County City Building M I N U T E S 1. Call to Order: T. Wasielewski, President, called the meeting to order at 7:45 P.M. 2. Roll Call MEMBERS PRESENT: Mr. Ted Wasielewski., Mr. John Oxian, Mr. Charles Hayes, Mrs. Joann Sporleder, Mrs. Ruth Price, Mr. John Appleton. MEMBERS ABSENT: F. Jay Nimtz, Odell Newburn, David Reinke ALSO PRESENT: Mr. John Stamper, Preservation Planner; Ms. Jeanne De:rbeck., 0 Hannah Moore 3• Approval of Minutes Mr. Oxian moved that September minutes be approved and Mr. John Appleton seconded the motion. The motion was carried. 4. Treasurer's Report Mrs. Price moved for approval of the Treasurer's Report. Mr. Oxian seconded the motion. The motion was carried. 5• Correspondence John Stamper read correspondence from Ted Merrick, assistant to the president of Landmarks Planning, Inc., regarding a request for information on buildings in South Bend which may be potential rehabilitation projects. The Commission suggested sending copies of the survey cards of the Studebaker buildings, the Odd Fellows Building, the Bendix Estate and buildings on the East Race. It was also suggested that a copy of Mr. Merrick's letter be sent to Mayor Parent's office. 6. Committee Reports John Stamper reported that approximately 20 histories remained to be • completed, and that nearly 100 had been written in the last month by himself, Jeanette Burkett and Sylvia Gillis. By the next Commission meeting all histories should be done and the draft of the inventory catalog should be finished also. October 21, 1980 Page 2 Budget and Finance Mr. 1&,asielewski stated that Mr. Lute's contract with the Commission had been terminated., Mr. Stamper stated that $969.70 Would be available from the Commission budget for the rest of the year to pay Jeanette Burkett, Hannah Moore and Sylvia Gillis. In addition, $1,924.52 remains in the County Survey DNR grant which can be used next year. Historic Districts and Standards a) West Washington Historic District Mr. Wasielewski reported that a meeting was held regarding the formation of the West Washington Historic District. They agreed to pursue the matter by establishing boundries, forming a committee, and selecting block captains to determine support for the district among the residents. They established the po- tential boundries of Williams Street on the east, the alley behind LaSalle Street on the north, roughly the Cemetery.and Elm Street on the west, and the alleys south of Jefferson on the south. Ruth Price indicated that she would like to see the triangle bounded by Lincoln Way, Chapin and the alley north of LaSalle included in the district. Mr. Wasielski state that he would • have the neighborhood goals written by the next Commission neeting. b) E. Jefferson Mr. Hayes reported that he is proceeding slowly with the E. Jefferson district. Some residents have voiced cautious opposition to the standards and they are taking more time to review them. c) Edgewater Place Mr. Stamper announced that the proposed ordinance for the Edgewater Place Historic District will come before City Council, Monday, Oct. 27, 1980. He reported also that one house on Lincoln Way has been demolished. It was owned by the single person to oppose the ordinance at the meeting of the Area Plan Commission. Historic Landmarks and Standards Mr. Cxian moved that the house at 935 S. Ironwood Drive be designated a landmark. It is ranked an 11, and will be the first landmark in 1% River Park. Mrs. Sporleder seconded the motion; however, Mrs. Price requested that it be tabled because the photograph on the survey card was not sufficient for making a decision. It was agreed that the Commissioners would drive by the house and that it would be presented • Historic Landmarks and Standards (con.) Legal October 21, 1980 Page 3 again at the next Commission meeting. Mr. Oxian withdrew his motion. Mr. Oxian stated that he would also be nominating 62290 Miami Road for landmark status at the next Commission meeting. It was agreed that Ted Waseilewski would invite Gaylen Allsop to attend the November Commission meeting to report on his progress in drafting recommended ordinance changes. Mrs. Price requested that she be named to the Legal Committee. Mr. Wasielewski said he Mould talk with Mr. Nimtz about it. Public Relations and Community Education Mrs.Sporleder.reported.that on Saturday, Oct. 25, 1980, she will conduct ,a bus tour of St. Joseph County for a continuing education class at IUSB. Environmental Impact Statement • Mr. Stamper read a letter addressed to Mr. Billy Hanki,ns,Director of the St. Joseph County Parks. The letter concerned the proposed expansion of the Spicer Lake County Park. 'It stated there would be no impact on any historic sites or structures by the project. The letter was written the previous week and had been approved by the Executive .Committee. Presidential Report Mr. Wasielewski congratulated Mr. Stamper on passing Phase 1 of the architectural liscensing exam. Staff Report None 7. Old Business None 8. New Business Mrs. Price reported on pending legislation regarding owner consent for inclusion on the National Register. She stated that it is important that I this amendment not be passed. • Mr. Oxian reported on his experiences at the National Trust Convention stating that South Bend has, on a percentage basis, more landmark October 21, 1980 Page 4 isNew Business (con.) structures than. -other -larger cities. He further stated that in comparison to other Preservation Commissions which are under the control of one governmental department, our commission, which is responsible to sev- eral governmental departments, is more effective. He further stated that he attended a tour of Newark, New Jersey, in which the mayor of the city conducted the tour and was very supportive of preservation efforts. 9.
