Mr. Stamper stated Mr. Lutes has been working on histories for districts
and due to a large number of reports on districts, and correspondence
April 21, 1980

no further progress has been made on the city survey.

Historic Districts and Standards
Mr. Oxian stated Mr. Sinclair of the St. Joseph Street District would
like to start preliminary proceedings for district designation by the
May Commission meeting.
Mr. Oxian attended a meeting of the organization committee of Edgewater
Place, on April 15, 1980. The well attended meeting, reviewed the
preliminary draft of standards for Edgewater Place. They stated they
were well pleased with the Commission guidelines. He further stated 74
out of 90 property owners have joined the neighborhood committee.
Mrs. Price questioned the ability of the Commission to distribute district
guidelines to neighborhood organizations such as Edgewater Place, when
the final draft of the Commission standard? for Historic Districts has

After a lengthy discussion, it was resolved a District Committee meeting
be held on April 29, 1980 to clarify existing problems, and formulate
a final draft for Historic District Standards and Guidelines.
Historic Landmarks and Standards
Mr. Oxian read into the minutes a letter concerning tuckpointing with
black mortar at Tippecanoe Place. Mr. Oxian felt a letter from our
attorney should be written to the construction manager in regard to the
inappropriateness of the use of black mortar and should be halted
immediately.
Mrs. Sporleder moved and Mr. Reinke seconded a motion that Mr. Stamper
investigate the problem further by visiting the site and talking with
Mr. Brown. If required he should send a letter to the construction
manager to the non-compliance of the use of black mortar in the historic
landmark ordinance.
Mrs. Price stated we should find out what is the proper mortar to
be used, and its specifications.
Mr. Oxian stated it was brought to the attention of the Commission that

Mr' Stamper stated he will be attending the Society of Architectural
Historians Conference in Madison Wisconsin, April 24-25.
Mr. Stamper presented a discussion on the summer intern positions
available through Notre Dame, and the possibility of hiring someone
from that program through Technical Services funds. He asked for
approval to send a letter requesting such usage to the County Commissioners.
Mrs. Price moved that Mr. Stamper proceed with a letter requesting
funding from the Commission budget. Mrs. Sporle6er seconded the motion
