Call to Order The meeting was called to order at 7:33 p.m. 2. Roll Call MEMBERS PRESENT: Mr. Charles Hayes, Mr. John Oxian, Mrs. Gina DeLaruelle, Mr. F. Jay Nimtz, Mr. Odell Newburn, Mrs. Martha:.Choitzi., Mrs. Joann Sporleder. MEMBERS ABSENT: Mr. Ted Wasielewski. ALSO PRESENT: Karen Kiemnec, Preservation Planner; Jeanne Derbeck, South Bend Tribune; Pat Kridler, IUSB Intern; Mike Vaerewyck;:.Steve..Beamor;. and Kathryn Brookins. 3. Approval of. Minutes Mr. Newburn made a motion to approve the June 21, 1982 minutes; Mr. Nimtz seconded; motion passed. 4. Treasurer's Report Ms. Kiemnec reported that the second installment of the DNR Small Town Survey Grant had been received. Mr. Newburn made a motion to accept the report as written; Mr. Nimtz seconded; motion carried. 5. Correspondence -- a. Preservation News for July, 1982. b. The Old House Journal, July 1982. c. Page 2 July 19, 1982 6. Committee Reports a: Budget & Finance Ms. Kiemnec'reported that last year's budget figure is being used by.the County Commissioners for next year's budget. The Commissioners suggested that the budget which has been "prepared for 1983 be sent to the County Commissioners. b. Historic Districts The proposed local districts in West Washington, LaSalle St., East Jefferson, and the Near East were discussed. Mrs. Kathryn Brookins apprised.the HPC that she will be bringing in a petition on the proposed LaSalle Street District at the August Meeting. c. Historic Landmarks 1) Second Reading for Landmark Designation of 52060 Quince Road Mrs: Sporleder suggested that it be looked into whether or not the house can feasibly be moved. Mrs. Sporleder made a motion that 52060 Quince Road be declared a landmark by ordinance and sent to the County Council; Mrs. Choitz seconded; motion passed. 2)Second Reading for Landmark Designation of 1327.1 Adams Road Mr. Beamor, the owner, apprised the Commission that he is in favor of landmark designation and that the architectural quality of the home merits it. Mrs. Sporleder made a motion that 13271 Adams Road be declared a landmark by ordinance and sent to the County Council; Mrs. Choitz seconded; motion passed. 3) Hearing for Landmark.Designation by Resolution of 29149 Lath Trail, Former Schoolhouse Mr. Oxian reported that the owner is aware of the proposed landmark desig- nation and that the building is one of the earlier schoolhouses extant in the county. Mrs. Sporleder made a motion that 29149 Lath Trail, a former schoolhouse, be declared a landmark by resolution and sent to, -.the County Council; Mrs. DeLaruelle seconded, motion passed. 4) Bowman -Cemetery Mrs. Sporleder mentioned that the fence at the cemetery is to be torn down and replaced with a vinyl fence. Mr. Hayes made a motion to hold first reading for landmark status of the fence and to write to the Park Depart- ment asking them not to tear it down; Mrs. Sporleder seconded; motion carried. d. Legal 1) Ordinance Amendment Ms. Kiemnec reported that the Area Plan Commission has continued the Ordinance Amendment until their August meeting. e. Public Relations & Community Education - no report f. Environmental Impact Statement 1) Certificate of Appropriateness for 524 River Avenue Mr. Vaerewyck explained that he would like to replace his present garage with a new building which will be L-shaped in plan, sheathed in clapboard, have a gable roof, and_,a plastic corrugated door. Mr. Hayes made a motion Page 3 July 19, 1982 to approve the Certificate of Appropriateness for 524 River. Avenue on the condition that a wooden garage door be -used instead of plastic; Mrs. DeLaruelle seconded; motion passed. 2) Certificate of Appropriateness for 701 Portage Avenue - temporarily tabled. g. Staff Report 1) Summary Report Ms. Kiemnec reported that the second printing of the Summary Report is completed, .and she pointed out the minor differences in it. 2) Small Town Survey Ms. Kiemnec introduced Pat Kridler, the IUSB student, who will be working as an intern- 'on the Small Town Survey. She reported that the Commission has received a six-month extension on the deadline for.the Small Town Survey to February 1, 1983. h: President's Report Ms. Kiemnec reported that she will need a Small Town Survey Committee to begin reviewing various aspects of the project. Mr. Wasielewski appointed Mr. Oxian, Mrs. Sporleder, and Mrs. Choitz to the Committee. ',7. `.Old Business a. 1D6wntown-,Buildings ".Mr. Oxian asked for comments or suggestions on his proposed ordinance. Mrs. DeLaruelle made a motion that the Historic Preservation Commission send the ordinance down to the Common Council; Mr. Hayes seconded; motion passed, Mr. Nimtz voted no. (See Appendix B, Caucus, June 7, 1982) 8. New Business a. - Southol d Ant i que,7Show- and. Salve ;Ms.Kiemnec reported that Southold Restorations had sold 8 of our Inventories and Summary Reports at their Antique Show and suggested that.we send them a Thank you letter., The Commission agreed. b. County Auto Maps Ms. Kiemnec reported that there is only half of a box of County Auto Tour Maps left and suggestedthat we might discuss revising and printing more or working with Southold on the project. Mr. Oxian agreed to bring up the subject with Southold at their next board meeting. 9.. Hearing of Visitors 10. Adjournment Mr. Nimtz made a motion to adjourn; Mrs. DeLaruelle seconded; the meeting was adjourned at 9:25 P.M.
