Mr. Oxian asked Ms. Velma Torzewski if the Commissioners were still reviewing the proposed Historic Preservation budget. She informed him that the budget was still under discussion. City Survey Mr. Brian Crumlish was present at this meeting and gave a progress report to the Commission. He reported that the survey work has - advanced at a reasonable rate. He said that the generalized sur- vey of the targeted areas has been completed and approximately 100 superior structures have been identified. Mr. Crumlish then read the report to the Commission regarding the work to date. He mentioned that the firm was in agreement that several significant buildings in the downtown area should be surveyed, that the West Washington Historical District be surveyed, and that additional structures as nominated by the committee and other Commission members be surveyed. Mr. Nimtz remarked that where there is a parish community, like St. Adalbert's, the neighborhood has held up and Mr. Crumlish agreed. Mrs. Doyle asked about the Studebaker complex and Mr. Crumlish advised her that that area had been done and the buildings identified. Historic Districts There was no report from this committee. Historic Landmarks Mr. Oxian mentioned a house at 405 West Wayne Street which he felt was architecturally and historically significant. It is slightly out of the West Washington Historic District and is up for sale. Mr. Oxian wanted a tentative approval from the Commission to declare it a landmark. He said he had talked to Ms. Judy Hamill of Life Realty to sell it to someone who would save it, for it is in a precarious position. Mr. Oxian then made a motion for tentative approval for landmark designa- tion, which was seconded by Mr. Rothermel. T7se motion was passed unanimously. Legal Mr. Nimtz informed the Commission that Mr. Walter Rinderle has filed a Motion for Correction of Errors which he explained was a motion for a new trial. He said the hearing was set for September 26, and that Mr. Rinderle had retained the firm of-- Crumpacker, May, Searer, Oberfell and Hel1ing. Mr. Nimtz ad- vised that we will need legal counsel to handle this matter. July 18, 1977 Page 3 Ms. Torzewski was advised to talk to Mr. Ferrettie regarding this matter. Stafidards and Historic Plan There was general discussion on the importance of formulating a historic plan. Mr. Oxian remarked,that a motion had been passed for the necessity of such a plan and that Walter Rinder- le had done some preliminary work on this. Presidential Report Mr. Oxian reported that he had talked to Al Stivers relative to setting up a meeting for the Search Committee for the position of Historic Preservation Planner. He felt that there had been enough persons who had applied for the position so that there was no necessity for advertising in the newspaper. Ms. Davisson, however, had reported prior that a one-time ad should be placed. Mr. Nimtz remarked that legally an advertisement for this posi- tion should be considered. He also said th&t Ms. Wendy Schlereth was going to submit some possible applicants. It was decided to place an ad in the South Bend Tribune in the classified section - of Sunday, July 31st, and have the County Personnel Director in- itially screen the applicants. Staff Report There was no report. 7. Old Business There was no old business to discuss. 8. New Business Mr. Oxian reported that he had talked with Brian Crumlish about the St. Joseph Hospital and discussed the possibility of setting up a meeting with himself, Brian and Mr. Tare concerning the old wing of the hospital. He said there is a possibility this wing might be destroyed, and he would like to convince them it should be saved. He said Sister John Francis should be contacted for the historical background of this building. Mr. Oxian then read a letter to the Commission from Ms. Joann Sporleder which stated that she would serve on the Commission as Architectural: - Historian. Mr. Nimtz moved that Joann Sporleder be named by the Com- mission as Architectural Historian. Mr. Rothermel seconded this motion and it passed unanimously. Her appointment is effective as of this date. Ms. Sporleder was duly welcomed back to the Commission. Mr. Oxian then spoke about new resolutions concerning loans for rehabilitation and restoration of residential structures. Mr. Oxian read part of this Act which appeared in the Federal Register, and which will become effective July 29, 1977. It was decided to send copies of this Act to all Commission members. July 18, 1977 Page 4 Ms. Velma.Torzewski informed the Commission that the first read - of the Ordinance for the "schoolhouse" at 6501+ U.S. 31 South had been heard by the County Council. 9. Hearing of Visitors There was no discussion from the visitors present. 10. Announcements and Miscellaneous Matters There were no further announcements. 11. Adjournment Mr. Nimtz moved that the meeting be adjourned. Mr. Rothermel -- seconded this motion and it passed unanimously. The July meet- ing was adjourned at 8:45 P.M. SUBMITTED BY: Russell W.
