She said it would pro- bably cost about $30.00 to have this done. She then asked approval to have two photographs framed for the Area Plan Commission. This would entail an expenditure of about $60.00. Mr. Oxian made a motion that these expenditures be approved. Mr. Stivers seconded this motion and it passed unanimously.' 5. Correspondence Mr. Smith stated that he had received a letter from Walter Rinderle regarding his employment with the Commission. This letter was turned over to Mr. Nimtz for drafting a reply. Mr. Smith then read a letter from Mr. Jack Dunfee regarding his fee for services to the Commission. Mr. Nimtz moved that the president be authorized to discuss the payment of the bill to Jack Dunfee on the basis of either the payment of $300.00 now or $300.00 next year or the payment of $600. this year with the understanding that he will perform any services for the remainder of the year. Mr. Oxian seconded this motion and it passed unanimously. Ms. Gilbert then mentioned that letters had been sent to Crum--- lish/Sporleder, Ruth Price of Southhold, and Carl Doozan thank- ing hanking them for their assistance in the work done on the Auto Tour Map and reception. Letters and Auto Tour Maps were also sent to governmental of- ficials and preservation officials. A number of these were ac: -Z knowledged and this correspondence was referred for filing. Ms. Gilbert then stated that the homeowners of superior structures whose home were included on the Auto Tour Map and who did not come to the reception were sent letters and a copy of the map. 6. Committee Reports Budget and Finance Mr. Oxian gave a report on the 1977 budgets. He stated that he had asked for $10,000 from the city and $11,425.08 from the county. He stated that both budgets were submitted to the appropriate offices. Historic Districts There was no report from this committee. However, Mr. Ted Wasielewski passed out a letter he had drafted to the City Engineer regarding the proposed widening of Chapin Street (Appendix A). He asked Commission recommendations and changes for this letter. June 21, 1976 Page 3 Historic Landmarks Mr. Oxian reported that the "overlay" amendment was passed unanimously at the recent Common Council meeting. Mr. Oxian stated that the bill regarding the demolition time was spon- sored by Mr. Dombrowski. Mr. Oxian then stated that he had written Mr. Davisson, the owner of the Union Station, regarding landmark designation. He then made a motion to change the Union Station designation as a landmark from resolution to ordinance. Mi. Sporleder seconded this motion and it passed unanimously. There was discussion on this subject and it was suggested that perhaps Federal funds could be used in the future adaptive use of this railroad station. Mr. Oxian stated that he Mad received quite a few replies to his letters to homeowners regarding landmark status. Ms. Sporleder wanted to know if it was the intention of the Com- mission to declare as landmarks all the superior homes. Mr. Oxian made a motion that all home that are declared superior on the County Survey be recommended as landmarks following the regular procedure. Mr. Rothermel seconded this motion and it passed unanimously. There was no discussion. Mr. Oxian then listed nine homes which he wanted declared, at intervals, for landmark designation. They are as follows: 1259+ State Road 23 14297 State Road 23 16479 Brick Road 24845 State Road 23 14912 Brick Road 52228 Gumwood Road 60500 Bremen Road Mr. Oxian then stated that Mr. Thurin, who owns 61955 Locust Road as welly as 322 West Washington Avenue, wants both de- clared as landmarks. He said he would abide by any standards established by the Commission towards his buildings. Ms. Sporleder said she would like to appraise the county property. Mr. Ted Wasielewski made a motion that these nine homes be - designated as landmarks with the exception of the Thurin pro- perty at Locust Road pending evaluation by the architectural historian. Ms. Davisson seconded this motion. The motion passed unanimously. Legal Mr. Nimtz made a motion that Kevin be contacted for comment, purchasing procedures and the Commission. Mr. Oxian unanimously. critique contract seconde dButler, County Attorney, and advice regarding bids for purchases by this motion and it passed June 21, 1976 Page 4 Public Relations and Education Ms. Davisson stated that the Commission should pursue the adoption of a procudural manual. Ms. Davisson was assigned the job of settingup a.procedural manual and bringing it before the Commission for approval. She then stated that the bills are being tabulated in ac- cordance with the suggested procedure for obtaining the $5,000 matching grant from the National Park Service. She suggested that perhaps Commission members and/or staff go down to Indianapolis when this material is ready. Ms. Davisson next discussed the homeowners reception at Tippecanoe Place and related that approximately 100 persons had attended and it proved to be very successful. Ms. Rita Kopezynski then-shitiwed a prototype of a kit which could be made available to homeowners. It would contain, among other items, a restoration bibliography of books in the HPC office, a brochure on lighting, "How to Look at Your Town," an index of back issues of Old House Journal,-- and "Do's and Don't's of Restoration." Ms. Sporleder sug- gested that perhaps a list of local craftsmen who are in- terested in restoration coazl.d be compiled. It was suggested that Ms. Jeanne Derbeck of the South Bend Tribune write an - article about the need for qualified craftsmen for restora- tion. Ms. Davisson made a motion that Jeanne Derbeck be contacted regarding the writing of such an article, about the problems of getting restoration craftsmen. Mr. Ted Wa.s- ielewski seconded this motion and it passed unanimously. Ms. Davisson then stated that several staff meetings have been held and a few Commission members have _attended. A letter was then read which was sent to Tobi Christianson, Brian Crumlish, Ruth Price, Wendy Clauson Schlereth, and Judy Studer asking their attendance at an "input" meeting on Thursday, June 24, at 8:00 p.m. All Commission members were asked to attend. Ms. Davisson spoke about the recent Civil Rights Center meetings on zoning. She mentioned that Dick Johnson had been involved in these meetings. She suggested that perhaps something like a "zoning game" could be developed. Mr. Smith then appointed Ms. Deloris Davisson to look into the development of a procedural manual and submit an outline or draft for the Commission's study. Presidential Report Mr. Smith spoke about the state of the former consultant. He then discussed the City Survey and appointed Ms. Joanne June 21, 1976 Page 5 Sporleder to give the Commission some thoughts of how a City Survey could be conducted. Mr. Smith then mentioned that the house at 317 West Washington is for sale at a price — of $19,700 and stated that it was a very reasonable price for this property. Staff Report Ms. Rita Kopezynski reported that there was still $125.00 at the Notre Dame bookstore. She suggested the Commission pur- chase "The History of Notre Dame" by Dr. Thomas Schlereth. She also asked permission to purchase a reprint of the 1875 Atlas and Howard's 2 -volume History of St. Joseph County at the book barn for $65.00. Mr. Stivers made a motion that the Commission buy these books. Ms. Sporleder seconded this motion and it passed unanimously. Ms. Kopezynski then discussed the status of the County Survey and the hiring of two research assistants for July and August. Ms. Davisson talked about the hiring of a Research Planner. Mr. Oxian stated that Ms. Kopezynski would continue to be in charge of the Commission office: It was mentioned that the position of the part-time Con- sultant was terminated. Ms. Kopezynski was advised to contact Marsha Mullin about the research assistant position. Mr. Smith stated that the $5,00 forthcoming should be spent in completing the County Survey. Mr. Oxian made a motion, that the Commission hire two short -terse research assistants at a salary of $500.00 each per month for July and August. Mr. Stivers seconded this motion. It passed unanimously. During the ensuing discussion it was brought out that these persons would be hired on a contractural basis and not liable to fringe benefits. It was also stated that the officers of the Commission will make the final decision, after screening process by Ms. Kopezynski. Mr. Oxian made a motion that a person be hired as an historic preservation planner, starting September 1 to December 31, in accordance with a prepared job description. Ms. Davisson seconded this motion and it passed unanimously. Mr. Rothermel was authorized to draw up a suitable job description for this position. 7; Old Business Plaques It was stated that an order for twenty plaques had been sent to and acknowledged by the Lake Shore Markers Company. Auto Tour Map Mr. Stivers reported that McDonald's had contracted Rink June 21, 1976 Page 6 Riverside for the printing of 17,000 Auto Tour Maps. They had wanted to incorporate the words, "Compliments of Mc- Donal's" on the face of the map, but Mr. Stivers spoke to - Cohen Advertising and disapproved this change. It was sug- gested that this be confirmed in writing. 14r. Stivers said-- that aidthat the distribution of the maps by McDonald's would be ad- vertised over the radio and on posters. It was also brought out that Cruml.ish/Sporieder would make some changes and Mr. Smith said he would like the map to carry the words, "Second Printing." Mr. Stivers mentioned that the new printing would be on somewhat lighter weight paper. City Survey There was no report on the proposed City Survey except what has been previously mentioned. 8. New Business Mr. Oxian reported that the subject of the Colfax School was discussed at a Landmarks Committee meeting. It was suggested that Ms. Kopczynski contact School City regarding this building and report to the Commission as to her findings. 9. Hearing of Visitors There were no visitors present at this meeting. 10. Announcements and Miscellaneous Matters There was no report in this area. 11. Adjournment Mr. Stivers made a motion that the meeting be adjourned. Mr. Wasielewski seconded this motion and it passed unanimously. ATTN: Rolland Farrand RE: Effects of Chapin Street Widening on theHistoric West Washington Street district " i' Dear.Mr. Farrand: , The Historic Preservation Commission of St. Joseph County is generally against the outlined plan of widening Chapin Street (between Western Ave..and Washington St.) for the following . } - reasons: 1. Widening the street from the present 44 feet to the proposed 52 feet and increasing the traffic flow will cut a portion* of the present Historic District. Pedestrian crossing.would ► be impeded lessening the possibilities•of preserving the` residential aspects of the neighborhood., " 2'. Removing the trees along the parkway would"increase the noise and dirt levels along`the street as well ar decrease the esthetic. view. 3. Although vehicle safety may be improved-pedestrian safety. could be jeapordized by the resulting narrow sidewalks and the close proximity of high speed traffic. There appears to be no method of lessening the impact on the 'District o'f'�this project with the exception of replanting trees ` along the `�esidentlal portion and providing pedestrian crosswalks. Without stop lights at intervals along the section-or some other pedestrian protection there seems to be little chance of'pro- viding pedestrian safety or keeping the District from being severed. ' - A possible less expensive alternative plan to widening would be -: to ban parking along the street at all times. This action would remove the objetions outlined above.. The,sidewalks and trees -. `. could remain and the effect on the District would be .lessened. :The Commission realizes that certain objectives could be-gained by thea project. These being increased traffic flow and possible improvement of the physical appearance of certain portions of . the street. However, itis felt that the disadvantages_ outweigh the possible gains. Know and understand functions and structures under which the HPC works - zoning, building department (Mylar map could be used here too). It is necessary to become part of the system.
