Committee Report City Survey Mr. Stamper presented a copy of the timetable submitted to Nancy Long of the State Historic Preservation Office. He read into the minutes the balance sheet and reviewed its contents, and presented copies of donated time reports. 7. Budget and Finance Mrs. Price stated technical assistance funds are being used for a typist two afternoons a week. 8. Historic Districts and Standards A. Approval of Historic District Model Preservation Guidelines, Mrs. Price felt there should be several amendments to the guide- lines, --On pages 14, 23 and 26. At each level of treatment, change of status in the district should be at the consent of property owners. Page 29, voting procedure should be clarified in the voting process. • Mrs. Price moved the approval of Historic District Model be deferred until the next meeting, seconded by Mr. Oxion, the motion carried. B. Vote on Edgewater Place Historic District Ordinance Mr. Oxiapn presented the Edgewater Place Historic District Committee headed by Mr. De Laurelle. Mrs. De Laurelle stated eighty per cent of ballots returned were affirmative. Mr. Oxiaro moved the Edgewater Place Historic District Ordinance be approved and sent to the Common Council, the ballots were also accepted. Mr. Price seconded the motion. The motion carried. Mr. Wasielewski stated the West La Salle district would like to continue with their application of historic status, at the next meeting. 9. Historic Landmarks and Standards Legal Mr. Oxi(aT.rpresented 1028 East Wayne St. for historic designation. Mr. OxiJiM moved that the house be declared a historic landmark. The motion was seconded by Mrs. Price. The house will have B standards. The motion carried. The house was a residence, currently used as offices. Mr. Oxiaren moved that the house at 5450 South Miami be approved as landmark. Mrs. Price felt that it should be referred back to committee for review, and so moved, seconded by Mr. Nimtz. The motion carried. No report July 21, 1980 Page 3 Public Relations and Community Education No report Environmental Impact Statement Mr. Stamper read into the minutes a letter from Mc Donahue Engineering, Inc. proposal for widening of Pierce Road, east of Wyatt to the Elkhart County line. No designated landmarks will be affected along with the Madison Union Chapel. A house at 65988 Bremen Highway may lose a portion of the barn in a road widening. Mr. Oxiamn moved that it be reviewed by the Landmarks Committee, seconded by Mr. Nimtz. The motion carried. Presidential Report No report 10. Old Business Mr. Stamper presented an updated report on the Monroe -Sample area. Alternative proposals were discussed for the area. Mr. Stamper also stated that CETA application for a person to work on the Small Town Survey has been submitted. 11. New Business Mrs. Price moved, and Mr. Newburn seconded that Mrs. Spot' leder. be reappointed for a second term. Mrs. Price questioned the Commission's ability to review applications that are submitted for the National Register. This would be reviewed by the Historic Districts Committee meeting. Mrs. Price questioned funding for attending the National Trust convention. Mr. Wasielewski stated this will be referred to the next meeting. Mrs. Price presented an update of the Recision Bill. 12.
