Committee Reports City Survey Mr. Stamper stated the City Survey is making great strides, only two quadrants need to be completed. Resurveying is to be done in quadrant 47, and Mr. Oxian is reviewing quadrant 45; the Near Northwest. Mr. Stamper introduced Summer Intern Jeanette Burkett to the Commission. She is currently involved in indexing the lists. No further report Budget and Finance Mr. Wasielewski read into the minutes, the tentative 1981 H.P.C. Budget. The proposed budget would yield the loo cost reduction required by the County Commission. The salary for the planner was increased by $1000.00, and other expenses cut by approximately 10%. Mr. Hayes questioned what would occur if the Commission didn't cut the budget by 10%. Mr. Wasielewski stated in that case the County • Commission would cut the budget. Mr. Hayes stated we should also show our personal monetary input to the budget, for making up defecits. He said we should develop a budget 15-20% higher than the previous budget, and state the remaining amount is coming from the Commission's own resources. Mr. Oxian stated we should present two budgets to the County Commissioners One showing a properly funded Historic Preservation Commission, and the other a reduced H.P.C. budget. Mrs. Price felt we should present the budget with the 10% required cut, and state the Historic Preservation Comm. would strive to cooperate with the County Commissioners in this matter. Mr. Hayes requested we attach a letter to the budget stating we have had to make up over $1000:00 in travel expenses last year, which is not evident in the budget. Mr. Oxian stated we should give a broader perspective than travel, we should also include staff, salary, travel, publications, etc. Mr. Oxian moved the Commission take two budgets to the County Commissioners An ideal H.P.C. budget, and the reduced budget, displaying the impact of these cuts. The motion was seconded by Mr. Reinke. The motion was • carried. The Commission members felt the city should help provide funding for the Historic Preservation Commission. May 19, 1980 Page 3 Historic Districts and Standards West North Mr. Stamper,briefed the Commission on the West• -North Shore Drive Shore Drive National Register Nomination. Mr. Stamper requested a directive from the Commission to support the West North Shore Drive District, in their nomination. Mrs. Price stated this touches on the problem of defining and guide- lines criteria, for eligibility of districts, which in general has not yet been resolved. Mrs. Sporleder stated this was not the case, since the district itself has decided to write the National Register Nomination, and not the Commission. Mr. Oxian stated the Commission set a similar precedent in the Park Avenue District National Register Nomination. Which Mr. Stamper helped to review. Mr. Stamper stated the Commission should support them in their national register nomination, since this a selling point in developing local districts. • Mr. Oxian felt the Commission should give Mr. Stamper a directive to support the West North Shore Drive District Nomination, with the stipulation the Commission will make final recommendations, when the Commission criteria is complete. Mr. Newburn moved and Mrs. Sporleder seconded, the Commission give a dirctive to Mr. Stamper to support and review the West North Shore Drive Nomination. The motion carried 6 yes and 2 no. Edgewater Mr. Stamper stated the Edgewater Place survey has been completed in Place the last two weeks. He questioned if the Commission should have Mr. Allsop draw up the legal description.and ordinance for the Edgewater Place District. Mr. Oxian moved that Mr. Allsop draw up the boundaries for the Edgewater Place District, seconded by Mrs. Price, and carried. West Mr. Stamper met with Mr. Brookins informally, and discussed surveys LaSalle in the West LaSalle District. Mr. Stamper told Mr. Brookins that the Commission may ask the West LaSalle District to incorporate with West Washington as a local district. Mr. Stamper further stated the redraft of guideline books and definitions has been completed. The Resolution of Proceedures has been redrawn by Mr. Allsop, Mr. Stamper said. Further corrections have yet to be finalized. No further report May 19, 1980 Page 4 Historic Landmarks and Standards / Mr. Stamper presented a draft of the]etter to be sent to Firehouse ' No, 6, concerning the lack of proper malntaYnence. Mrs. Price stated the Firehouse Theatre Group had received a $10,000 grant, and the latter should be revised to advise them of the historic status of the building, and the Commission would be available to review their plans' It was felt the first paragraph of the letter be ommltted. Mr. Ow/an discussed the issue of facade easement ordinances and guide- lines. Progress is needed to insure that data does not become inaccurate and dated. Old Business Mr. WasYelowski stated a latter was to be sent to Mrs. Gilbert and wasn't done. It wamagread Mrs. Spmrlader would assist in writing the letter. 8. New Business Mrs. Price discussed the application for a grant for completing the County Survey, in incorporated areas, Mr. Stamper would do the fieldwork. Mrs. Price requested approval of the application, and a matching fund provided by the Commission, and so moved. Mrs. Sporleder seconded, and the motion carried. Nr. OxYan moved that a latter be sant prior to the application, to the various town boards informing them of the application being processed for historic surveys in their areas.
