Call to Order The meeting was called to order at 7:30 p.m. 2. Jay Nimtz, Mr. Charles Hayes Mr. Odell Newburn, Mrs. Janeanne Petrass MEMBERS ABSENT: Mrs. Joann Sporleder ALSO PRESENT: Karen Kiemnec, Preservation Planner; Jeanne Derbeck, South Bend Tribune 3. Approval of Minutes Mrs. DeLaruelle asked that the mix-up with her name in the November 15,.1982 minutes under #2 Roll Call, Members Present, be corrected to read Mrs. -Gina DeLaruelle instead of Mrs. Gina Sporleder. Mr:.Okian.pointed out that his motion to purchase the Preservation Law Reporter under #6 d Legal had not been recorded; the motion had been seconded by Mr. Nimtz. Mr. Nimtz made a motion to accept the minutes with the corrections; Mr. Newburn seconded; motion carried. 4. Treasurer's Report Ms. Kiemnec reported that all Purchase Orders must be submitted by Friday, December 17, 1982 and that the remaining funds in the HPC account would be spent. Mr. Nimtz made a motion to accept the report as submitted; Mrs. Choitz seconded; motion passed. 5• Correspondence a. information on an insurance ,�,program_from the National Trust b. the November/December Indiana Preservationist c. Committee Reports a. Budget & Finance No report. b. Historic Districts Ms. Kiemnec distributed and explained the Amendment to the Edgewater Place Historic District Liaison Committee Election Procedures which provides for a replacement in the event of a resignation (see Appendix A). Mr. Oxian made a motion to accept the Amendment; Mrs. DeLaruelle seconded; motion passed. c. Historic Landmarks No report. d. Legal 1 ) -,Commission, -Attorney-y M"r: Nimtz reported.that'he had spoken to Mr. Kevin Butler; the Commission's attorney, concerning Mr. Butler's bill and that the matter will be taken care of the first of the year. e. Public Relations & Community Education 1) County Maps Mr..Oxian reported that a board member of Southhold Restorations is looking for funding for the printing of the County Maps and if there is a market to: -sell them. f. Environmental Impact Statement 1) Violation of Standards Notification Ms. Kiemnec reported that Mr. Butler reviewed the Violation of Standards Notification submitted by Mrs. Choitz at the November 15 meeting (see Appendix B) and.that he finds no problems with it. g. Staff Report 1) Small Town Survey Ms. Kiemnec reported that except for some photographs of Notre Dame buildings, the fieldwork is completed. She reminded the Commission that the deadline for completion of the Small Town Survey is February 1, 1983 and that although the book will not be completed, the survey cards should be. h. Personnel Committee 1) Report on Personnel Committee Meeting a.) Secretary's Contract Mr. Wasielewski reported that Ms. Fackelman's contract expires December 31, 1982 and Ms. Kiemnec was requesting that it be renewed at 10 hours per week at $3.50 per hour until April 30, 1983. Mr. Newburn so moved; Mr. Nimtz seconded; motion carried. December 13, 1982 Page 3 b.) Preservation Planner's Salary Mr. Wasielewski reported that the Personnel Committee recommended that the HPC give the Preservation Planner the increase in the budget for 1983 as a salary increase. Mr. Newburn so moved; Mr. Nimtz seconded; motion carried. c.) Preservation Planner's Contract Mr. Wasielewski reported that the Planner's contract expires December 31, 1982. Mr. Nimtz made a motion that the contract be renewed; Mr. Newburn seconded; motion passed._ It was agreed that a copy of the contract would be sent to each Commissioner for comments. 7. Old Business a. Downtown Buildings Ms. Kiemnec reported that she, Mr. James Conley, and Mr. Oxian had met and de- cided that the best way to inform downtown building owners of the benefits of preservation would be to hold a conference with experts to speak on the tax act, facade easements, a National Register Historic District, etc. 'May 9th, during National Preservation Week, was chosen as a date -for the conference and the Historic Landmarks Foundation of Indiana, the Mayor, and the Redevelopment Department have agreed to support and participate in it. Southhold Restora- tions and Southold Heritage will also be asked to participate. 8. New Business a. Nominating Committee Mr. Wasielewski appointed the following persons to the nominating committee: Mr. Nimtz, chairperson, Mrs. Choitz, and Mrs. DeLaruelle. 9. Hearing of Visitors No report. 10.
