Call to Order The meeting was called to order at -7:30 p.m. 2. Roll Call ROOM 1123 COUNTY CITY BUILDING south bend, indiana 46601 (219 284-9798) Third Floor Conference Room MEMBERS PRESENT: Mr. Charles Hayes, Mr. Ted Wasielewski, Mr. John Oxian, Mrs. Gina DeLaruelle, Mrs. Joann Sporleder, Mrs. Joyce Sherk MEMBERS ABSENT: Mrs. Ruth Price, Mr. F. Jay Nimtz, Mr. Odell Newburn ALSO PRESENT: Karen Kiemnec, Preservation Planner, Jeanne Derbeck 3. Approval of Minutes The January 18, 1982 minutes were approved as written. Mr. Hayes made the motion; Mrs. Delaruelle seconded; motion passed. As there was not a quorum at February's meeting, the Edgewater Place Historic District Liaison Committee Rules needed approval by a fifth member.. Both Mrs. Sporleder and Mrs. Sherk approved. 4. Treasurer's Report Ms. Kiemnec read the Treasurer's Report for February. She reported that since the last meeting, we have received the first installment of the DNR grant for the Small Town Survey. She further reported that the remainder of Southhold Retoration's grant for the same project has been submitted. Mrs. Sporleder made a motion to accept the Treasurer's Report; Mrs. DeLaruelle seconded; motion passed. 5. Correspondence a. Preservation News for March, 1982. b. Historic Preservation for March/April, 1982. c. Practicing Law Institute Spring Calendar d. Special Arts Update form Congressman, Fred Richmond, N.Y. e. Schedule for Tax Incentive Conference, March 22 & 23 f. Preservation Bulletin from HLFI on Renovation of Historic Buildings g. March Old -House Journal 6. Committee Reports a. Budget & Finance - no report b. Historic Districts 1) Edgewater Place Historic District a) 601, 605, & 617 Lincolnway East March 15, 1982 Page 2 Ms. Kiemnec read a copy -of the letter sent to John Freidline by South- old Heritage (Appendix A) and reported that the building department had heard nothing further from developers Panzica & Freidline on their requests for demolition permits of the three houses. Mr. Oxian made.a motion that the Commission request of the Building Department that the demolition permit for 601 Lincolnway East be denied for one year. Mrs. DeLaruelle seconded; motion passed. No action was taken on 605 & 617 Lincolnway East.. c. Historic Landmarks 1) School Buildings Mr. Oxian made a motion that Central and Oliver Schools be declared landmarks. Mrs. Sporleder seconded; motion passed. 2) Abandoned Building Policy Mr. Oxian explained that Mr. Kevin Butler (then in the capacity of County Attorney), Mr. John Bodine, and Mrs. Kathy Seganski, the Common.:, Council's. attorney had approved the policy (Appendix B). Mr. Hayes made a motion that the Commission approve the Policy; Mrs. DeLaruelle seconded; motion passed. 3) Landmark Designation Ms. Kiemnec presented 314 W. LaSalle & 233 N. Lafayette for first reading for landmark status. Mr. Oxian spoke to the trustee of the estate, Mr. Braasch, to make him aware of the Commission's seeking landmark desig- nation. Mrs. Sporleder suggested that before the estate is broken up, the staff person, Ms. Kiemnec, try to get permission to photograph the house. Mr. Hayes made a motion that the South Bend Medical Foundation's Annex at 510 N. Lafayette be presented for first reading for landmark designation. Mrs. Sporleder seconded; motion passed. Mr. Oxian abstained. It was suggested that the owners and Mr. Jeff Gibney of Southold Heritage be contacted. d. Legal 1) Ordinance Amendment Ms. Kiemnec reported that Mr. Butler expects to have a draft of the Ordinance Amendment by the end of the week. e. Public Relations & Community Education 1) Architectural Guidebook of South Bend, Mishawaka and St. Joseph County Ms. Kiemnec presented a proposal (Appendix C) for an Architectural Guide- book. Mr. Hayes made a motion that Ms. Kiemnec be encouraged to work on the book as long as it is done on her own time. Mrs. Sporleder` seconded; motion passed. 2) Preservation Week Ms. Kiemnec reported that rather than attempting to arrange a Preservation Week Conference, she had spoken to a couple realtors and there is the possibility that she would be able.to speak to the ,Board of Realtors meeting at one of their monthly meetings. March 15, .1982 Page 3 2) Preservation Week (cont.) It was suggested that the Commission might assist Southhold on their Awards Breakfast for Historic Preservation Week. Mr. Wasielewski brought up the idea of presenting scrolls to several successful local preservation projects. Ms. Kiemnec was directed to write a Memo to Southhold Restorations to suggest this idea. f. Environmental Impact Statement 1) Certificate of Appropriateness for 701 Portage Ms. Kiemnec reported that the Civic Theatre would like to replace all gutters and eave troughs on the firehouse. The replacements would be very similar and within 6 to 12 months would be painted the same color as the present ones. Mr. Hayes made a motion that the Certificate of Appropriateness be approved; Mrs. Sporleder seconded; motion passed. g. Staff Report 1) Report on Progress of South Bend City Survey A list of who is to receive the Summary Report was distributed (Appendix D) and a price of $10.00 per copy was decided on. 2) Report on Progress of Small Town Survey Ms. Kiemnec reported that it is progressing well. 3) Report on National Register District Ms. Kiemnec reported that Chapin Park had officially been declared a National Register Historic District. h. President's Report 1) Committee Appointments Mr. Wasielewski made Committee Appointments as per Appendix E. The only change was to add Mr. Oxian to the Historic Districts Committee. Mr. Hayes made a motion that the appointments be accepted; Mrs. Sporleder seconded; motion passed. 7.. Old Business a. By-laws - referred to the Legal Committee 8. New Business Mr. Oxian made a suggestion that Owner"Consent not be required for landmark'status on abandoned, commercial and government buildings.and buildings in an estate on the death of the owner. It was referred to the legal committee and the Commission's attorney. 9. Hearing of Visitors - no report 10. Announcement and Miscellaneous Matters - no report 11. Adjournmeait Mrs. Sporleder made a motion that the meeting be adjourned; Mr. Hayes seconded; motion passed. The meeting was adjourned at 9:35 p.m. Appendix B Policy on Abandoned Buildings'Ranked 11-13 An abandoned building is defined as any building in the city or county surveys ranked 11 or better and being considered for landmark designation that has not been occupied and maintained for residential, business, industrial, agricultural, or other legitimate purposes for one year or more. The Landmarks Committee Chairman shall contact the owners of such abandoned buildings to request of them that they work with the Historic Preservation Commission in having tht building declared a landmark. In cooperation with the owner, the Historic Preservation Commission shall encourage the rehabilitation or disposal of the building. If the owner of an abandoned building refuses the Historic Preservation Commission's request for landmark status, then the Commission may follow the procedures as adopted by Resolution No. 3 and recommend the building for landmark status to the proper council. 8/13/81 Approved 3/15/81 Appendix C HISTORIC ARCHITECTURAL GUIDEBOOK OF SOUTH BEND, MISHAWAKA, & ST. JOSEPH COUNTY The publication will be a guidebook of old & new architecturally significant buildings in South Bend,*Mishawaka S St. Joseph County. It will include brief histories of the areas, auto tour maps, and photographs with captions. The book will be co-authored by Leslie Choitz, Jim Mullins, John Stamper, and myself. My role will be to: take photographs, write histories for the county, consult on the county buildings to be used, write captions, and edit. Work and communicate with the residents of the district and the Historic Preservation Commission. 2. Inform and give recommendations to area residents pertaining to the district's standards. a. Meet with new property owners and distribute Standards book along with other pertinent information. 3. —Advise property owners of any possible infractions of the Historic District Standards that may occur and work with them toward a solution to the problem, when deemed necessary, report said violation to Historic Preservation Commission. 4. Hold Liaison Committee meetings once every two months or as situations arise. a. Keep records of all business conducted during these meetings and all other meetings called by Historic District Liaison Committee. b. Disseminate pertinent information to the District property owners through whatever means available such as Neighborhood News., E.P.N.A. Meeting Announcements, fliers, etc. 5. At least one representative of the Committee attend the monthly Historic Preservation Commission meeting. 6. Participate in the scheduled revisions and updating of the Historic District Standards. 7. Initiate and oversee the election of the Liaison Committeeper election procedures.
