Whereby the Commission could hire a summer intern, while funding 20%
of the cost. He was directed to write for further information.
Mr. Stamper announced that the State of the County Address, will be
given Tuesday, February 26, 1980 at 4:45 p.m. in the Fourth Floor
Council Chambers.
Mr. Stamper briefly read into the record the new County travel policy.
The mileage rate has risen to 16t per mile from 15C• Prior County
approval is needed for travel reimbursement. He further stated he will
be sending the County Commission a letter of request for reimbursement
for the Commission's March attendance at the Indiana Governor's
Conference in Indianapolis.
No further correspondence.
5a. Suspension of Agenda
Mr. Wasielewski requested that the agenda be suspended so Mr. Bill
Brown of Leroy Troyer and Associates could address the Commission in
regard to the Certificate of Appropriateness for Tippecanoe Place, to
• resolve the problem of the,porte cochere without going to the City •
Council.
Mr. Brown stated, denying the Certificate of Appropriateness, and
opting for the opening in the porte cochere, would produce a hardship
on the owners. The cloakroom, he said, would have to be moved to Clem
Studebakers office, creating a loss of eighteen seats. Mr. Brown
submitted three proposals: first, to fill the opening with wood panel
doors; second, to fill the opening with opaque glass; third, to fill
the opening with wood paneling.
Mr. Stamper stated we should let them proceed with the work on the
cloakroom, and utilize wood double doors for the porte cochere opening.
If not approved the Commission should present feasible alternatives.
Mr. F. Jay Nimtz moved that the Commission reconsider the previous vote
on the Tippecanoe Place, Certificate of Appropriateness; the motion was
seconded by Mr. Newburn and it carried.
After discussion of three alternative treatment methods, the Commission
approved Proposal A for the enclosure of the porte cochere doorway
opening, with the use of non-functional paneled wood doors. A motion
for acceptance was made by Mrs. Price, seconded by Mr. Oxian. The motion
carried. (appendix 1)
• 6. Committee Reports •
City Survey
Mr. Stamper stated that a bound copy of city survey lists and maps,
with an introduction to each will be produced in the next month. It

will be similar in format to the Crumlish/Sporleder study of
Fort Wayne.
Budget and Finance

Historic Districts and Standards
Mr. Oxian presented Mr. Carl=€-1aa-r; a representative .of the
St. Joseph Street area, to the Commission.

Mr.r stated he was very interested in the establishment of
a historic district on St. Joseph Street, and would aid the
Commission in its formation. Mr. Oxian stated it would be essential
to have at least three representatives from the area, to start
implementing proceedures for a historic district. Further movement
to designation in the area, would have to be delayed at least a
month.
In a similar plea, Katherine Brookins came before the Commission to
ask for the designation of a Historic District in the LaSalle Street
area. She stated there was overwhelming support for designation,
and she presented to the Commission a petition of over 50 signatures.
• Mr. Wasielewski and Mrs. Price pointed out that we must formulate
guidelines and standards for historic districts, within the next
two months, before proceeding with our historic districts. They
felt the LaSalle and St. Joseph Street groups should delay such
proceedure for the next month.
Mr. Oxian stated that both groups should go back to their neighbor-
hoods, and get at least two other people to start a temporary
committee. West LaSalle should form at least their own district,
if West Washington does not want the designation for the area.

Historic Landmarks and Standards
Mr. Oxi n stated th_er were three structures designated landmarks
by the ounty 6ouncill The Morris Civic, North Pumping Station, and
the Powell House in Leeper Park.

Mr. Stamper discussed the Markmaker's project of Crumlish/Sporleder

at 322 West Washington Street. A second level bridge will connect
the two houses, with some other minor renovations, including a
new fire stair. The State Fire Marshall has given his approval, and
the local Fire Marshall requested the opinion of the Historic
Preservation Commission on the impact of the project on the historic
district. Mr. Stamper read the letter given to Don Sporleder and
the Fire Marshall, which was approved by the Executive Committee of
the Commission (appendix 2)
Mr. Oxian stated the Commission could have had more input into the
matter had the Commission designated the Markmakers houses historic
landmarks two years ago, when the owner dicussed it with him.
7. Old Business
Mr. Stamper read into the record a letter dated February 11, 1980, from
the Community Development Department, which rejected the Commission's
Monroe/Sample application.
8. New Business
Mrs. Price requested that the Commission purchase the book, South Bend
World Famed. Mr. Nimtz moved for purchase of the publication, se-onded
by Mr. Oxian. The motion carried.
9. Announcements and Miscellaneous Matters
Mrs. Price announced again the Indiana Governor's Conference on Downtown
Revitalization.
10. Hearing of Visitors
Ms. Barbara Shankerman made a presentation to the Commission on the
fate of the Odd Fellows Building. Due to the vast number of petitions
that have been signed, she urged the Commission proceed with the seeking
of historic status for the Odd Fellows Building.
Mr. Oxian stated we must give a clear direction to Mr. Stamper in
regards to the Odd Fellows Building, when going to Indianapolis.
