a com- mittee to come up with suggestions for Certificate of Appropriateness procedures; Mrs. DeLaruelle seconded; motion passed. Mr. Wasielewski replaced Mrs. Ruth Price who has resigned from the Commission with Mrs. Sporleder.:-as Chairperson of the Environmental Impact Committee and added Mr. Oxian to the Committee. 7. Old Business - no report 8. New Business Mr. Oxian made a motion that the Commission send an ordinance to the Common Council to stop the issuance of Demolition Permits by the City Building Department for two years on buildings.rated 11 to 13 on the City Survey in Downtown South Bend within the following boundaries: LaSalle on the north, William on the west, St. Joseph on the east, and Western on the south. Mrs. DeLaruelle seconded; motion defeated. Mr. Hayes, Mr. Nimtz, and Mrs. Sporleder voted nay; Mrs. DeLaruelle. and Mr. Oxian voted in favor; Mrs. Sherk abstained. The Commission agreed to hold a caucus on June 7 at 7:00 p.m. in the 11th floor Conference Room. 9. Hearing of Visitors - no report .10. Announcements & Miscellaneous Matters 11. Adjournment Mrs. Sporleder moved to adjourn; motion passed. Markle - Building Commissioner - SUBJECT: SUBJECT: March 16, 1982 Denial of Demolition PermitRequest for house 601 Lincolnway East by the Historic Preservation Commission DATE: April 29, 1982 In regards to letter received in this matter dated April 14th from the Commission, I was unable to _ get back to you by the meeting date of April 19th because I was out of the office. Our Department will not issue a permit until an approval on the certificate is forthcoming from the Commission in the matter of demolishing the house, moving the house or reconstructing it. If such an application is received, we will forward it to your office. JOHNSON Executive Director (219) 284-9571 The Staff of the Area Plan Commission has reviewed the Historic Preservation Commission's proposed designation of the above property as an historic landmark. While we cannot argue against the historical nature of this structure, we cannot support its existing location. Ordinance #6669-79 gave the South Bend Medical Foundation proper zoning.'to allow the construction of their addition at the corner of Lafayette Boulevard and Navarre Street, along with the necessary parking for the addition. The location of the building at 518 North Lafayette Boulevard interfers with this proposed parking lot. The Staff, therefore, would recommend that action on this petition be delayed so that the South Bend Medical Foundation and Southhold Heritage can continue in the negotiations to move the building. A landmark designation at this time could delay or stop the construction of the parking lot. Sincerely, 0 David B. It is the consensus of the Commission that the fieldstone is an appropriate material in keeping with the historical integrity and character of the Edgewater Place Historic District.
