Election - okn C�k' r), Vise. t{:i �;-� �:i i Jf�t.Y'F!'? �F"E� Y"^, .�='=.�"tea •+ A motion was made by Mr. Newburn to accept the present officers for another term, with a unanimous vote, seconded by Mrs. Sporleder. The motion was carried. A discussion ensued on the resignation of Commissioner Gerald Kline. It was resolved that a letter of appreciation be sent to him on behalf of the Commission, from the Secretary or Planner. Further, a replacement should be chosen by the next commission meeting. Mrs. Sporleder questioned the Commission on the status of Commissioner Al Stivers. Mr. Wasielewski stated that the Commission should approach the County Council for his resignation since he has attended only one meeting. 6. Correspondence Mr. John Stamper read into the minutes the following correspondence received by the Commission: A letter from Southhold Restoration requesting articles for their upcoming newsletter, a letter on a�ewe proposal writing workshop to be held in South Bend February 20,1980, and a subscription advertisement to the Historic House Association of America. Mr. Oxian moved and Mrs. Price seconded that we subscribe to the Historic House Association magazine. 7. Committee Reports City Survey Mr. John Stamper stated that the survey work is completed on the Miami-Ridgedale area, while there is some resurvey work to be done on the Near Northwest area. He pointed out that the Commission's main priority should be completing the planning book, over submitting the city survey, since we have a two month deadline to complete the book. Mrs. Price moved and Mr. Newburn seconded that the planning book be the top priority of the Commission. The motion carried. Budget and Finance No Report Historic Districts and Standards Mr. John Oxian discussed a meeting held by Mr. Stamper and by Mr. Oxian with the Bendix Estate Neighborhood Association which is seeking historic district status. Mr. Newburn questioned if this would involve the Commission in the dispute with the Bendix Estate development. Mr. Oxian stated that 80% of the neighbors would have to vote for the standards ;-�. It would encompass a wide band from Eddy St. o Ironwood. January 27,1980 Page 3 ' Historic Landmarks and Standards Two homes were brought forth for Historic Landmark status by / Mr. 0x/an, The house at 68286 Miami Road was moved to be designated j v a landmark by Mr. UxYan, seconded by Mrs. Sporlader. Also 16021 Cleveland Rood, Mr, OxYan moved and Mr. Newburn seconded, that it so be designated. Doth measures carried. Mr. 0xian read into the minutes a letter from the Holladay Corp., in regards to having the fence surrounding the BendKx Estate being declared a landmark. Mr. 0xian questioned the ability of the Commission to declare a fence a historic landmark.Mrs. Price stated that the fence could be included in the ordinance under the term //o6Yec1//. Mr. Reinke questioned what portion of the fence would be designated, the fence around the entire block, or just surrounding the Bendix Estate, It was felt by the Commission that the entire fence should be designated a landmark. Legal ,kMrs.iPrice brought up three pieces of legislation that are Indianapolis, with a direct effect on preservation. Public Relations No Report Environmental impact Statement Mr. Was|elewskl expressed concern that in light of renewed activities in the East Race area, that we should review our previous statement on that area. Presidential Staff Mr, WasYalawskl stated that he will be setting new committees, goals, and priorities for the Commission in the next month. Mr, Stamper briefly read into the record the 1979 Staff Report (appendix 1). He stated that a favorable review was naosyved on the CETA position, with a 7% reYam given to Janice Hos{er, A CETA secretary position is currently in review. Mrs' Price stated the Governor's Conference on Historic Preservation will be held March 5-6, Some of the members should attend. Mr. Newburn moved, and seconded by Mrs. Price that registration and travel (one osr) for 4 members should be provided. Mr. Oxian objected since funding for past conferences was erratic. He felt there should be criteria and standards on • • • January 21,1980 Page 4 travel. Mr. Wasielewski following year. the Commission. 8. Old Business stated Mr. Stamper's contract was renewed for the Appreciation was expressed for all work done for Mrs. Sporleder reported that the Union Square application needs to be retyped and submitted. No further discussion. 9. New Business Mr. Oxian read into the record a letter from Nancy Long, Historian, Indiana Historic Preservation Office (appendix 2). Mrs. Sporleder questioned the intent of the proposal. Mrs. Price stated this was basically used for acquisition and development in the West Washington district. She further pointed out that timing and paper work are in excess, and as such the Commission may not be able to participate. 10. Announcements No Report 11. Hearing of Visitors Mrs. Jeanne Derbeck wanted a clarification of the designation of the fence surrounding the Bendix Estate. Mr. Oxian and Mrs. Sporleder stated the "fence" will be that which surrounds the block. Mr. Jim Conley questioned what programs the Commission had intended for National Preservation Week. Alternatives were discussed, with the support of the Commission he will attempt to devise a program. 12. Adjournment Mrs. Price moved for adjournment, seconded by Mrs. Sporleder.
