1. Call to Order

President Ted Wasielewski called the meeting to order at 7:45 p.m.
2. Roll Call
MEMBERS PRESENT: Mr. Ted Wasielewski, Mr. John Oxian, Mr. Daniel Reinke,
Mr. Charles Hayes, Mr. Odell Newburn, Mr. F.Jay Ji Nimtz,
Mr. John Appleton, Mrs. Joann Sporleder.
MEMBERS ABSENT: Mrs. Ruth Price
OTHERS PRESENT: Mr. John Stamper, Preservation Planner, Mr. Michael Lutes,
Research Assistant, Ms. Jeanne Dubeck, Ms. Katherine
Brookins.
3• Approval of Minutes
Mr. F. Jay Nimtz moved for approval of the July minutes, seconded by
Mr. Odell Newburn. Motion carried, no corrections.
August minutes moved for approval with the correction noted. Mr. Nimtz
made motion for approval of Jeanette Burkett's continuing fall em-
ployment, seconded by Mr. Odell Newburn. Motion carried.
4. Treasurer's Report
Three line items needed refinancing through in-line transfers, stated
Mr. Stamper. Funds would come from technical assistance. The following
transfers were to be made: $100 in postage to technical assistance,
$150 travel to office supplies. Mr. Oxian.moved and Mrs. Sporleder
seconded that in-line transfers be sent to County Commissioners.
Motion carried.
Mr. Nimtz moved and Mrs. Sporleder seconded that Treasurer's Report be
approved. Motion carried.
5. Correspondence
Mr. Stamper read to the commission notification of the 12th Annual
September 15, 1980

Conference on Historic Preservation to be held by Indiana University,
Bloomington.
The Indiana Landmarks Foundation town tours of Martinsville, Indiana.
Ch. 34 will have a Sunday series of 39 weeks entitled "This Old House".
A flyer from Preservation Press' latest publications was presented.
6. Committee Reports
City Survey
Mr. Stamper and.:.Mr. Wasielewski discussed the format of the city survey
book. Mr. Stamper stated that there were a few surveys yet to be done,
along with the city inventory listing. No further report.
Budget and Finance
Mr. Wasielewski stated the City of South Bend will not fund the
Historic Preservation Commission in 1981. No further report.
Historic Landmarks and Standards
Mr. Oxian presented a discussion on the Area Plan Commission
meeting on the Edgewater Place Historic District.
Mrs. Katherine Brookins was presented to the commission by
Mr. Wasielewski. Mrs. Brookins restated her urgency to proceed with
historic district status for the La Salle neighborhood. The com-
mission's opinion was that W. La Salle should be in a joint effort
along with W. Washington St. and W. Colfax St. in forming a local
district.
Mr. Oxian moved that if W. Washington St. and W. Colfax Ave. would
not joing in an historic district effort with W. La Salle St by
October 1 the H.P.C. should move to make W. La Salle St. a district
alone, seconded by Mr. Nimtz. Motion carried.
Historic Landmarks
Mr. Oxian presented the home at 121 N. Studebaker for historic
landmark status. Restoration work was done by Southhold Heritage
f Foundation and were seeking its designation as a landmark. Mr. Oxian
moved and Mr. Odell Newburn seconded that it be so designated.
Motion carried.
Mr. Oxian moved that the home at 53597 Ironwood be designated a
County landmark, seconded by Mrs. Sporleder. Motion carried.

• Legal
Mr. Stamper presented a letter from commission member, Ruth Price,
on enabling legislation from the federal government giving 10% of
state funding to "certified commissions". A letter fom the may and/or
the city council needed to certify a commission. Mr. Wasielewski
stated Mr. Allsop will attend the next meeting to discuss the
implications of this legislation.
Public Relations and Community Education
No report.
Environmental Impact
Mr. Stamper read into the minutes the letter sent to Mr. Joseph
Kernan, concerning the impact of the new Ethanol plant on historic
structures. No negative effect was found.
Presidential Report
Mr. Wasielewski stated a Certificate of Appropriateness was issued to
Tippecanoe Place for fencing around enlarged freezer space.
Mr. Wasielewski discussed a city status conference held at Century
Center on upcoming projects in South Bend (Ethanol Plant, Century
Mall, East Race, First Bank).

Staff Report
Mr. Stamper presented a discussion on funding volunteer Mrs. Sylvia
Gillis for time spent on the city survey.
Mr. Oxian moved, seconded by F.Jay Nimtz, that funding be appropriated
for Mrs. Sylvia Gillis. Motion carried.
7. Old Business
Mr. Stamper stated that payment of registration fees for the National
Trust for Historic Preservation Conference will be made by the
County Commission.
