Call to Order Mr. Wasielewski called the meeting to order at 8:00 p.m. 2. Roll Call MEMBERS PRESENT: Mr. Charles Hayes, Mr. Ted Wasielewski, Mr. John Oxian, Mrs. Gina DeLaruelle MEMBERS ABSENT: Mrs. Ruth'Price, Mrs. Joann Sporleder, Mr. F. Jay Nimtz, Mr. Odell Newburn, Mrs. Joyce Sherk ALSO PRESENT: Karen Kiemnec,,Preservation Planner, Jeanne Derbeck, Kevin Butler, the Commission's attorney, Hannah Moore, Paul Crowley, Joseph Pietrzak and Larry DeLaruelle 3. Approval of Minutes Held off till next meeting because of lack of a quorum. 4. Treasurer's Report Approval held off till next meeting because of lack of a quorum. Ms. Kiemnec reported that the first payment on the Department of Natural Resources Grant for the Small Town Survey has cleared Washington, D.C. and should be received in about six weeks. 5. Correspondence a. The Indiana Preservationist No. 6 b. Conserve Neighborhoods for November -December, 1981 c. A Memo from the Board of County Commissioners concerning Girl Scouts' Day - March 12, 1982 d. Approval from the Board of County Commissioners for travel request for Ms. Kiemnec to attend the Chicago Tax Conference. e. The Renovator's Supply, January 1, 1982 f. COPAR newsletter g. Information from Historic Evansville h. Information on a February 27, 1982 conference in Indianapolis on Planning & Financing the Historic Restoration/Renovation i. February Old -House Journal 6. Committee Reports a. Budget & Finance - no report b. Historic Districts 1) Edgewater. Place Historic District a) 601, 605 & 617 Lincolnway East Ms. Kiemnec reported that Southold_ Heritage had not had any offers to date for 605 or 617 Lincolnway East and the properties will revert back to Panzica & Freidline on March 1, 1982. She also reported that 601 is for sale by the owners. b) Edgewater Place Historic District Liaison Committee Rules Mr. Wasielewski read the Proposed Rules with changes made by the Committee of the Whole (see Appendix A). Mr. Oxian made a motion that the rules be approved pending assent by a fifth member of the Commission. Mr. Hayes seconded; all members present voted in favor of the motion. c. Historic Landmarks 1) Abandoned Building Policy - held off till next meeting 2) School Buildings - held off till next meeting 3) State Theatre - Mr. Hayes asked the status of landmark desig- nation for the State Theatre which was up for first reading in December. Mr. Oxian suggested that the matter be tabled until September or October as he its currently working with the owners to find a developer. d. Legal 1) Ordinance Amendment Mr. Butler reported on the problems with the,:r- Ordinance Amendments: we need to incorporate` language to be able to accept preservation or facade easements; the penalty provision in our amendment is acceptable if it is made clear that it refers only to Section 6.5 of the amendment; and the Commission cannot bring court injunctions on its own but must go through the city or county council. In cases where the city or county owns the building and injunctive relief is sought, action will have to be taken on a case by case basis keeping in mind the Commission's limited funds. Legal (cont.) 2) New Lawyer Mr. Wasielewski announced that Mr. Kevin Butler will be the Commission's attorney and he asked that any legal matters which need Mr. Butler's attention be coordinated through the staff person, Ms. Kiemnec. She will act as the liaison with Mr. Butler in order to use his services most efficiently. e. Public Relations and Community Education Mr. Hayes reported that no firm decisions have been made on the Architectural Guidebook. Mr. Oxian asked if the Historic Preservation Commission would be holding festivities for Preservation Week. The matter was re- ferred to Mr. Hayes' committee for a report next month. One suggestion was to have a seminar with local developers and/or realtors on our local districts and landmarks and the benefits and implications of them. f. Environmental Impact Statement - no report g. Staff Report 1) Report on progress of South Bend City Survey Ms. Kiemnec reported that the Summary Report is back from the printer and needs only to be collated and punched. She suggested that if a press release and/or celebration is going to be planned, preparation needs to begin. She added that the second printing of the Inventory Catalogue is completely collated and bound, thanks to the generous help of Mrs. Price. 2) Report on progress Small Town Survey Ms. Kiemnec reported that the St. Mary's intern is currently doing research on that campus and that the Small Town Survey in general, is going well. h. -President's:Report Mr..Wasielewski reported that he would like to continue the committee concept of getting things accomplished. He will wait until the -March meeting to.make appointments and if a Commissioner decides to.serve on a particular committee, they should contact him. 7. Old Business a. By-laws - referred to committee .8. New Business - no report 9. Hearing of Visitors - no report 10. Announcements & Miscellaneous Matters Mr. Wasielewski welcomed the new Commissioner, Gina DeLaruelle. 11. Adjournment Mr. Oxian made a motion for adjournment; Mr. Hayes seconded; all present voted in favor. The meeting was adjourned at 9:15 p.m. F.1122►17EVi1 EDGEWAT.ER PLACE HISTORIC DISTRICT LIAISON COMMITTEE Member Duties l: Work and communicate with the residents of the district and the Historic Preservation Commission. 2. Inform and give recommendations to area residents pertaining.to the district's standards: a. Meet with new property owners and distribute Standards book along with other pertinent information. 3. Advise property owners of any possible infractions of the Historic District:Standards that may occur and work with them toward -1.a solution to.the problem,.when deemed necessary, report said violation to :. ,1 Historic -'Preservation Commission'. 4. Hold Liainson Committee meetings once every two months or as `situations arise. a. Keep records of all business conducted during these meetings and all other meetings called by Historic District Liaison Committee. b. Disseminate pertinent information to the District property - owners through whatever means available such as Neighborhood News., E.P.N.A. Meeting Announcements, fliers, etc. 5. At least one representative of the Committee attend the monthly Historic Preservation Commission meeting. 6. Participate in the scheduled revisions and updating of the Historic .District Standards. 7. Initiate and oversee the election of the Liaison Committee per election procedures. 'February 15, 1982-
