Mr. Wasielewski seconded this motion and it passed unanimously. Ms. Davisson then asked.Cormmission approval for payment of $35.00 to Brian Cn mlish for photographic services. Mr. Wasielewski moved that this bill be paid through Community Development funds. The motion was seconded by Mr. Rothermel and it passed unanimously. 5. Correspondence Ms. Kopczynski informed the Commission that there was no signi- ficant correspondence. She did report, however, that the archi- tectural firms who had submitted proposals for the City Survey were notified of the results of the designation. A 16tter, also, had.been received from the City of Auburn, asking for information. Mr. Smith then informed the Commission that he had received a 00 letter from the South Bend Chamber of Commerce, informing the Commission that they are available to work with the Commission in regards to conventions. This letter was turned over to Mr. Oxian for action. 6. Committee Reports City Survey Mr. Ted Wasielewski, chairman of this committee, deferred. his remarks until the arrival of Mr. F. Jay Nimtz. Budget and Finance Ms. Kopezynski informed the Commission that a Claim Voucher for $5,000 from the National Park Service had been received and submitted by Tom Catanzarite to the Auditor. She said a budget request was submitted to Community Devel- opment for $20,000 for the continuation of the City Survey. A discussion ensued and Mr. Oxian reported that the line item for the historic Preservation Planner's salary was earmarked at $8,200. Ms. Kopezynski informed.him that her contractural agreement is for $10,000. It was remarked that this should be taken into consideration for next year's budget. Mr. Oxian said.he would talk to the Commissioners January 31, 1977 Page 3 regarding the increase and remarked that the budget -for' -the' Historic Preservation Commission had not had any increase in three years. Ms. Davisson remarked that the position of the Planner will have some additional duties. It was noted that the Commission was not receiving any budgetary monies from the city, and perhaps Revenue Sharing funds could be utilized. Historic Districts There was no report from this committee. Historic Landmarks Mr. Oxian remarked that part of the $5,400 grant money should be used to purchase some more plaques. He felt that by Aug-' ust or September the Commission should know how many plaques would be given out during this year. These would be for de- signations of county residences. Mr. Smith concurred in this. Mr. Oxian then made an open-ended resolution that by August - 15th, the Commission should know how many homes would be de- clared landmarks for purchase of plaques from the $5,000 - grant money and going through ;the proper channels. Mr. Roth- e ermel seconded this motion and it passed unanimously. Union Station Both Mr. Oxian and Ms. Kopezynski talked with the owner of the Union Station. It was noted that the owner was seeking -- funds from the Commission to save the building. It was fur- ther noted that the Union Station has not been declared a landmark, and the owner does not want it declared as such. - It was mentioned that the Commission could declare it a land- mark without the owner's permission. The Commission was in- formed that if it does not take a stand on this issue, the building might very well come down. It was noted that the Historic Preservation Commission does have certain powers and jurisdiction in saving buildings. South Shore This is likewise a jurisdictional action of the Commission. A discussion ensued about the powers of the Commission in this regard, relative to the saving of the passenger service on the South Shore. Mr. Oxian made a motion that the Com- mission write a letter in support of any efforts to save the passenger service. Ms. Davisson seconded this motion and it passed unanimously. Public Relations and Education Ms. Davisson reported that the had received a letter from Judy Studer, Senior Planner of the Area Plan Commission, January 31, 1977 Page 4 informing her that she (Ms. Studer) had been appointed Chairman of the Publicity Committee of the Southold Heritage Foundation. It further stated that, in this capacity, she would be disseminating information on the Foundation and promoting interest in historic preserva- tion and hoped that she and Ms. Davisson can co-opera- tively pursue this course. Ms. Davisson then informed the Commission that three video tapes will be taken at NSB using the game, Architecture - American Style. The tapes will be interrupted to allow the participants in the game to discuss its facets and implica- tions. She also brought the Commission up to date on the historical segments aired on Channel 34, the first Thursday Lin the month at 3:30 p.m. She said the first segment feat=e-d', Joann Sporleder who talked about log houses. Then, on Thursday, February 3rd, Ms. Rita Kopezynski will discuss - Alexis Coquill ard. Another segment, again with Ms. Spor- leder, will concentrate on the Federal style. Presidential Report Mr. Smith reported that John Welsheimer had been in touch - with him and said he would be willing to talk to the Commis- sion about the matter of facade easements. Mr. Smith com- mented that it was a great area of financial help to people who own homes and are willing to have them appraised and deed them to Southhold. The property owners would then be entitled. to tax benfits. A discussion ensued on this matter of facade -- easements and Mr. Oxian noted that Mr. Reid Williamson is will- ing to come and talk about it. Mr. Galen Alsop likewise has done some work in this area. Mr. Smith remarked that possibly a whole day's seminar could be set up for interested persons and property owners. It was suggested that Ms. Kopezynski correspond with Mr. Welsheimer in Denver in regard to this matter. Mr. Rothermel suggested that perhaps the South Bend - Tribune could write an article on this project. Ms. Kopczyn- ski told the Commission that she would also call the National Trust. Staff Report Ms. Kopezynski informed the Commission that two student in- ternes from the American Studies program at Notre Dame were working with the Commission on research matters; Clare Boast from Iowa and Claire Leary from Wisconsin. Ms. Boast was engaged,in finishing the research on the Hamilton Church. January 31, 1977 Page 5 Legal (1) Ms. Kopezynski then informed the Commission that she has been designated. as the Historic Preservation Co- — ordinator by Jon Hunt, Deputy Director of the Human Re- sourses Department of the City of South Bend in a letter dated 28 January 1977 to Jerry L. Rogers, Acting Chief - Office of Archeology and Historic Preservation, National Park Service, Department of the interior. (2) Under this appointment she would be responsible for assisting the community development program in preparation of the historic portions of the environmental review under Sect. 570.603 of the HUD Regulations. (3) She will be responsible for formulation of reports, pending final approval of the Commission. Mr. F. Jay Nimtz informed the Commission that the suit of Walter Rinderle against the Commission has been re -set for February 17, at 10:00 a.m., in the Small Claims Court. City Survey Mr. Ted Wasielewski then informed the Commission that the document which is the agreement between the Historic Pre- servation Commission and Crumlish/Sporleder & Associates for the City Survey would be signed this evening. Mr. F. Jay Nimtz was shown this agreement and remarked that it was very clear and outlined exactly what was to be done. The work is to start as soon as possible after this agreement has been entered into. Mr. Wasielewski then made a motion that this contract be signed. Mr. Nimtz seconded this motion and it passed unanimously. The document, thereupon, was duly signed by members of the Commission and Brian Crumlish re- — presenting the firm. Mr. Wasielewski then said that the Com- mittee would be meeting with Mr. CrLmfUsh and would be work- ing very closely with the Historic Preservation Planner, in carrying out the guidelines. He likewise informed the Com- mission that the City Survey committee would continue to serve. 7. O1d.Business Mr. Smith reminded the Commission that he had accepted the resig- nation of Ms. Joann Sporleder as Architectural Historian at the December meeting, and that the Commission, therefore, must think about naming a replacement to the Commission and evaluate some of the names that have been offered. He said he hoped the Planner would contact the possible replacemtns and. have a report at the next meeting. January 31, 1977 Page 6 Mr. Smith then mentioned that election of officers were to be — made. He appointed Mr. F. Jay Nimtz as the Chairman of the Nom- inating Committee and.suggested that Mr. Nimtz turn in a list of candidates for the various offices. Mr. Nimtz accepted this res- ponsibility. 8. New Business Ms. Joann Sporleder spoke about a bill being introduced in the State Legislature which concerns itself with enabling legislation of historic preservation commissions throughout the state. It was introduced under the Department of Natural Resources and she in- formed the Commission that it was not a good bill and would put — preservation commissions in a precarious position. There was dis- cussion on just what effects passage of such a bill could have. And it was suggested that the Commission go on record as being supportive of enabling legislation. Mr. Smith said he was going to Indianapolis the following day and would look into this. It was further suggested, that Ms. Kopczynski make a call regarding this legislation. Mr. Nimtz suggested that perhaps someone•shoiild talk to Dick Bodine about it. 9. Hearing of Visitors There were no comments 10. Announcements and. Miscellaneous Matters There were no announcements 11. Adjournment Mr. Ted Wasielewski made a motion to stand adjourned. Mr. Rothermel seconded this motion and it passed unanimously.
