Enclosed you will find a proposed outline for Small Town Survey Book and a rough draft of a history of Osceola. Please review both and bring your comments to the meeting. Call to Order The meeting was called to order at 7:36 p.m. 2. Roll Call MEMBERS PRESENT: Mr. Charles Hayes, Mr. John Oxian, Mrs. Gina DeLaruelle, Mr. F. Jay Nimtz, Mrs. Martha Choitz Mrs. Joann Sporleder, Mr. Ted Wasielewski MEMBERS ABSENT: Mr. Odell Newburn ALSO PRESENT: Karen Kiemnec, Preservation Planner; Jeanne Derbeck, South Bend Tribune; Peg Fackelman, Commission Secretary 3. Approval of Minutes Mr. Oxian suggested that the appendix number and date be added in parentheses to #7. Old Business, #a. Downtown Buildings of the July 19, 1982 minutes. Mr. Nimtz made ,a motion to approve the minutes; Mrs. DeLaruelle seconded; motion _ passed. Mrs. Sporleder suggested.tha_f the Commission consider some kind of a system for cataloging minutes or past motions. 4. Treasurer's Report Mr. Nimtz made a motion to accept the report as written; Mrs. DeLaruelle seconded; motion carried. 5. Correspondence a. Preservation News for August, 1982. b. The Old House Journal, August, 1982. c. Preservation Law Reporter, Reference Materials. d. Preservation Law Reporter, July, 1982. e. Historic House Newsletter, June, 1982. f. the Practising Law Institute News, June, 1982. g. the Southhold Newsletter, August, 1982. h. the United Way Committee Report, June /July, 1982. i. an Urban Conversation Report Newsletter, July 30, 1982. j. a brochure on a 1982 Publicity Workshop, sponsored by Michiana Women in Communications, Inc. k. a brochure on the 1982 Zoning and Planning Law Handbook. 1. a brochure on preservation methods books. m. the Indiana University Museum Nineteenth Annual Report. n. a brochure about the upcoming conference, "Reusing Old Buildings," to be held in September, 1982 in Baltimore, Maryland. Page 2 August 16, 1982 Mr. Oxian inquired as.to why we are not receiving the publication, Blueprint, which we ordered late last year, and Ms. Kiemnec said she would write to find out. 6. Committee Reports a. Budget & Finance Ms. Kiemnec reported that the County Council will hold public hearings on the budget on August 31 at 5:00 p.m. and that the Council will hold a final vote on September 7 at 7:00 p.m. b. Historic Districts 1) LaSalle Street Historic District: -. Ms. Kiemnec reported on a July 29, 1982, meeting on the proposed West Washington /LaSalle Street Historic District (see Appendix A). She advised the Commission that the West Washington group wishes to meet with a larger committee from the neighborhood for feedback while Mrs. Brookins intends to go ahead with the LaSalle Street petition. Both groups will keep the HPC apprised of their progress. 2) East Jefferson Historic District Mrs. Sporleder inquired of Mr. Hayes whether there had been any further developments with the East Jefferson Historic District and he said there had not. 3) Near East Historic District The Commission discussed the Near East Historic District which would include the north side of East Jefferson from Frances to Eddy and the south side of East Jefferson from St. Louis to the property line on the east side of 1002 East Jefferson. Ms. Choitz made a motion that area residents be contacted by the HPC to see what interest there is for a district. Mrs. Sporleder seconded; motion passed. c. Historic Landmarks 1) Report on Fence at Bowman and Rose -Hill Cemeteries Ms. Kiemnec reported that she had talked to one of the owners of Rose - Hill Cemetery to see if he was interested in landmark status for the fence. He said he will apprise the other association members and we may contact him about the matter in the future. Ms. Kiemnec further reported that the city will erect a vinyl fence along Miami Street in front of Bowman Cemetery which is adjacent to Rose -Hill. 2) Report on 52060 Quince Road Mr. Oxian reported that the landmark designation for 52060 Quince Road was defeated by the County Council but the Council will seek advice from their attorney on their rights over property owners and we may re- submit the building for landmark designation again in six months. 3) First Reading for Landmark Designation on 1329 East Washington Ms. Kiemnec recommended the building at 1329 East Washington, a Tudor Revival style house rated S /11 on the city survey, for landmark status. She had a signed consent form from the owner's son but the HPC told her that a signed consent would be necessary from the owner himself. d. Legal 1) i0rd rianC:e� Amendr�ertt Ms: Kiemnec reported that the Amendment is to come before the Area Plan Page 3 August 16, 1982 Commission on- August 17, 1982. The Commission directed her to ask Mr. Kevin Butler, the HPC attorney, to represent them. e. Public Relations & Community Education No report. f. Environmental Impact Statement 1) Certificate of Appropriateness for 701 Portage Avenue Ms. Choitz explained that the Civic Theatre wishes to add signage and lighting to the exterior of the building. Mr. Hayes made a motion that the Certificate of Appropriateness be approved; Mr. Nimtz seconded; motion passed. 2) Certificate of Appropriateness for 701 West LaSalle Ms. Kiemnec reported that Mr. and Mrs. Brookins wished to erect a picket fence around the perimeter of their rear yard to match the one in the front. Mr. Oxian made a motion to approve the Certificate of Appropriateness; Mr. Nimtz seconded; motion passed. g. Staff Report 1) Small Town Survey Ms. Kiemnec introduced Peg Fackelman, the Commission's new secretary, and reported that work on the Small Town Survey is progressing well. 2) Conferences Ms. Kiemnec reported that the Fourteenth Annual Indiana Conference on Historic Preservation will be held in Bloomington on September 17 and 18. Mr. Nimtz moved that the Commission pay $36.50 for registration and three conference - sponsored meals for Ms. Kiemnec to attend the confer- ence; Mrs. DeLaruelle seconded; motion passed. Ms. Kiemnec further reported that the National Trust Annual Conference will be held October 6 -10 in Louisville, Kentucky. Mr. Hayes made a motion that the Commission pay $75.00 for Ms. Kiemnec's registration and that the remaining $87.50 in that account be used for partial registration fees for any other Commission members who wished to attend. Mrs. DeLaruelle seconded; motion carried. 7. Old Business a. Downtown Buildings the - Ms. Kiemnec reported that /Ordinance pertaining to Downtown Buildings will be submitted to the Common Council in time for First Reading on August 23, 1982. b. County Maps Mr. Oxian reported he had discussed the matter of re -doing the County Auto Tour Guides with Southhold Restoration and the Board asked that items such as type of paper, format and cost be discussed and decided on first. The matter was delegated to the Public Relations and Community Education Committee and a meeting will be set up with Southhold. 8. New Business a. Ten -Year Anniversary Ms. Kiemnec suggested that since 1983 is the HPC's ten -year anniversary, some type of celebration or ceremony might be planned. The matter was referred to the Public Relations and Community Education Committee. b. Wyatt Christian Church Page 4 August 16, 1982 Ms. Kiemnec reported that the August 2nd South Bend Tribune.featured an article on the Wyatt Christian Church which is no longer being used as a church. The present owner plans to tear it down. Mrs. Sporleder moved that the HPC write to the owner apprising him of the historical and architectural significance of the church and the possibilities for adaptive use. Mrs. De- Laruelle seconded; motion passed. c. Historic Landmarks Foundation of Indiana Survey Ms. Kiemnec told the Commission of survey from the "_Historic Landmarks Foun- dation of Indiana which seeks input on a proposed Historic District Training Seminar. Mr. Oxian made.a motion that the planner review the report with Mr. Wasielewski before returning it, with the stipulation that if there are any problems or questions, the matter will be reviewed by the Executive Com- mittee. Ms. Choitz seconded; motion passed. 9. Hearing of Visitors No report. 10. Announcements and Miscellaneous Masters Mrs. DeLaruelle informed the Commission that a Home Tour will be held in Edge- water Place Historic District on September 26 and the Commission may set up a table with our Surveys and Summary Reports to sell. Mr. Oxian made a motion that Ms. Kiemnec set up a table for the HPC at Edgewater Place's Tour of Homes to sell our publications; Mr. Nimtz seconded; motion passed. 11.
