Call to Order. President'Wasielewski: called the meeting ,to order at 7:50 p.m. 2. Roll Call MEMBERS PRESENT: Mr. Ted Was ielewski, Mr. John Oxian, Mr. Odell Newburn, 'Mrs. Joann Sporleder,;Mr. David Reinke. MEMBERS ABSENT: Mrs. Ruth Price, Mr. F. Jay Nimtz, Mr. John Appleton. Approval of Minutes Approval of the February minutes will be voted upon"at the next Commission meeting. 4. Tresurer's Report Due to reporting errors the Treasurer's Report will be subject to approval at the 'next Commission meeting. 5. Correspondence No Report 6. Committee ,Reports • City Survey Mr. Stamper stated that he would send a letter to Crumli.sh/Sporleder, stating that CD funds will be utilized to pay for the current bill for their services. Also accompanying this letter would be an explanatory March 17, 1980 Page 2 letter to Marzy Bauer, requesting that CD money be incurred for this bill instead of holding it for publication costs. The DNR grant will be used for publication costs. Mr. Newburn moved and Mr. Oxian seconded that the letters be sent. The motion carried. Budget and Finance No Report Historic Districts and Standards President Wasielewski recognized two neighborhood groups present, that desire historic district status. Mr. DeLaurelle of Edgewater Place expressed concern n the imet�e for designation of Edgewater Place, as an Historic district Mr.;�� Wasielewski stated that designation will follow completion of the 1111711�1, city survey and standards for historic districts. It will be approximately 4-5 months' indad'ana I n b� r..3 Ccu J Mrs. TenBroeck questioned what protection could be achieved with historic district designation, from commercial encroachments. Mr. Wasielewski stated that historic district status is only an overlay • and cannot change present zoning. Mrs. Sporleder stated the Building Department can be alerted that district status is pendtng on Edgewater Place, when reviewing demolition permits. Mr. Oxian moved that the initial procedure for the establishment of the Edgewater Place Historic District should begin. The boundaries will be Lincoln Way East, St. Joseph River, Monroe St., and the Cooper St. Bridge. The motion was seconded by Mr. Newburn, and it carried. The West LaSalle Neighborhood Group represented by David Gibney, presented the Commission with a petition bearing signatures of over 50% of the homeowners in the West LaSalle district seeking historic district status. The boundaries would be tentatively set at Chapin St., William St., and the alleys behind LaSalle on the north and south. Mr. Wasielewski stated this was the initial step in the designation of the West LaSalle district. Mrs. Sporleder asked that further study be done by the group on goals, qualifications, boundary, history, and definition of the district. Mr. Oxian stated a committee of three individuals should represent the West LaSalle area in dealing with the Historic Preservation Commission. Mr. Oxian moved that the petition from the West LaSalle Neighborhood Group be accepted as a preliminary move towards designation. The motion was seconded by Mr. Reinke and it was passed. • Mr. Wasielewski read into the minutes a letter from Mr. Hays concerning designation for the East Jefferson neighborhood (Appendix 1). Mr. Oxian stated that the proceedure for East Jefferson should be similar to that for the West LaSalle area. March 17, 1980 Page 3 Historic Landmarks and Standards Mr. Oxian moved that 322 West Washington and 720 West Washington be declared landmarks. The motion was seconded by Mrs. Sporleder. Mrs. Sporleder stated there could be a problem of spot landmarks with no districts. The motion carried 4 yes 1 no, with Mrs. Sporleder casting the no vote. Mr. Stamper presented a request by Mr. Brown of Tippecanoe Place, for review and Certificate of Appropriateness for an outdoor sign (Appendix 2). Mr. Reinke questioned the lighting fixture in front of the sign. It was felt that the light fixture should be recessed and lettering shown should be used if a more appropriate script could not be found . A Certificate of Appropriateness will be issued subject to these conditions. Mr. Oxian moved and Mr. Reinke seconded. The motion carried. Hearing of Visitors Mrs. Brookins stated that the South Bend School Board will be.accepting bids for the sale of Central High School. A prominent developer,Amer'ican Investment Corp.,would like to convert the school into elderly housing units. This, she said overlooked an obvious appropriate use as a magnet school. March 17, 1980 Page 4 11. Adjournment Mr. Oxian moved, Mrs. Sporleder seconded that the meeting be adjourned.
