4. Treasurer's Report
Mr. Wasielewski distributed copies of the current Treasurer's Re-
port and submitted the following bills for payment:
Postage charges for July, Aug. Sept, 1977 $ 30.28
Duplicating charges for July, Aug. Sept. 177 12.12
John W. Stamper for consulting services 277.59
David Lord, Designers, for display 150.00
Gertrud Gilbert for miscellaneous expenses 20.29
Jeanne Denham for services for October 200.00
Mr. Wasielewski then made a motion that this report be accepted and
the bills approved for payment. Mr. Smith seconded this motion and
it passed unanimously.
5. Correspondence
At a suggestion from the president, pertinent correspondence would
be deferred until the November meeting.
6. Committee Reports
Since the purpose of this meeting was an open forum and public
hearing to take place after the October general meeting, it was
decided to defer all committee reports until the November meet-
ing also.
7. Old Business
Ms. Sporleder suggested a meeting be held afterwards regarding
the hiring of a Planner.
8. New Business
Mr. John Oxian then turned the meeting over to the Vice President,
Ms. Deloris Davisson._
Ms. Davisson is the Project Consultant for the Project, "Archi-
tecture - American Style." This is a project which is assisted
by the Indiana Committee for the Humanities and sponsored by
the Division of Continuing Education at Indiana University at
South Bend. A series of public forums is being held to explore
the relationship of architecture, local heritage and public
policy.
Ms. Davisson then welcomed all participants and the many persons
who were in attendance for this second part of the project. This
particular segment was entitled, "Is Downtown a Neighborhood?"
Ms. Davisson asked the citizens to introduce themselves and iden-
tify their association, if any. She then turned the meeting over
to Dr. Eileen Bender, Project Co-ordinator who spoke about the
purpose of this forum and explained the video tape, called, "A
Walk Down Lafayette Street," which was then shown.

The meeting progressed with a number of speakers who presented
their views on neighborhoods and neighborhood concerns. Mr.
Charles Geoffrion moderated these discussions.
Later, there was further interaction with a panel consisting
of several legislators who interpreted concerns of the citizens
present at this meeting.
11. Adjournment
After a summing up of the entire evening by Dr. Eileen Bender, and
an invitation to attend the third segment of this project which is
to be held Friday, November 11, at 8:00 p.m. at Tippecanoe Place,
the meeting was adjourned at 10:10 p.m.
